Building permits inside the City of Meridian are issued by Building Services, part of the Development Services Division of the city’s Community Development Department, at 33 E Broadway Ave #102 (208-887-2211, Monday to Friday, 8:00 a.m. to 5:00 p.m.). Applications are filed through Accela Citizen Access. Meridian is Idaho’s second-largest city, with 142,988 people in the Census Bureau’s 2025 estimate, up from 139,593 a year earlier. The Census Bureau ranked it sixth among the fastest-growing large U.S. cities from 2010 to 2019 and listed it again among the 15 fastest-growing from 2020 to 2021.
This guide covers the department and how to reach it, the local conditions that shape a filing here, what permits cost and who may pull them, and how inspections are booked. Rules that apply everywhere in Idaho are summarized in each section, with a link to the full statewide explanation.
This guide covers work inside the City of Meridian limits. Unincorporated Ada County and the neighbouring cities are separate authorities.
Check the jurisdiction at the point of filing. Meridian issues permits only inside its city limits. Land outside them, including the Meridian area of city impact, is permitted by Ada County under county zoning (Ada County Code Title 9). City limits change when land is annexed, so re-check for each phase of a multi-phase development; the city takes address and parcel verification requests.
What requires a building permit in Meridian?
Where a city or county enforces building codes, a permit is required under its ordinance before construction, alteration or repair (Idaho Code 39-4111).

Confirm scope with the department before work starts rather than after.
Which code edition applies
Meridian enforces the 2018 International Building Code and International Residential Code with the state’s amendments, plus its own local amendments for building, fire, electrical, plumbing, mechanical and flood damage, and it publishes its own design criteria (updated November 9, 2023). The city’s contribution is also zoning, development standards, submittal requirements, fees and inspection scheduling.
Idaho’s building codes are set statewide and enforced by the cities and counties that run a building program: the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2018 Idaho Energy Conservation Code, the 2023 National Electrical Code, and a state plumbing code based on the 2015 Uniform Plumbing Code rather than the International Plumbing Code. In 2025, building permits issued in Meridian authorized 1,364 new privately owned housing units, 1,164 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.
Electrical, plumbing and HVAC permits come from the state’s Division of Occupational and Professional Licenses unless the city or county runs its own program by ordinance. Septic systems need a health district installation permit, a highway district controls the roads in its system, and since 2024 the county’s zoning applies in a city’s area of impact. Permit types
Residential permits
Building Services also handles remodels, mobile homes, fences, sheds, garages, foundations, fireplaces and demolition. Ground snow load and seismic category should be taken from the city’s design criteria for the site.
Snow, seismic and wildland exposure
Design loads are site-specific. Idaho law lets each city and county set the design criteria in Section R301 of the Idaho Residential Code, including ground snow load, by local ordinance (Idaho Code 39-4116), so design to the figure the issuing department sets for the site.
The seismic design category is also set by the site under the adopted codes, and wildland-urban interface rules apply where the city or fire authority has adopted them. Confirm the design criteria for the parcel with Meridian Building Services at the start of design.
Commercial permits
Building Services handles commercial and industrial permits too, including fire permits. Access and work in the public right-of-way need ACHD approval.
A local government must say within 10 business days (residential) or 20 (commercial) whether an application is complete, and if an inspection is not made within 48 business hours the permit holder may hire a third-party inspector and is refunded the fee (Idaho Code 39-4117, 39-4118). Meridian prices a new house from a $50 base plus amounts based on its livable, garage, shed and patio-cover square footage, and a remodel from its project value. A new house also pays Meridian police, parks and fire impact fees by square footage, water and sewer assessments, and the ACHD impact fee ($5,803 for a single-family home), according to the city’s June 2026 residential fee worksheet.
| Fee component | How it works |
|---|---|
| Residential building permit | $50 base plus amounts by square footage for a new house; remodels by project value |
| Commercial building permit | Set by the adopted fee schedule |
| Plan review | Per the adopted schedule |
| Trade permits | Electrical, plumbing and mechanical permits from Building Services, charged separately |
| Outside agency reviews | Police, parks and fire impact fees, water and sewer assessments, and the ACHD impact fee |
| Re-inspections and revisions | Charged where the local schedule provides for them |

How to apply for a Meridian building permit
Meridian permits only inside its city limits; check them at filing.
The city publishes a how-to guide for adding licence and contact information in Citizen Access.
Road approval does not come from the city.
Police, parks, fire, water, sewer and ACHD fees apply to a new house.
Cities and counties set the design criteria, including snow load, by ordinance (Idaho Code 39-4116).
The city issues electrical, plumbing and mechanical permits; contractors need state registration or licences.
Under Section 105.5 of the adopted codes a permit becomes invalid if work does not start within 180 days or stops for 180 days; check whether the local ordinance amends that. How long Idaho permits last
Inspections in Meridian
The local department sets the inspection stages; ask for its list when the permit is issued.
Request inspections through Citizen Access, confirm the work is complete and observable before booking, and keep the approved plans and correction history current on site.
Do not cover work before the required inspection has been approved. The approved construction documents must be kept at the site (IBC 107.3.1, IRC R106.3.1).

Permit records sit with the authority that issued them. In Meridian the city issues both the building and the trade permits, while access approvals sit with ACHD. If you are buying, refinancing or renovating, ask Meridian Building Services what it holds for the parcel, and ask ACHD about access records.
Where a property has been annexed, permits issued before annexation may still be held by the county.
Confirm the code edition against Idaho’s adopted list. Idaho enforces the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2023 National Electrical Code and a plumbing code based on the 2015 Uniform Plumbing Code. A new edition takes effect on January 1 after the Idaho Building Code Board adopts it (Idaho Code 39-4109), so check the codes and local amendments in force on your filing date.

Frequently asked questions
How do I apply for a Meridian building permit?
Through Accela Citizen Access, where you can also track permits, pay fees and request inspections. Add the contractor’s licence and contact information to the account before submitting; the city publishes a how-to guide for this.
Why does jurisdiction need re-checking?
City limits change when Meridian annexes land. Land outside the city, including the Meridian area of city impact, is permitted by Ada County under county zoning, so confirm which side of the line the parcel is on at filing.
Inspections are where schedules slip.
Get a free quote →Why is a highway district involved in my building project?
Where a highway district exists, its commissioners have exclusive jurisdiction over the highways and public rights-of-way in its system (Idaho Code 40-1310). Access, driveway approaches and right-of-way work on those roads are approved by the district, which is separate from the authority issuing the building permit.
Which code edition applies in Idaho?
Idaho enforces the 2018 International Building Code with Idaho amendments and the 2021 IBC mass timber provisions, the Idaho Residential Code based on the 2018 IRC, the 2018 Idaho Energy Conservation Code and the 2023 National Electrical Code (IDAPA 24.39.30; Idaho Code 54-1001).
Does the International Plumbing Code apply?
No. Idaho has adopted the Idaho State Plumbing Code, based on the 2015 Uniform Plumbing Code with Idaho amendments (IDAPA 24.39.20).
Does my contractor need a licence?
Contractors must register with the state unless an exemption applies (Idaho Code 54-5204, 54-5205). Electrical, plumbing and HVAC contractors are licensed by the state, and a city or county may not require an extra licence or fee for HVAC work (Idaho Code 54-5015).
