Building permits in Ava

Ava rewrote its building chapter in February 2026 (Ordinance 1163). Every building or structure that is built, altered, repaired, removed or demolished needs a permit, except ordinary repairs that cost less than $200 and do not touch structural parts. The city has removed the residential code’s permit exemptions for decks, fences up to 7 feet, sidewalks and driveways, and storm shelters, so those need permits too.

The Building Department posts separate forms for homes, commercial buildings, foundation-only work, excavation, signs, certificates of occupancy and miscellaneous permits. Homes and two-family buildings may use plans you draw yourself; other new buildings and major renovations need plans from a Missouri architect or engineer. Stake the building out on the lot when you apply so the setback can be inspected. The application is routed to the city departments for sign-off, and you pay the permit and utility connection fees when you pick the permit up at the City Utilities building (417-683-4122).

Septic, floodplain and data centers

Septic on county land: the state health department handles onsite sewage permits in Douglas County itself, from Jefferson City. Missouri law (RSMo 701.031) frees a single-family lot of 3 acres or more from those rules only on two conditions: every component lies more than 10 feet from the boundary, and no effluent runs onto another property, into water or creates a nuisance. The state stopped charging its $90 application fee on August 28, 2026, pending new fee rules.

Ava flood zones: Ava takes part in the National Flood Insurance Program with a flood map dated August 4, 1988, and its building department checks every permit site for flood risk. Building on a lot in a flood hazard area needs a conditional use approved by the Zoning and Planning Commission, a lowest-floor elevation set by a Missouri architect or engineer, and that professional’s letter recorded with the Douglas County Recorder.
