What needs a permit in West Monroe?

The city code requires a permit to build, enlarge, alter, repair, move or demolish a building, change its occupancy, or install or change electrical, gas, mechanical or plumbing systems. The city’s fee schedule also covers fences, accessory structures, mobile homes and solar panels. Section 12-4007 lists the work that does not need a permit:

Permit required

  • New homes, commercial buildings and additions
  • Renovations and alterations
  • Accessory structures and fences
  • Mobile homes
  • Moving or demolishing a building
  • Electrical, plumbing, gas and heating and air work, including solar PV and water heater replacement

No permit (sec. 12-4007)

  • Retaining walls up to 4 ft
  • Sidewalks and driveways
  • Painting, flooring, cabinets, countertops and similar finish work
  • Above-ground prefabricated pools under 24 in deep and up to 5,000 gallons at a house
  • Playground equipment at a one- or two-family home
  • Window awnings projecting no more than 54 in
  • Clearing stoppages and stopping leaks without replacing pipe

Zoning rules still apply to exempt work. State law (R.S. 37:3737(I), Act 881 of 2026) requires the city to permit and inspect roofing and re-roofing, and under R.S. 37:3738 a city of West Monroe’s size may not enforce the building code on a detached residential accessory structure of 200 sq ft or less unless the site is in a hurricane-prone region with a design wind speed of 130 mph or more, although the city fee schedule still lists a $25 accessory structure permit. Emergency repairs can start first if the application is filed by the next working day.

Applications and plan review

The Building Permit Application asks for the project address and description, residential or commercial type, owner, contractor and Louisiana licence number, job superintendent and site phone, and the registered electrical, plumbing and heat and air subcontractors. The office fills in construction cost, square footage, plan review fee and the State Fire Marshal number.

Commercial projects

  • State Fire Marshal life safety (NFPA 101) review before the permit
  • Building code review by the State Fire Marshal or a registered third-party provider
  • One full set of drawings to Building & Development at the same time as the Fire Marshal submittal
  • Municipal address from Building & Development
  • Health Department approval for food service (Ouachita Parish Health Unit, 318-361-7258)

Timing

  • Plans sent to the city with the Fire Marshal submittal avoid a wait
  • Plans sent after Fire Marshal approval need 3–5 business days of city review
  • Plans may be filed electronically by arrangement with the Director

How to get a building permit in West Monroe

1. Check the city limits and zoning

Use the city zoning map; land outside the city goes to the Ouachita Parish Permit Office.

2. Get the address and flood zone

Building & Development assigns municipal addresses and checks whether the lot is in a FEMA flood zone or floodway.

3. Line up registered trades

Make sure your electrical, plumbing and HVAC subcontractors hold current West Monroe registrations.

4. Submit the application and plans

File at City Hall (electronic plan submittal can be arranged with the Director); commercial jobs send plans to the State Fire Marshal and the city at the same time.

5. Pay and collect the permit

Pay the building fee and plan review fee at issuance; work must start within 90 days.

6. Inspections and occupancy

Call for each inspection, then obtain the certificate of occupancy before using the building.

Inspections in West Monroe

Call Inspections at 318-397-6722 when work is ready; the permit holder must request each inspection and provide access, and work may not go past an inspection point or be covered until it is approved. New construction is also inspected by the West Monroe Fire Department’s Fire Prevention Bureau, which visits new construction sites each Monday. Certificate of occupancy inspections for a new business are scheduled at a time that suits the owner and the inspections office.

A permit becomes invalid if work does not start within 90 days of issue or stops for 90 days; the building official can grant extensions of up to 90 days on written request. Demolition permits lapse after 60 days without a start or 30 days without work.

Local West Monroe details

Flood zones: the city’s zoning administrator is its floodplain administrator, and new or substantially improved homes in a special flood hazard area must have the lowest floor at or above base flood elevation. Ask Building & Development to check the FEMA map for the lot before design.

Boards: Building & Development works with the city’s Planning Commission, Board of Adjustments and Historic Preservation Commission, so a project that needs one of them should start there before the building permit.

Vacant buildings: the department publishes the city’s vacant structures ordinance and a vacant property form on its page.

Louisiana building code

Every Louisiana parish and municipality enforces the state’s Uniform Construction Code (R.S. 37:3737), adopted by the Louisiana Uniform Construction Code Commission: the 2021 International Codes with Louisiana amendments, in force since 1 January 2023, and the 2020 National Electrical Code, with the 2024 codes taking effect on 1 January 2027. A local government may set more stringent requirements only with the Commission’s approval, and the State Fire Marshal reviews plans for fire and life safety on all but one- and two-family dwellings.
