Chubbuck’s Building Division at City Hall, 290 East Linden Avenue, issues building, electrical, plumbing and mechanical permits inside the city and takes applications online. New fees took effect on October 1, 2026 under Resolution 2026-08: a house is valued at $99 per square foot of floor area, which puts the permit fee for a 2,000 sq ft home at about $1,061, and inspections are requested at 208-417-7176.

What requires a building permit in Chubbuck?

The City enforces the 2018 International Residential, Building, Existing Building and Energy Conservation Codes as amended by the State of Idaho. Its fee resolution shows what the Building Division permits, and work that starts on a site without the required permit is charged double the permit fee.

Who issues Chubbuck building permits?

The Building Division, part of the City’s Community Services & Economic Development department, issues permits for property inside Chubbuck. Ron Osborn, the Certified Building Official, oversees the division and handles commercial plan reviews and inspections; a City building inspector reviews residential plans, and a permit technician handles intake and general questions.

Chubbuck also issues its own electrical, plumbing and mechanical permits, so trade applicants do not use the state permit system here. Next-door Pocatello is a separate permitting city, and unincorporated land around Chubbuck falls to Bannock County.

Chubbuck permit applications and forms

The Building Division page carries an “Apply for a Permit” link to the City’s online portal, and a sign-up link for online access to apply, request inspections, check inspection status and pay permit fees. The City’s Forms & Applications page also offers a Residential Building Permit packet.

Forms the division publishes for building projects:

  • ESC (Erosion and Sediment Control) Permit Application — the fee is waived for a single-family residence with an approved building permit; other projects pay $50 under 5 acres, $100 for 5 to 10 acres and $150 above 10 acres. It needs proof of ownership and two copies of a site plan, 11 by 17 inches or larger, with the grading plan.
  • Energy Code Compliance Form — a prescriptive specification worksheet.
  • City Infrastructure Protection Form.
  • Utility Agreement — separate residential and commercial versions for water and sewer service.
  • Application and Permit to Use Right-of-Way ($50) — filed with Public Works (208-237-2430) with a detailed plan, an ESC permit application and a traffic control plan; the form asks for the contractor’s right-of-way licence number. The Public Right-of-Way Contractor’s License itself costs $25.

$500,001 and up$2,500 for the first $500,001, plus $3.70 for each additional $1,000

Residential valuation is fixed per square foot: $99 for each floor of the residence, $20 for a finished basement, $10 for an unfinished basement, a covered patio or a carport, $5 for a crawl space or deck, $15 for a shed and $21 for a garage. Commercial valuation is the declared value of the work, materials and labor included, and the Building Official can ask for documentation.

A 2,000 sq ft single-story house is therefore valued at $198,000, and its permit fee is $718 plus 98 × $3.50, about $1,061. Adding a 500 sq ft garage raises the valuation by $10,500.

For a house, be ready to give the square footage of each part of the building, because the valuation and the fee are built from those figures: each floor, finished and unfinished basement, crawl space, decks, covered patio, carport, shed and garage. A commercial application needs the declared value of the work.

Sewer capacity: Chubbuck’s wastewater is treated at the Pocatello treatment plant, which is why a new connection pays a Pocatello capacity fee in addition to the City’s own collection system capacity fee.
