In Dardenne Prairie, the City’s Building & Code Enforcement department reviews site and building plans and issues construction permits; St. Charles County does not issue building permits inside the city. New buildings pay 0.45% of the International Code Council building valuation plus 0.15% for plan review, while common home projects such as decks, basement finishes and pools have flat fees of $50–$150.
What requires a building permit in Dardenne Prairie?
City Code Section 500.030 requires a building permit for all building activity except ordinary repairs and the work listed as exempt in the building code. The City’s fee schedule shows the permits it issues:
Homes
- New houses, room additions and garages
- Accessory buildings and attached pergolas
- Basement finishes, interior finish and repair or remodel work
- Decks, porches, deck or porch roofs and new steps
- Fences of any height, and retaining walls 4 feet or higher
- In-ground and above-ground pools, hot tubs and spas
- Egress windows, electrical service upgrades and septic systems
Commercial
- New buildings and additions
- Tenant finish and interior or exterior alterations
- Mechanical-only, electrical-only and plumbing-only work
- Change of occupant (commercial occupancy)
- Signs (separate permit)
Under the City’s building code amendments, retaining walls up to 4 feet high, measured from the bottom of the footing, are exempt unless they support a surcharge or impound flammable liquids; the fee schedule charges $75 for walls 4 feet or higher. Land disturbance of 5,000 sq ft or more needs a land disturbance permit; under one acre it can be included in the building permit, and over one acre it is a separate application.
Dardenne Prairie building department: who handles permitting
The Department of Building and Codes has a Building Division, which reviews residential and commercial site and building plans, issues construction permits and inspects work for building, energy, mechanical, drainage, erosion control, plumbing, electrical and zoning compliance up to the final certificate of occupancy, and a Code Enforcement Division for property maintenance and zoning. Zoning and conditional use questions go to the City Engineer.

The application forms ask for the general contractor and the electrical contractor with licence numbers, and any change of subcontractor after the permit is issued must be reported in writing with a $50 transfer fee. Fire protection districts may require their own permit, and the City’s forms tell applicants to check with the fire district.
Dardenne Prairie permit applications
The City publishes three application forms on its Permits & Licenses page:
- Residential New Construction: new houses, room additions, garages, accessory buildings and repair or remodel work, with occupancy, utility and floor-area details.
- Residential Updates: basement finishes, decks and porches, porch roofs, pools, hot tubs and spas, fences and retaining walls.
- Commercial Building & Occupancy: new construction, additions, alterations and trade-only work, plus change of occupant; a Dardenne Prairie business licence is also required.
The page also has fence, deck, retaining wall and pool guidelines and the Health and Safety Occupancy application. Applications are filed with the department at City Hall. The City Administrator reported on September 2, 2026 that new permitting software, Concourse, was about to start user testing with staff.

Fees are set in City Code Section 500.170 (Ordinance 2281, December 20, 2023). New residential and commercial buildings and new commercial additions are charged on the most recent International Code Council Building Valuation Data, which the City adopts:
| Item | Fee |
|---|---|
| Building permit | Building valuation × 0.0045 |

For example, a new house with a building valuation of $400,000 pays a $1,800 permit fee and a $600 plan review fee.

Electrical, plumbing and mechanical work in Dardenne Prairie
The City enforces its own electrical, plumbing, mechanical and fuel gas codes: the 2020 National Electrical Code and the 2021 International Plumbing, Mechanical and Fuel Gas Codes, as amended. Commercial mechanical-only, electrical-only and plumbing-only permits are filed on the Commercial Building & Occupancy form; an electrical service upgrade at a house is a $75 permit.
Private septic systems fall under the City’s adopted 2021 International Private Sewage Disposal Code, and a septic permit costs $150. Before a property on a septic system or private well is sold, the seller must have it inspected by a third-party inspector licensed by St. Charles County and fix any violations, or the buyer must accept them in a signed affidavit backed by an escrow.

Local Dardenne Prairie rules
Health and safety occupancy permit: no one may occupy a dwelling unit until the City issues a life, health and safety occupancy certificate. The application is required for a sale, rental or lease, costs $75 (cash or check), and there is no re-inspection fee. Chapter 525 does not apply to a change of ownership within a family with no change of occupant, or to a buyer who files a notarized statement that the building will be demolished within six months, and the Director may waive the inspection where a unit has at least a six-month history of compliance and was last inspected recently, generally within six months. Inspectors check items such as working, interconnected smoke detectors, GFCI outlets, a dedicated sump pump outlet, bathroom fans and range anti-tip devices.
Floodplain: the City is in the National Flood Insurance Program on flood maps dated January 20, 2016. The City Engineer is the floodplain administrator; a floodplain development permit is required for development in the mapped flood zones, and new or substantially improved homes need the lowest floor at least 1 foot above base flood elevation.
Energy code: the City’s code page lists the 2015 International Energy Conservation Code. Section 500.140 of the City Code adopts the 2021 IECC, but the City’s building code amendments send all energy references to the 2015 edition, so ask the department which edition your plans must show.
