The City of Baker Inspections Department issues building, electrical, plumbing and mechanical permits for property inside Baker city limits, and it also licenses contractors, gives zoning clearance and makes flood zone determinations. Applications are paper forms filed with the department (225-778-0850, Monday to Thursday). A new house is charged $0.15 per square foot of living area plus $0.05 per square foot of other area, and a roofing permit costs a flat $50.
What needs a permit in Baker?
The City’s building permit application covers new construction, additions and remodels for both homes and commercial buildings, and the department issues separate electrical, plumbing and mechanical permits. Baker’s code adds a few local rules that matter before you start:
- Start without a permit and the fee doubles. Section 5-8 of the City code charges a double fee when work begins before the permit is issued.
- Roofing: the City Council added a $50 flat fee for permits to inspect roofing construction in November 2025.
- Small jobs: no building permit fee is charged where the estimated cost of the work is $75 or less.
- Minimum house size: no permanent residence may be built with less than 864 sq ft of living area.
- Moving a building, demolition and mobile home placement each have their own permit fee in the City’s fee schedule.
- Home businesses need a Home Occupancy Permit from the same department.
Who issues building permits in Baker?
Baker is a city in northern East Baton Rouge Parish with its own Inspections Department. The department reviews applications, issues the permits, inspects structural, electrical, plumbing and mechanical work, and performs the occupancy inspection that every building must pass before anyone moves in. It also answers questions about lot numbers, subdivisions, property dimensions and addresses, and it investigates ordinance complaints. Unincorporated land around Baker is permitted by the City-Parish of East Baton Rouge, not by Baker.

Baker has no online permit portal. The Inspections Department posts four applications that can be printed and filled in before you visit:
- Application for Building Permit: owner, address, subdivision, lot and square, setbacks, zoning class, flood zone, whether a flood certificate, plot plan and building plan are required, and the estimated cost of the project.
- Application for Electrical Permit: size of the service switch in amps, 2-, 3- or 4-wire service, number of branch circuits, electrical signs and motors.
- Application for Plumbing Permit.
- Application for Mechanical Permit: heaters, cooling tonnage, refrigeration, duct alterations, range hoods, boilers, chillers, vent fans and similar equipment.
On each trade application the applicant gives a company name and phone number and certifies that the work will follow the City’s regulations for that trade. The forms note that trade work which is not a single-job permit is recorded on the green building card. The department also licenses contractors who work in the city.
Baker permit fees
Building permit fees are set in Appendix A, section 31 of the Baker Code of Ordinances (Ordinance 2005-14), with the roofing fee added by Ordinance 2025-22 on November 10, 2025. Commercial work is priced on the contract cost, or on a value of $85 per square foot.
| Project | Fee |
|---|---|
| New house, residential addition or remodel | $0.15 per sq ft of living area + $0.05 per sq ft of other area; $40 minimum |
| Commercial, value under $100,000 | $100 + $3 per $1,000; $50 minimum |
| Commercial, $100,001–$500,000 | $400 + $2 per $1,000 |
| Commercial, over $500,000 | $1,300 + $1.50 per $1,000 |
| Commercial plan review (work of $50,000 or more) | $125, paid before plans are reviewed |
| Roofing permit | $50 flat |
| Demolition | $75 up to 15 ft high; $5 for each further 5 ft |
| Mobile home placement on a lot in a mobile home park | $25 |
| Moving a building | $125 without use of public streets; $225 with |
| Occupancy inspection | $20 |
| Building re-inspection | $30 |
For example, a house with 2,000 sq ft of living area and a 400 sq ft garage and porch has a building permit fee of $300 + $20 = $320, before trade permits and any impact or water meter charges. The building application has office-use lines for an impact fee and the water meter size on new construction, but the amounts are not on the form.

Plans and documents Baker asks for
Section 5-7 of the City code splits applications into two groups:
Owner or builder may draw the plans
- Single-family houses and duplexes
- Buildings accessory to a dwelling
- Alterations and repairs with no structural change
- Sheds, and signs weighing 700 lb or less
- The owner or builder signs a certificate taking responsibility for fire, safety and health requirements
Plans by an architect or engineer
- Every other building or structure
- Scaled foundation, floor and roof plans, elevations, sections and structural details
- Two letter-size plot plans showing lot dimensions and the building’s position
- The design professional’s certificate of code compliance
- Review by the site-plan review committee and the planning commission before a permit is issued
Rather talk it over?
Call 1-855-478-4290 →The building inspector may still ask for a licensed architect or engineer on a simpler job when conditions warrant it. Where an architect or engineer prepared the plans, he or she must certify at the end of the job that the building was completed to the approved plans before a certificate of occupancy is issued.
How to get a Baker building permit
Only property inside Baker city limits is permitted by the Inspections Department; ask the department about the lot, subdivision and zoning class if you are unsure.
Give the address or subdivision and lot number; the City answers with the flood zone, Base Flood Elevation and FIRM panel, which go on the application.
Draw your own plans for a house, duplex, shed or accessory building, or use an architect or engineer for everything else.
Complete the building application and have each contractor complete the electrical, plumbing or mechanical application.
Commercial and other professionally designed projects go to the site-plan review committee, where the applicant must attend, and then to the planning commission.
Pay the permit fees before work starts, then call the department for each inspection through to the occupancy inspection.
Inspections and occupancy in Baker
Call the Inspections Department at 225-778-0850 to arrange inspections. The City’s inspectors check structural work, electrical systems, plumbing and mechanical components during construction. Before a new or renovated building is occupied, it must pass the City’s occupancy inspection, which costs $20.

On new construction, sidewalks the builder agreed to provide must be finished before the final inspection, and any existing sidewalk damaged during the work must be repaired by the builder.
Local Baker rules to plan around
Floor height: the building application states that the floor of any new building must be at least 18 inches above the finished surface of the street the lot faces.
Sidewalks: the minimum standard printed on the application is 2,500 PSI concrete, 3½ inches thick.
Flood information: Baker takes part in the National Flood Insurance Program’s Community Rating System at Class 9, a 5% discount on flood insurance premiums, and publishes a City Resiliency Plan on its Flood Related Services page.
Main Street overlay: on September 8, 2026 the City Council adopted Ordinance 2026-28, creating the Commercial Corridor Overlay along Highway 19 (Main Street) from Lavey Lane and South Magnolia Drive north to the city limit. All development in the overlay must go through development plan review and meet its design, landscape and buffer standards; motor vehicle service and repair and mini-warehouses are not allowed there. Normal maintenance and repair is exempt.
Small sheds: Baker has fewer than 45,000 residents, so state law (R.S. 37:3738) bars the City from enforcing the building code on a detached residential accessory structure with a footprint of 200 sq ft or less, unless the site is in a hurricane-prone region with a design wind speed of 130 mph or more.
Private restrictions: the City does not impose or enforce subdivision or deed restrictions, but the application asks whether your project complies with them.
Louisiana building code
Every Louisiana parish and municipality enforces the state’s Uniform Construction Code (R.S. 37:3737), adopted by the Louisiana Uniform Construction Code Commission: the 2021 International Codes with Louisiana amendments, in force since 1 January 2023, and the 2020 National Electrical Code, with the 2024 codes taking effect on 1 January 2027. A local government may set more stringent requirements only with the Commission’s approval, and the State Fire Marshal reviews plans for fire and life safety on all but one- and two-family dwellings.
