Building permits inside the City of Caldwell are issued by the Community Development Department’s Building Safety Division, which also issues electrical, plumbing, mechanical and sign permits. Applications go through Citizenserve and plans are reviewed electronically through ProjectDox. Caldwell is the seat of Canyon County and the fourth-largest city in Idaho, with 76,629 people in the Census Bureau’s 2025 estimate, up 27.4% since 2020.
This guide covers the department and how to reach it, the local conditions that shape a filing here, what permits cost and who may pull them, and how inspections are booked. Rules that apply everywhere in Idaho are summarized in each section, with a link to the full statewide explanation.
This guide covers work inside the City of Caldwell limits. Unincorporated Canyon County and the neighbouring cities are separate authorities.
Caldwell uses two systems on the same project. Applications, permits, fees and inspection requests run through Citizenserve. Once the application is complete, a ProjectDox project is created and the plans are reviewed there by all the departments at the same time. Files not uploaded as the ProjectDox Users Guide requires are rejected, and corrections and resubmittals go back through the online portal.
What requires a building permit in Caldwell?
Where a city or county enforces building codes, a permit is required under its ordinance before construction, alteration or repair (Idaho Code 39-4111).

- Small detached accessory structures below the local threshold, without utilities, where zoning allows
- Portable equipment or temporary work the adopted code specifically exempts

Get a free quote →Which work is exempt is set by the adopted codes (IBC and IRC Section 105.2) and the local ordinance, and an exemption from a building permit is not an exemption from zoning, setbacks, floodplain rules, utility approval or a fire authority review. Confirm scope with the department before work starts rather than after.
Which code edition applies
Caldwell enforces Idaho’s statewide adopted codes with city ordinances and development standards. Fees, the two-platform submittal process, development standards, inspection scheduling and the design criteria are local: the ground snow load, for example, is 20 psf in the city and 25 psf in unincorporated Canyon County.
Idaho’s building codes are set statewide and enforced by the cities and counties that run a building program: the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2018 Idaho Energy Conservation Code, the 2023 National Electrical Code, and a state plumbing code based on the 2015 Uniform Plumbing Code rather than the International Plumbing Code. In 2025, building permits issued in Caldwell authorized 1,477 new privately owned housing units, 1,016 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.
Electrical, plumbing and HVAC permits come from the state’s Division of Occupational and Professional Licenses unless the city or county runs its own program by ordinance. Septic systems need a health district installation permit, a highway district controls the roads in its system, and since 2024 the county’s zoning applies in a city’s area of impact. Permit types
Residential permits
The first plan review of a one- or two-family application takes about 7 to 10 business days, which can stretch by up to 5 business days with workload. A Certificate of Value form is required for every new residential permit.
Snow, seismic and wildland exposure
Design loads are set by the city. Caldwell’s published design criteria are seismic design category B, a wind speed of 115 mph, a roof snow load of 25 psf, a basic ground snow load of 20 psf and a frost depth of 24 inches.
The seismic design category is also set by the site under the adopted codes, and wildland-urban interface rules apply where the city, county or fire district has adopted them. Confirm the design criteria for the parcel with the Caldwell building department at the start of design.
Commercial permits
The first plan review of multi-family, commercial and fire permits takes about 12 to 15 business days. Each commercial and mixed-use project is assigned a Team Leader under the city’s Red Carpet Program, with reviews by Engineering, Fire, Building Safety and Planning and Zoning. All commercial, multi-family and residential subdivision permits must be submitted digitally.
A local government must say within 10 business days (residential) or 20 (commercial) whether an application is complete, and if an inspection is not made within 48 business hours the permit holder may hire a third-party inspector and is refunded the fee (Idaho Code 39-4117, 39-4118). Caldwell building permit fees follow the city’s Building Permit Fee Chart, with a Certificate of Value form on new residential work. Plan review fees are invoiced at submittal; development impact fees and traffic impact fees are separate, and the Engineering Department assesses sewer and water connection fees on building permits.
| Fee component | How it works |
|---|---|
| Residential building permit | Set by the adopted city fee schedule |
| Commercial building permit | Set by the adopted fee schedule |
| Plan review | Per the adopted schedule |
| Trade permits | Charged separately by whoever issues them: the city or county, or the state where it issues trade permits |
| Other city fees | Sewer and water connection fees, development impact fees and traffic impact fees |
| Re-inspections and revisions | Charged where the local schedule provides for them |

How to apply for a Caldwell building permit
Application and plan review run on different platforms.
Corrections are sent, and resubmittals made, through the online portal.
Planning and Zoning confirms the use fits the zoning and whether other entitlements are needed.
Caldwell has adopted the 2018 International Existing Building Code.
Ground snow load is 20 psf and roof snow load 25 psf.
Contractors register with the state; electricians, plumbers and HVAC contractors hold state licences.
Under Section 105.5 of the adopted codes a permit becomes invalid if work does not start within 180 days or stops for 180 days; check whether the local ordinance amends that. How long Idaho permits last
Inspections in Caldwell
Inspections are requested at each phase of construction, including building, trade, engineering, fire and planning and zoning inspections. Requests made by phone (208-455-4605) or online by 7:00 a.m. are scheduled for the same day.
Approved stamped plans are downloaded from the online portal and must stay on the job site for all inspections.
Do not cover work before the required inspection has been approved. The approved construction documents must be kept at the site (IBC 107.3.1, IRC R106.3.1).

Permit records sit with the authority that issued them. Inside Caldwell the city issues both the building permit and the trade permits, while septic records sit with Southwest District Health. If you are buying, refinancing or renovating, ask the Building Safety Division what it holds for the parcel, and ask the health district separately about any septic record.
Where a property has been annexed, permits issued before annexation may still be held by the county.
Confirm the code edition against Idaho’s adopted list. Idaho enforces the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2023 National Electrical Code and a plumbing code based on the 2015 Uniform Plumbing Code. A new edition takes effect on January 1 after the Idaho Building Code Board adopts it (Idaho Code 39-4109), so check the codes and local amendments in force on your filing date.

Frequently asked questions
Why are there two systems?
Applications, permits, fees and inspection requests run through Citizenserve, while plan review runs through ProjectDox, where all departments review the plans at the same time. Set up access to both before filing.
Who issues trade permits in Caldwell?
The city. The Building Safety Division issues electrical, plumbing and mechanical permits and has its own electrical and plumbing and mechanical inspectors.
Which code edition applies in Idaho?
Idaho enforces the 2018 International Building Code with Idaho amendments and the 2021 IBC mass timber provisions, the Idaho Residential Code based on the 2018 IRC, the 2018 Idaho Energy Conservation Code and the 2023 National Electrical Code (IDAPA 24.39.30; Idaho Code 54-1001).
Inspections are where schedules slip.
Get a free quote →Does the International Plumbing Code apply?
No. Idaho has adopted the Idaho State Plumbing Code, based on the 2015 Uniform Plumbing Code with Idaho amendments (IDAPA 24.39.20).
Why is a highway district involved in my building project?
Usually it is not, inside the city. The City of Caldwell owns and maintains most of the streets within its limits, and its Engineering Department issues right-of-way permits. Canyon Highway District No. 4 maintains most roads in the unincorporated area around the city, and the Idaho Transportation Department the state highways (Caldwell Area Transportation System Plan, 2023).
Does my contractor need a licence?
Contractors must register with the state unless an exemption applies (Idaho Code 54-5204, 54-5205). Electrical, plumbing and HVAC contractors are licensed by the state, and a city or county may not require an extra licence or fee for HVAC work (Idaho Code 54-5015).
