In unincorporated Henry County, Planning & Zoning (County Court House, 100 E. Washington Street, Suite 102, Mount Pleasant; 319-385-0746) administers the county’s land use laws and issues land use permits for projects that conform to them, along with floodplain review and new 911 addresses ($65). Septic and private well permits come from the Environmental Health office run by Regional Utility Service Systems, driveway entrances from the County Engineer, and each of the ten cities, led by Mount Pleasant, handles its own permits.

What requires a permit in unincorporated Henry County?

Henry County regulates rural building through land use law rather than a building code. Planning & Zoning reviews applications against the county’s zoning ordinance, issues a land use permit when the project conforms, and takes complaints about zoning and nuisance violations. The county’s online application for “required permits for new construction” groups three items a new rural home needs: the zoning permit, the septic permit and the 911 address.

County approval needed

  • New houses and other new construction (land use permit)
  • Every new private well (permit and inspection)
  • New septic systems and holding tanks
  • Development in mapped floodplains
  • A 911 address for each newly developed parcel
  • New or changed entrances onto county roads, and other work in the road right of way
  • Subdivisions, from a sketch plat onward
  • Wind and other alternative energy systems

Not a county permit

  • Building code plan review and framing inspections: the county’s pages list none
  • Electrical permits (county pages list none, so the state program)
  • Work inside Mount Pleasant and the other cities
  • Farm buildings used for agriculture, which Iowa Code 335.2 keeps outside county zoning except in floodplains

Because the details sit in the county code rather than on the web page, the office strongly encourages an appointment before you buy land or draw plans: zoning districts, setbacks, which accessory buildings need a land use permit and whether a farm exemption applies are settled there. Neighbors can report zoning or nuisance violations to the same office, which investigates complaints and takes enforcement action.

What the county decides and what the state holds

The Board of Supervisors, which meets every Thursday at 9:00 am, adopts and amends county ordinances. The county code was recodified in May 2024 and updated in August 2025, and a proposed August 2026 recodification is posted on the Planning & Zoning page. Other recent work includes a final alternative energy ordinance, a proposed traffic code enforcement ordinance, and a set of wind energy drafts that compare setbacks of 2,500 or 3,280 feet from dwellings or from all structures alongside a draft labelled a ban ordinance. Statewide rules stay with the state: electrical permits, trade licenses, contractor registration and the energy code.

Henry County building department: who handles permitting

Planning & Zoning Director Joseph Buffington leads the department, which also serves as staff to the Zoning Commission and the Zoning Board of Adjustment and assigns rural 911 addresses. Environmental health work is done by Regional Utility Service Systems (RUSS) from its Mount Pleasant office.

Henry County permit types

Planning & Zoning takes land use (zoning) permit applications, subdivision plats starting with a sketch plat, and the cases that go to its two boards. Applications for zoning and septic permits and for a 911 address are made through the county’s online application on the Beacon property site, and Planning & Zoning can supply them another way if you call.

Residential permits

A rural house needs a land use permit for the building, a septic permit (or holding tank permit) from Environmental Health, a well permit if it has its own well, a driveway entrance approved by the County Engineer, a new 911 address and a state electrical permit. Septic permits can be extended on a separate application, and holding tanks are renewed every year.

Commercial permits

Commercial, industrial and energy projects go through the same land use review, often with a public hearing before the Zoning Commission (rezonings) or the Zoning Board of Adjustment (variances and special uses); notices of upcoming meetings are posted on the Planning & Zoning page. Wind turbines and other alternative energy systems follow the county’s alternative energy ordinance. The county pages list no building code; the statewide fire, energy and accessibility rules still apply.

Work in the county road right of way

The County Engineer handles every permit for work beside or under county roads, not only driveways. Its forms cover a general use permit, overhead and underground utility permits, sanitary sewer crossings, terrace tile permits and a tile crossing policy, as well as the entrance application and entrance policy, oversize and overweight trip permits, an annual trip permit and a raw forest products permit. The department also reviews and approves subdivision roads, handles requests about drainage and obstructions in the right of way, and issues dust control permits on county roads, including an application for owners who apply dust control themselves. Its office keeps a split day, 7:00 am to noon and 12:30 to 3:30 pm, so call ahead before driving out to 1510 E. Washington Street.

What comes before the building permit

  • Zoning. Confirm the district and setbacks with Planning & Zoning; rezonings and variances go to the boards.
  • Subdivision. Splitting land follows the county subdivision ordinance, and the County Engineer reviews subdivision roads.
  • Floodplain. The county floodplain ordinance, adopted October 7, 2021, applies in mapped flood areas; the maps are on the county’s Beacon site.
  • Septic and well. Environmental Health permits before construction.
  • Entrance. County Engineer review and approval of any new driveway.

Henry County permit costs and fees

The land use (zoning) permit amounts are set in the county’s 2024 zoning fee schedule, which the Planning & Zoning page links as a document that could not be opened for this guide, so no zoning fee amount is given here: ask Planning & Zoning (319-385-0746) before you budget. The 911 charges are published on the addressing page. The Environmental Health page posts no septic, holding tank or well permit fee, so ask that office (319-385-1223) for the amount.

Henry County permit charges (county pages)

Land use (zoning) permitAmount not given: the 2024 fee schedule could not be read; ask Planning & Zoning
New E911 address$65
Install or replace an address marker (from July 1, 2024)$85
Well closure reimbursement (DNR funds, when available)Up to $400 paid to the owner
Well rehabilitation reimbursement (DNR funds, when available)Up to $600 paid to the owner
Private well water test kit (nitrate and coliform)Free while grant kits last; other tests for a small fee
State electrical permit (DIAL): service$25 up to 100 amps; $35 for 101 to 200 amps; $20 per extra 100 amps
State electrical permit (DIAL): circuits and inspections$5 per branch circuit or feeder; $25 per inspection, at least one per permit

So a new rural home starts with $65 for its 911 address plus the zoning, septic and well fees the offices quote, and the state electrical permit on top. The well grants cover only work on the well itself (casing, pit or nearby dirt work, not the pump or piping), must be done by a certified well driller, and are paid against an itemized bill.

Trade permits and who may pull them

  • Electrical: the county lists no electrical permit or inspector, so rural electrical work is permitted and inspected by the state’s electrical program (DIAL); electricians and homeowners file online with the state.
  • Plumbing and mechanical: state-licensed trades; the county pages list no plumbing or HVAC permit.
  • Which electrical code: the state program has applied the 2023 National Electrical Code as published, minus the old Iowa amendments, since House File 2800 took effect on June 2, 2026.
  • Septic and wells: Environmental Health permits septic systems, holding tanks and wells, and the well grant program pays only for work by a certified well driller.
  • Contractors: contractors who earn at least $2,000 a year from construction register with the state.

4. Apply online

File the zoning permit, septic permit and 911 address request through the county’s online application.

5. Pay fees

Pay the zoning fee and $65 for the address; the marker is installed by the county.

6. Electrical

Have the electrician file the state electrical permit and book its inspections.

Review, corrections and what causes delay

Projects that need a rezoning, variance or special use wait for a Zoning Commission or Board of Adjustment hearing, and the meeting notices are posted on the Planning & Zoning page. Floodplain lots need the flood map reviewed against the 2021 ordinance, and a septic design that depends on soil conditions takes time to approve. Pending county code changes, including the proposed August 2026 recodification and the wind energy drafts, are worth asking about before a large project is designed.

Inspections in Henry County

Every private well in Henry County needs a permit and an inspection to be constructed, and Environmental Health issues the permits for septic systems and for holding tanks, which must be renewed every year. It also inspects public pools, spas and tanning beds each year. Electrical work is inspected by the state electrical inspector assigned to the area, who has three business days to respond to a request.

Old wells are part of the same program. When a well is closed or rehabilitated with the county’s DNR-funded help, the certified driller sends Henry County an itemized bill so the eligible share can be reimbursed, and the office asks owners to check that funds are still available before the work is booked. Owners who want their water checked can stop by the office, fill in a short form and take a free nitrate and coliform test kit, which the University Hygienic Laboratory analyzes; if nitrates are high but bacteria are safe, grant funds at the lab can pay to analyze the nature of the contamination further.

Planning & Zoning enforces the land use permit itself, including complaints about work that does not match the permit or the zoning ordinance. The county installs the 911 address marker ($85) once the address is assigned, so emergency crews can find a new home from the road. There are no county building code inspections listed for houses or commercial buildings in the unincorporated area.

Iowa building code

Henry County’s permit pages describe land use, floodplain, septic, well and address permits and list no county building code. FEMA’s Community Status Book lists Henry County as participating in the National Flood Insurance Program, with its current flood map effective October 7, 2021, a map that shows flood areas without base flood elevations; the county adopted its floodplain ordinance on the same date.

Iowa lets most cities and counties adopt the state building code, another code or none (a city of more than 15,000 must enforce at least the state code), but the energy, accessibility, fire, plumbing, mechanical and electrical rules apply statewide. Iowa rules

Henry County permit search and official resources

Zoning permits, 911 addresses and floodplain files are kept by Planning & Zoning, and septic and well records by Environmental Health. Ask the office that issued a permit for copies. Parcel data and flood maps are on the county’s Beacon site.
