Mashpee’s Building Department, at Town Hall, 16 Great Neck Road North, issues building, electrical, plumbing, gas and mechanical permits and takes applications through PermitEyes, routing each one to the other town departments that must sign off. A new house or an addition costs $0.65 per square foot under the fee schedule that took effect on February 11, 2026, and the department says the permitting process may take up to 30 days.
The Building Commissioner is also Mashpee’s Zoning Official, and the office of the Zoning Board of Appeals sits under him, so zoning questions, ZBA filings and building permits all start at the same counter. A public computer at the Building Department window lets applicants without one use the portal.
The Mashpee Building Department covers the whole town. Barnstable, Falmouth and Sandwich, which border Mashpee, each run their own building departments.
What requires a building permit in Mashpee?
780 CMR sets what needs a permit statewide. The department’s own FAQ lists the jobs it most often sees, and its fee schedule shows how each is priced.
Permit needed
- New construction, additions and interior alterations
- Re-roofing and window replacement
- Decks, new or repaired, and stairways
- Garages and sheds over 200 square feet
- Above-ground and in-ground pools
- Retaining walls higher than 4 feet from the bottom of the footing to the top of the wall
- Basement conversions, demolition, solar, wood stoves, tents and chimneys
Short permits and forms
- Roofing, siding, windows, doors and weatherization go on a Residential or Commercial Short Permit, with no inspections; you call to close it
- Every shed, whatever its size, needs a zoning compliance form
- A handicap ramp at a home is permitted with no fee
What the town decides and what the state holds
The Board of Building Regulations and Standards writes 780 CMR; Mashpee cannot change its technical rules. The town sets its own fees, zoning bylaw (the 2024 edition is posted), Board of Health septic regulations, wetlands review and permit procedures, and the Board of Health’s nitrogen and bedroom rules reach into many building projects.
Mashpee building department: who handles permitting
Building Commissioner David Morris leads the department with a local inspector, a wiring inspector, a plumbing and gas inspector, an administrative assistant and the ZBA’s administrative secretary. Because the Building Department routes each PermitEyes application to the departments whose approval it needs, an application is not considered officially submitted until every required sign-off is in.

Permit types
Residential permits
A residential building application in PermitEyes carries copies of the contractor’s licenses, the workers’ compensation insurance affidavit, the insurance certificate, a detailed set of building plans, a certified site plan and the HERS report where one applies. When entering the project cost, type digits only (30000, not $30,000). The department’s forms page adds the basement conversion form, the protected lot status form, the shed compliance form, the elevation certificate for flood zone work and the contractor change form ($50).

Commercial permits
Commercial new construction and garages are $0.80 per square foot, and additions and alterations $0.55 per square foot with a $200 minimum. Large buildings file the construction control affidavit, and the department issues certificates of inspection ($50) as well as certificates of occupancy. Signs and temporary signs each have their own application and instructions, at $100 for a commercial sign.
For tenant improvements and new commercial builds, Alliance handles commercial building permits through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Zoning: the Building Commissioner rules on zoning as Zoning Official, and the ZBA, meeting on the second and fourth Wednesday at 6 pm, hears variances, special permits and written findings.
- Conservation Commission: wetlands filings go to the commission and its agent before work near resource areas.
- Board of Health and Title 5: in a Zone II drinking-water area, and on any lot served by a private well, the Board of Health limits a property to one bedroom for every 10,000 square feet of land, with earlier approvals grandfathered; extra bedrooms need a Nitrogen Aggregation Plan approved at a public meeting. Its on-site sewage regulations include rules on increases in habitable space and a 2026 bedroom determination policy.
- Demolition: before a whole house comes down, the applicant needs a Health Agent’s rodent inspection, an Eversource letter that power is cut, a plumbing permit, tank and Freon clearances and a Board of Health permit to abandon the septic system.
Not sure this scope needs a permit?
Get a free quote →Two Board of Health rules shape house projects in particular. Since November 9, 1987, every building application for an addition to or alteration of habitable space must include a septic plan by a sanitarian or professional engineer showing that a Title 5 system exists, or will be installed, for the house as enlarged; a variance needs a Board hearing requested in writing with the application. The Board’s 2026 bedroom determination presumes at least three bedrooms in a single-family home, and in a home with more than eight rooms (not counting bathrooms, halls, unfinished cellars and unheated storage) it presumes half the room count, rounded down, unless the owner records a deed restriction to fewer bedrooms. Its 2025 fee schedule charges $125 for a septic permit for new construction or repairs, $100 for a percolation test, $25 for an abandonment permit and $250 to review a nitrogen aggregation plan.
Mashpee is also building a wastewater collection system and treatment facility. Phase 1 construction began in December 2022 under the state-approved 2015 Final Recommended Plan, and the Sewer Commission’s pages let owners check whether a property is in a planned sewer service area, how connection works, what it may cost and which roads are closed for Phase 2 work. The Wastewater Department is at (508) 539-1439.

Rather talk it over?
Call 1-855-478-4290 →Worked example: a 500-square-foot addition is 500 × $0.65 = $325 for the building permit, and the electrical permit for the addition is $75. A 120-square-foot room alteration would come to $78 at the same rate, so the $100 minimum applies instead.
Trade permits and who may pull them
Electrical, plumbing, gas and mechanical permits are filed in PermitEyes and inspected by Mashpee’s own wiring inspector and plumbing and gas inspector. Electricians and plumbers must call for their own inspections, and the wiring inspector works Monday through Thursday while the plumbing and gas inspector works Monday through Friday. A water hook-up is $25 on a house and $50 on a commercial job.
The department’s FAQ says the builder or the homeowner may apply for a building permit, but a homeowner may not do any plumbing or gas piping; it adds that a homeowner may wire his or her own home only under certain conditions. Contractors hold the state Construction Supervisor License for structural work and Home Improvement Contractor registration for work on existing homes, and the department’s contractor guidance links the state license lookup.
Rather not deal with the building department?
Get a free quote →How to apply for a Mashpee building permit
Ask the Building Commissioner, as Zoning Official, about setbacks and use, and file a shed compliance form for any shed.
Confirm bedroom limits and septic design with the Board of Health and file with the Conservation Commission near wetlands.
Choose New User, register as a contractor, establishment or homeowner, and use the email where you want all notices sent.
Pick building, electrical, plumbing, gas or mechanical, then a full permit or the RSP/CSP short permit, and enter the address so the owner details fill in.
Attach licenses, affidavits, the insurance certificate, plans, the certified site plan and any HERS report; fill every field marked with a red asterisk.
The department routes the file to the other departments, and the application counts as submitted once all sign-offs are complete.
Call the department for building inspections and have the electrician and plumber call for theirs, with the permit number ready.
Review, corrections and what causes delay
Under 780 CMR 105.3.1 the building official acts on a filed application within 30 days, and Mashpee’s own FAQ puts the permitting process at up to 30 days. Because the department does not treat an application as submitted until other departments have signed off, a septic or bedroom question at the Board of Health or a wetlands filing can hold a file before the building review begins. Once issued, construction must begin within 12 months; one six-month extension can be requested in writing or by email.
Inspections in Mashpee
Inspections cannot be scheduled through PermitEyes. Building inspections are called in to (508) 539-1406 ext. 8556, by 9:30 am for a same-day visit. The wiring and plumbing inspectors take inspection calls from 7:30 to 9 am. For a new home or addition the order is: the address posted and visible from the street; an as-built uploaded before the foundation inspection; foundation; rough framing after wiring and plumbing pass; insulation; and the final, which follows the wiring, plumbing, gas and Fire Department smoke and carbon monoxide sign-offs, the final HERS upload for a new home, a final elevation certificate in a flood zone and any DPW curb cut inspection.
Decks get sono tube, rough frame and final inspections; pools get a rough inspection after the wiring inspector checks bonding, an as-built upload, and a final covering alarms, retractable covers and fencing. A certificate of occupancy issues after the final passes and the Board of Health approves, which on a new septic system means the engineer’s and installer’s as-built plans and certification cards are on file.

Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules
Mashpee enforces the 10th edition of 780 CMR, and the department asks for a HERS report where the energy code calls for one, with the final HERS uploaded before a new home’s final inspection. FEMA lists Mashpee as a participating National Flood Insurance Program community with maps effective July 16, 2014; its Community Rating System class 7 gives policyholders a 15% discount, and flood zone projects end with a final elevation certificate.
