Inside Oskaloosa, the Building and Zoning Division of Development Services (641-673-7472) issues the building permit for any contracting work and separate electrical, mechanical and plumbing trade permits, under the 2021 International Codes, the 2021 Uniform Plumbing Code and the 2020 National Electrical Code. Applications are fillable PDFs uploaded online or filed at City Hall, and outside the city the division handles zoning review only, within a two-mile ring.
What requires a building permit in Oskaloosa?
The city requires its building permit for all general contracting work. Its own list names carpentry, electrical, mechanical and plumbing work, accessory structures, partial demolitions, remodeling, fences, patios and decks, and it adds that the list is not exhaustive. Partial demolition done as part of a remodel goes on the building permit, while taking down a whole house or commercial building needs the separate demolition permit, and new or replacement signs need a sign permit.
City permit needed
- New buildings, additions and remodeling, including partial demolition
- Sheds, detached garages and other accessory structures
- Decks, porches and patios
- Fences
- Electrical, mechanical and plumbing work, on trade permits
- Full demolition of residential or commercial buildings
- Signs, new or replacement
- Any work in the public right of way, from driveways and curb cuts to tree planting
Within two miles, outside the city
- No city building permit or inspection at this time
- Zoning review and approval for all non-agricultural development and uses
- Personal animal raising permits for keeping animals
The city’s handouts add detail for common homeowner projects: the deck guide is written to the 2021 International Residential Code, and there are separate sheets on emergency escape (egress) windows and on detached garages and accessory structures, which ask for a framing section, roof plan and site plan. The egress handout sets the escape window rules for basements and sleeping rooms below the fourth story: at least 5.7 square feet of clear opening, 24 inches high and 20 inches wide, with the sill no more than 44 inches above the floor, and a window well of at least 9 square feet (36 inches minimum) with a fixed ladder once it is deeper than 44 inches.
What Oskaloosa decides and what the state holds
Through the Oskaloosa Municipal Code the city has adopted the 2021 International Residential Code and 2021 International Building Code, each with local amendments, the 2021 International Mechanical and Existing Building Codes, the 2021 International Fire Code with local amendments, the 2021 Uniform Plumbing Code, the 2020 National Electrical Code and the 2012 International Energy Conservation Code. Printed copies (without the local amendments) can be viewed at Development Services, preferably by appointment. The zoning code is Title 17 of the municipal code. Iowa’s statewide energy, accessibility and fire requirements still apply alongside the city’s choices.

The Building and Zoning Division of the Development Services Department issues building and trade permits, inspects the work, enforces zoning and runs rental housing inspections and vacant building registration. The Engineering and Public Works Division, in the same office, handles addressing, right-of-way permits, stormwater and subdivisions. Shawn Christ is the Development Services Director.

Since September 19, 2023 the city’s zoning has extended two miles beyond its limits into Mahaska County: non-agricultural development there needs Oskaloosa zoning review and approval, but construction building permits and inspections are not required there at this time. Under Mahaska County’s subdivision ordinance, a subdivision within two miles of a city that supervises that area is reviewed by both the city’s Planning and Zoning Commission and the county Board of Supervisors. See the Mahaska County guide for the county’s own septic, entrance and floodplain permits.
Oskaloosa permit types
One combined 2024 application covers both the building permit (with boxes for building, fence, shed or garage, deck or porch) and the trade permit (electrical, mechanical, plumbing). Other forms cover signs, demolition, right-of-way work, home-based businesses, personal animal raising and new addresses, and the zoning side has its own conditional use, rezoning, site plan, variance and appeal, plat and vacation applications.
Residential permits
The application asks for the owner and contractor, the contractor’s state license number and expiry, any architect or engineer, subcontractors with their state license numbers, the zoning district and any variance or conditional use number, the valuation of the work, and square footage by level, including finished and unfinished basement. Attach a site plan, drawings or building plans; the city posts a site plan drawing example to show what it expects. Work may start only after the Building Official approves the application and the fees are paid.

Commercial, civic and industrial projects use the same application, which also records equivalent residential units (ERUs) for stormwater at one per 2,750 square feet of impervious surface. Site plan review applies to some new development and to redevelopment, enlargement, extension or change of more than 25 percent, as set out in Table 17.04.C and Section 17.11.040(L) of the municipal code. Since September 2023 the Planning and Zoning Commission has had the final say on site plans, without a City Council vote unless the plan is deferred; staff review the drawings first, the applicant resubmits any revisions, and filing deadlines follow the development review schedule the city posts each year. Commercial building inspections are carried out by V&K, the inspection firm listed on the Building and Zoning page.
For tenant improvements and new commercial builds, Alliance handles commercial permit applications through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Zoning. Setbacks, fences and signs follow Title 17. Variances and appeals go to the Board of Adjustment; rezonings, conditional uses, plats and site plans to the Planning and Zoning Commission.
- Historic Preservation Commission. Part of the division’s remit, alongside the zoning boards.
- Right of way. Excavation, boring, driveways, sidewalks, curb and gutter, street repair, utility work and tree removal or planting in the public right of way need a right-of-way permit from the Engineering Division; trees planted there must come from the approved list.
- Right-of-way permit terms. In Oskaloosa the right of way runs from the street pavement to the far edge of the sidewalk and also covers public alleys, parking lots and parks. A permit is valid for 120 days at one location and can cover several jobs there, such as a utility tap, sidewalk and driveway, if one contractor finishes them all within that time.
- Addressing. New addresses are requested online from Engineering.
- Demolition. The owner names a contractor bonded and insured with the city, who files the application, checklist and utility disconnect verification. The contractor calls Iowa One Call (1-800-292-8989) before work, coordinates any street or lane closure with Public Works using signs and barricades that meet the federal traffic control manual (MUTCD), and removes everything from the site, including basement floors, foundation walls, stumps and brush, before bringing excavated areas back to grade.
- Contractor records. Contractors file their certificate of insurance, state license number and expiry with the city before working.

Call 1-855-478-4290 →Oskaloosa permit costs and fees
The building application records the valuation of the work and has separate fee lines for a fence, shed, deck, building and plan review; staff total the fees and email an invoice once the application is approved. The trade permit fees are printed on the 2024 application itself.
| Item | Fee |
|---|---|
| Electrical, residential, fewer than 3 installations | $35 |
| Electrical, residential, more than 3 installations | $55 |
| Electrical, residential new service | $55 |
| Electrical, commercial | $55 under $2,000; $55 + $10 per $1,000 or fraction over $2,000 |
| Mechanical | $35 under $2,000; $35 + $10 per $1,000 or fraction over $2,000 |
| Plumbing | $35 under $2,000; $35 + $10 per $1,000 or fraction over $2,000 |
| Re-inspection | $35 |
| Work started before the permit | Regular fee doubled |
| Demolition permit | $30 residential; $50 commercial |
| Card payment | $4 convenience fee |
Worked example: a $9,500 furnace and air conditioning replacement is $7,500 over $2,000, so the mechanical permit is $35 plus 8 × $10 (the extra $500 counts as a fraction), or $115. A plumbing job of $1,800 stays at $35. Checks are made payable to the City of Oskaloosa; online payments are by card.
Trade permits and who may pull them
Oskaloosa issues its own electrical, mechanical and plumbing permits on the trade half of the combined application, so electrical work in the city is permitted and inspected locally rather than through the state. The form asks for an estimated cost for each trade and the contractor’s state license number and expiry date.
- Electrical: 2020 National Electrical Code; services, meter bases, panels, circuits and solar installations.
- Mechanical: 2021 International Mechanical Code; furnaces, air conditioners, ductwork, water heaters and boilers, hoods and gas piping openings.
- Plumbing: 2021 Uniform Plumbing Code; water and sewer services, fixture changes and grease traps or interceptors.

Review, corrections and what causes delay
Staff review each application and contact the applicant if more information is needed; no permit is issued until the application is approved and paid. Work started before the permit doubles the fee, and a permit lapses if work has not begun, or has stopped, for 120 days. Demolition permits are not approved until the checklist and the utility disconnect verification are complete, and the right-of-way permit needs the Engineering Technician’s approval.
Inspections in Oskaloosa
The permittee is responsible for calling for inspections at 641-673-7472, and no work may be concealed or covered before it is approved. The building application asks for 48 hours’ notice, while the deck guide allows 24 hours; booking two days ahead satisfies both. A deck is inspected at the post holes before concrete, at framing if it sits too close to the ground to check later, and at final with stairs, guards, handrails and landing complete; electrical, plumbing and mechanical work in any project gets its own inspections.
For demolitions, the city inspects the water service disconnection (coordinated with the Oskaloosa Water Department, 641-673-8476) and the sewer cap at the right-of-way line before backfilling, and checks final grade; if the fill settles within a year, the Building Official can require more fill and reseeding. Failed inspections that need a return visit cost $35.
Right-of-way work needs approval from the Engineering Division’s Engineering Technician under its own permit, which runs for 120 days from approval; a building or demolition permit does not replace it when any part of the job, such as a new driveway approach or a utility tap, reaches into the street, sidewalk or alley.
