The Dennis Building Department, at Town Hall, 685 Route 134 in South Dennis, issues building, electrical, plumbing and gas permits and has handled applications and inspection requests through OpenGov since January 13, 2025. New construction and alterations on a house cost $0.70 per square foot of gross floor area under the FY2026 fee schedule, and every application needs tax, conservation and health sign-offs before it reaches the department.
Dennis splits historic review between two districts: the Old King’s Highway district north of Route 6 and the South Dennis Historic District. Both run through the Building Department, whose staff includes a historic secretary, and the FY2026 schedule lists the historic application fees alongside building and trade fees.
One Building Department at Town Hall covers all of Dennis. Its neighbors Yarmouth, Brewster and Harwich each run their own.
What requires a building permit in Dennis?
The list of work that needs a permit comes from 780 CMR, which also sets the small items that are exempt. The FY2026 fee schedule shows the permit types Dennis issues; fees named “per square foot” are charged on gross square footage, the roofed-over area of all floors measured to the outside walls, without uninhabitable basements or attics.
Dennis permit types
- New homes, additions and townhouse units
- Alterations, renovations and repairs
- Foundation-only permits
- Re-roofing, re-siding, windows and exterior doors, weatherization
- Above-ground and in-ground pools, tents
- Demolition of principal buildings and of accessory buildings over 200 square feet
- Solar arrays, wind and communication towers, sheet metal and signs
- Stormwater permits and zoning determinations
Other approvals on the same job
- Plumbing, gas and electrical work takes its own permit from the department’s trade inspectors
- Exterior changes in the historic districts need a certificate, an exemption or a letter of amendment
- Work within 100 feet of a wetland or in a flood zone goes to the Conservation Commission, even when it is small
What the town decides and what the state holds
The Board of Building Regulations and Standards writes 780 CMR and towns cannot change its technical rules. Dennis controls its zoning bylaw (the posted text runs through the May 6, 2025 Annual Town Meeting), the wetlands, stormwater and demolition bylaws in the town code, its two historic districts, the fee schedule and the energy code path, which Chapter 157 sets as the Stretch code.
Dennis building department: who handles permitting
Building Commissioner Paul Fowler leads the department, which has a building inspector and a part-time building inspector, morning and afternoon electrical inspectors, a plumbing and gas inspector, an office assistant and the historic secretary. When you upload revised documents to a pending OpenGov application, the department asks you to email the person handling that trade so the change is seen.

Residential permits
The department’s checklist, last updated August 29, 2023, asks for a site plan showing the zoning district, required and proposed setbacks and lot coverage; construction plans with floor plans, structural design and elevations, either stamped or with a WFCM checklist and load calculations; energy compliance documents; the signed elevations from any historic approval; and a recorded ZBA decision with its stamped plans if relief was granted. Every application, a homeowner’s included, carries the workers’ compensation form. A contractor-applicant attaches copies of the Home Improvement Contractor registration and Construction Supervisor License; an owner-applicant files the owner’s notification, and the department posts a Homeowners Exemption Affidavit and an Owners Authorization Form for agents.

Commercial permits
Commercial new construction and alterations are $0.90 per square foot ($90 at 100 square feet or less), with flat $105 fees for roofing, siding, windows and weatherization. Buildings over 35,000 cubic feet need the 10th edition construction control checklist and initial and final construction control documents. Signs follow Chapter 151, the sign bylaw, and are priced by sign area from $31 to $252.
For tenant improvements and new commercial builds, Alliance handles commercial building permits through issuance. More on this: commercial building permits explained.

- Sign-offs: the tax office, the Conservation and Natural Resource Office and the Health Department must sign off electronically before the application is submitted to the Building Department; the health sign-off applies to every application.
- Zoning: the Zoning Board of Appeals meets on the fourth Monday at 6:30 pm, and all planning and zoning applications have been filed online since September 15, 2020, by registering in the portal and searching for the application type, such as Special Permit or Variance.
- Conservation Commission: work within 100 feet of a wetland or resource area (dune, pond, coastal bank) or in a flood zone is reviewed at a hearing; the commission issues its permit within 21 days of closing the hearing.
- Board of Health and Title 5: the Health Department handles septic systems; Dennis is also building sewers under its wastewater plan, with street work posted in weekly updates; the town’s Wastewater page also lists licensed septic haulers and utility installers.
- Historic districts and demolition delay: exterior work in the OKH or South Dennis district needs that district’s approval, and demolishing 25% or more of the exterior of a building 75 years old or more goes to the Historical Commission under Chapter 61.

Rather talk it over?
Call 1-855-478-4290 →Worked example: a 600-square-foot addition on a house is 600 × $0.70 = $420 for the building permit. If it falls in the Old King’s Highway district, add the $30 historic application and $10 postage; electrical for an addition of that size is $105.
Other common items: roof-mounted solar on a one- or two-family home is $150 and a free-standing array $0.29 per square foot, residential sheet metal is $60 per unit, and a commercial certificate of inspection is $92 from the Building Department plus $50 from the Fire Department. South Dennis Historic District applications cost the same as OKH ones: $60 for a new building, $30 for additions, sheds, fences and signs, plus $10 postage.
Trade permits and who may pull them
Electrical, plumbing and gas permits are applied for in OpenGov (paper plumbing, gas, electrical and sheet metal forms are also posted) and inspected by Dennis’s own inspectors under the state electrical, plumbing and fuel gas codes. Each trade form goes with the workers’ compensation form. Solar electrical inspections are done only on Tuesday and Thursday afternoons.
Trade permits are for state-licensed electricians, plumbers and gas fitters. The building permit is pulled either by a contractor with a Construction Supervisor License (and Home Improvement Contractor registration on an owner-occupied home of one to four units) or by the owner, using the owner’s notification and the Homeowners Exemption Affidavit. A change of contractor mid-job costs $57, and the department posts a Construction Supervisor withdrawal form.

Review, corrections and what causes delay
Under 780 CMR 105.3.1 the building official has 30 days from the filing of an application to issue or refuse the permit in writing. Dennis files most often stall before that clock matters: an application cannot be submitted until all three sign-offs are in, and the Conservation Agent will not sign until the needed documents are on file. Once issued, a permit may expire if work does not begin within 180 days unless it is extended (780 CMR 105.5); renewals for cause cost $46, then $86.
Inspections in Dennis
All inspections are requested in the OpenGov customer portal; requests received by 9:00 am can be done that day, and later ones go to the next business day. Building inspections run Monday to Friday from 9 am to 4 pm, plumbing and gas from 9:30 am to 3 pm, and electrical from 9 am to noon plus Tuesday and Thursday afternoons. Specific times are not promised. For permits issued in the old EnerGov system, call the office to have your email added so you can book through a link.
An adult (18 or older) must be on site for interior inspections; exterior inspections need no one present. Inspectors do not handle keys or carry paperwork between sites, and no inspection is done in a building holding personal contents unless the owner or agent is there. Every new building, residential or commercial, needs a final as-built before the certificate of occupancy; in a flood zone the department’s floodplain construction certificate procedures and the Substantial Improvement Workbook apply. Re-inspections for work not ready or no access cost $46.
Building and energy code in Dennis
Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules

Chapter 157 of the town code adopts the Stretch energy code, including future editions, effective January 1, 2020 and enforced by the Building Inspector; Dennis follows the Stretch path rather than the Municipal Opt-in Specialized code. FEMA lists Dennis as a participating flood insurance community with maps effective July 16, 2014.

Why does my Dennis application need other departments first?
The checklist requires electronic sign-offs from the tax office, the Conservation and Natural Resource Office and the Health Department before the application is submitted to the Building Department.
How do I book an inspection in Dennis?
Through your OpenGov customer portal; requests in by 9:00 am can be done the same day. Permits from the old EnerGov system need a call to (508) 760-6157 first.

Does Dennis use the Stretch energy code?
Yes, since January 1, 2020 under Chapter 157, and new buildings need a final as-built before a certificate of occupancy.
