In unincorporated Laurens County, building permits are filled out and paid for at the County’s E-911 Center on Southern Pines Road or through its online form, and the County’s Building Inspection / Code Enforcement office inspects the work. A new home costs $0.25 per heated square foot with a $200 minimum, and the project needs an E-911 address before you apply.

What requires a building permit in Laurens County?

The Board of Commissioners requires a building permit before any new home or business is built on unincorporated land. Under the County’s building code chapter, the owner, contractor or agent must have the permit before foundation work starts on a new residential structure. The County’s permit form and fee list cover these project types:

The same form doubles as the land disturbing permit for the building site: mulch and silt fence must keep sediment on the lot, and building sites inside a subdivision need a crushed rock construction entrance at the driveway.

Who handles permitting in Laurens County?

Laurens County’s permit rule applies only to unincorporated land. Inside the City of Dublin, permits come from the City’s own Planning & Development Department (see our Dublin building permit guide).

East Dublin runs its own permits: its City Code Chapter 6 adopts the building, electrical, plumbing, gas and heating and cooling codes for the city limits, sets the City’s permit fees and doubles the fee for work started without a permit. City Hall is at 116 Savannah Avenue, East Dublin (478-272-6883).

Allentown, Cadwell, Dexter, Dudley, Montrose and Rentz: the County’s published sources do not say who issues building permits inside these towns; contact the town hall before applying.

In the unincorporated county the work is split between offices. The E-911 Center assigns addresses and takes the building permit application and payment. The County’s Building Inspection / Code Enforcement office inspects residential building, interprets the building and environmental codes, can issue stop work orders and citations, and must give written approval before utilities are connected.

Only heated space counts: garages, porches and decks are left out of the square footage. A 2,000 sq ft heated home therefore costs $500, and a home of 800 heated sq ft or less pays the $200 minimum. The E-911 Center takes cash, checks and debit or credit cards, and payments can be mailed to 515 Southern Pines Road.

Electrical, plumbing and mechanical work

The County’s fee list has no separate electrical, plumbing or mechanical permit. Its building code chapter requires electrical, plumbing and mechanical installations on a new home to be done by, or under the direct supervision of, a person licensed by the state licensing board, and a licensed person who falsely certifies to the building inspector that they supervised the work is in violation of the County code.

Every manufactured home gets an electrical inspection from the Building Inspection Department, and that inspection is covered by the $100 permit fee. Georgia Power and the local EMCs will not switch on power to an address until Building Inspection has approved it.

How to apply: 6 steps in Laurens County

1. Get an E-911 address

A new home, an added home or a building that needs power must have a new address before the permit application. Mark the driveway with ribbons or flags, file the New E-911 Address form with the map and parcel number, and allow 3–5 business days.

2. Apply for septic

If the site uses septic, apply and pay at Environmental Health. The environmentalist calls within 2 to 3 days to book the site evaluation.

3. File the building permit

Fill in the County’s online Building Permit and Land Disturbing Permit form, or apply in person at the E-911 Center. Give the owner, physical address, map and parcel number, GPS coordinates of the structure, permit type, heated square footage, bedrooms, bathrooms and siding. For a new home, bring plans or a scaled drawing that shows the work.

4. Pay and collect the permit

Permits can take up to 3 business days. The County contacts you when the permit is ready to pick up. Without GPS coordinates the application is delayed, and it stays pending until the plat is recorded and a parcel number is provided.

5. Pick up the septic permit

After the site evaluation, take the building permit to Environmental Health to collect the septic permit. A mobile home being moved also needs a moving permit from the Tax Assessors Office.

6. Pass inspection before power

Building Inspection must approve the home before temporary or permanent utilities are connected.

Inspections and utility release

Inspections are done by the County’s Building Inspection / Code Enforcement office (478-272-4755 or 478-609-1370). The County code ties utility connections to its approvals:

  • Temporary power: needs written authorization from Building Inspection stating that a permit has been issued for the home.
  • Permanent power: needs written authorization stating that a final inspection certificate has been issued for the manufactured home or residential structure.
  • Manufactured homes: every one gets an electrical inspection before the power company activates service.
