The Cicero/Jackson Township Plan Commission plans for Cicero and Jackson Township, and since a 2024 reorganisation Sheridan’s town limits take in the former Adams Township.
Jurisdiction here can change. Voters approved a reorganisation of Sheridan and Adams Township in 2024, which moved the former Adams Township area from the Plan Commission to the Town of Sheridan, and cities can annex unincorporated land. Class 1 construction needs a state design release unless 675 IAC 12-6-4 exempts it, and local building permits are required as the local ordinance provides.

In the Plan Commission’s area, all structural improvement, repair or addition needs a building permit; the only home improvements that do not are replacing windows and doors, interior decorating, exterior painting and replacing roof shingles. Farm structures need a special agricultural accessory building permit, and for special-use buildings such as schools and churches the Plan Commission asks applicants to schedule a meeting with its staff.
The local building department issues the building permit and inspects the work. On a Class 1 structure the state design release, issued by IDHS or a certified local unit, must come before construction starts; IDHS has 10 business days to respond to a complete application and 20 for a plan review. In the Plan Commission’s area, a house, room addition or remodel needs an Improvement Location Permit / Building Permit. The application needs the parcel ID, the recorded deed, a site plan with the Surveyor’s drainage sign-off, two sets of construction documents and, where trusses are used, sealed truss drawings. Commercial permits
Commercial permits in the Plan Commission’s area need the recorded deed, a site plan, a septic permit where one applies, the Surveyor’s sign-off, a copy of the state Construction Design Release and two sets of stamped construction documents.
