Sulphur, Louisiana Building Permit Guide

Building permits inside the City of Sulphur are issued by the Inspections & Permits Department at the Municipal Business Center, 110 North Huntington Street (337-527-2050, Monday to Friday 8 am to 4 pm except holidays). Applications, documents, payments and inspection requests now go through the city’s online permit portal, and new residential and commercial construction must have its lowest floor at least one foot above the highest of four flood and drainage reference levels.

Section 5-21 of the city code adopts the Louisiana State Uniform Construction Code effective January 1, 2023: the 2021 International Building Code (without chapters 11 and 27), the 2021 Existing Building, Residential (without Part VIII), Mechanical, Plumbing and Fuel Gas Codes, and the 2020 National Electrical Code.

Sulphur building department: who handles permitting

The Inspections & Permits Department reviews and issues permits and inspects all construction inside the city limits; its listed contact is the Chief Building Inspector. Waivers from the drainage and freeboard rules go to the director of public works, with appeals heard by the city council.

Commercial permits

Commercial projects are filed in the same portal, which shows which department is reviewing the application at each stage. Sulphur permit costs and fees

Section 5-24 of the city code leaves the fees for new construction, repair and remodeling permits, trade permits, demolition, house moving and mobile home permits to the city council; the department gives the current amounts (337-527-2050). Trade permits and who may pull them

Specialty trade permits are applied for in the portal by the licensed contractor. The city code keeps its own electrical, plumbing, gas and mechanical articles, and requires the contractor’s surety bond and liability insurance before a licence is valid.

The Louisiana State Licensing Board for Contractors requires a commercial licence for projects of $50,000 or more, a residential licence for a new house or duplex of $50,000 or more, a home improvement licence for residential improvement work of $7,500 to under $50,000, and a licence for electrical, mechanical and plumbing work of $10,000 or more.
