The Town of Ludlow’s Building Department, run by the Building Commissioner from the third floor of Town Hall at 488 Chapin Street, issues building, electrical, plumbing, gas and trench permits and annual certificates of inspection. Applications are filed through the PermitEyes portal and must carry a valid email address, and every inspection is requested by calling the department. Electrical and plumbing fees were reset on February 1, 2025: a new single-family house pays $250 for its electrical permit and $150 plus $10 per fixture beyond the fifth for plumbing.

What work requires a building permit in Ludlow?

Ludlow’s PermitEyes portal and the department’s forms page show the range of permits the town issues: building permits for one- and two-family homes and for commercial buildings, demolition permits, electrical, plumbing and gas permits, trench permits and annual certificates of inspection for buildings that need periodic safety checks. The town’s fee sheets show the kinds of work each trade permit covers.

Building and demolition

  • New houses, modular homes and additions
  • Alterations and renovations
  • Retaining walls 48 inches high or more ($50)
  • Signs, under the town’s sign bylaws
  • Demolition of buildings
  • Commercial buildings and fit-outs

Trade permits

  • New services, service changes and generators
  • Pools, solar panels, EV chargers and alarm systems
  • New plumbing fixtures, water heaters, boilers and storage tanks
  • Gas piping and appliances
  • Trench work

The department’s retaining-wall notice sets two thresholds: any wall 48 inches or taller, whether stone, steel, concrete, masonry, pressure-treated timber or wood, needs a building permit, and walls 96 inches or taller must come with engineering data. Separate guidance sheets cover fences and signs under the town bylaws, modular homes, and fire protection and suppression, and new houses have their own requirements checklist.

What Ludlow decides and what the state holds

The building code that applies in Ludlow is 780 CMR, set by the state Board of Building Regulations and Standards. The town controls its permit fees, its zoning, sign and fence bylaws (published with the town bylaws on Municode) and its own procedures, such as the rule that every application must include an email address and that inspections are requested by phone. The town’s readable pages and bylaw links do not name a Stretch or Specialized energy code adoption.

Ludlow building department: who handles permitting

The Building Department issues every construction and trade permit in town. Brenda (BJ) Church is the Building Commissioner, with two administrative assistants in the office, an electrical inspector and a plumbing and gas inspector. The Sealer of Weights and Measures also works out of the department. General questions go to building@ludlow.ma.us. The Conservation Department is on the same third floor of Town Hall, so a wetlands question can be raised on the same visit as a permit question.

Ludlow permit types and application documents

Residential permits

The forms page carries a residential one- and two-family building permit application, a demolition permit, the electrical, plumbing and gas applications, a blank plot plan to sketch the lot, the workers’ compensation affidavit and the home owner license exemption form for owners doing their own work. Owners building a new house should also take the new house requirements checklist; owners of modular homes have a separate requirements sheet, and the exterior egress affidavit is on the zoning information page. A PermitEyes user guide explains how to register, start an application and upload documents, and an amend or renew form handles changes to a permit already issued. For the energy side of a house or addition, the department’s helpful links name the energy conservation application form, REScheck and Appendix J as the paperwork to prepare, next to links for the state Board of Building Regulations and Standards and the regional home builders’ association.

Commercial permits

Commercial projects use the commercial permit application, and the fire protection and suppression information guide covers sprinkler and alarm submittals. Buildings that need a periodic certificate of inspection apply each year for a certificate of inspection, also through PermitEyes, under the certificate of inspection fees the department revised in February 2025. Commercial electrical work is priced by service size and floor area, and commercial plumbing by fixture, as shown in the trade section below.

What comes before the building permit

  • Zoning: the GIS and zoning maps page shows a parcel’s district, and the zoning information page carries the fence and sign bylaws, a sign zoning table and a zoning complaint form. Variances and special permits go to the Zoning Board of Appeals, and site plans to the Planning Board.
  • Wetlands: the Conservation Commission has jurisdiction over wetlands and a 100-foot buffer zone, widened to 200 feet along rivers and running streams. It meets on the first Wednesday of the month at 6:30 p.m. at Town Hall.
  • Health: septic systems on unsewered lots go through the Board of Health and its Health Department under Title 5.
  • Trench work: trench permits are filed in PermitEyes alongside the building permit.

Ludlow permit costs and fees

The Permit Fees page posts five sheets: building, electrical, gas and plumbing permit fees for 2025 and certificate of inspection fees revised in February 2025. The electrical and plumbing sheets state an effective date of February 1, 2025. Both double the fee when work starts without a permit, charge $100 to amend a permit, and charge half the original fee, at least $100, to renew a permit that has been expired for more than a year. The retaining-wall notice puts that permit at $50.

Worked example. A kitchen renovation whose electrical work includes service work is charged $200 on the “renovations with service” line, against $150 without it. Adding a solar array that needs a panel change is $220, and an EV charger on its own is $100.

Trade permits and who may pull them

Electrical, plumbing and gas permits are issued by the Building Department’s own inspectors and filed in PermitEyes like building permits. State-licensed electricians, plumbers and gas fitters pull them; building work on homes needs a construction supervisor and, for existing owner-occupied homes, a registered home improvement contractor, unless the owner files the town’s homeowner license exemption form. On the electrical side, a new 2,500-square-foot commercial building falls in the “over 1,800 square feet” band: $250 plus 2,500 × $0.15, or $625, before any service fee. Gas permits have their own 2025 fee sheet on the Permit Fees page.

Review, corrections and what causes delay

780 CMR 105.3.1 gives the building official 30 days from the filing of an application to grant or refuse it. In Ludlow, the most common avoidable holdups are an application with no email address, which the department will not accept, missing engineering data for a retaining wall 96 inches or taller, and approvals still pending from the Conservation Commission or zoning boards. Changes after issue go through the amend or renew form, at $100 for an electrical or plumbing amendment.

Inspections in Ludlow

The department’s instruction is short: call the Building Department to schedule every inspection, building or trade, even though the application itself was filed online. The main number is 413-583-5600; the electrical and plumbing fee sheets give extension 3 for the inspectors, along with their town cell phones. An in-ground pool’s electrical permit includes two inspections. A failed or missed electrical or plumbing inspection costs $75 for residential electrical work and $100 for commercial electrical and for plumbing, and a permit left expired for more than a year must be renewed at half the original fee. Buildings that hold an annual certificate of inspection apply through PermitEyes before the inspector visits.

State code and local rules in Ludlow

Ludlow’s permits follow the state building code as written, with local zoning, sign and fence bylaws on top. The Conservation Commission administers the state Wetlands Protection Act in town, and its buffer reaches 100 feet from wetlands and 200 feet from rivers and running streams. Any work proposed in those buffer zones requires a filing with the Commission and a public hearing, and the Ludlow Conservation Commission bylaws add a minimum 25-foot “No Disturb Zone” next to the resource area. A deck, addition, driveway or regrading near water therefore starts with the Commission, which meets once a month, well before the building permit is filed. The Commission asks residents to report suspected wetland violations that are emergencies to its office at Town Hall. The town’s property viewer and GIS maps show the parcel layers to check before that filing.

Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules
