What requires a permit in Habersham County?
The Building Department states that all work to any structure, whether new construction, an addition or an alteration, must be approved and permitted before construction begins. Habersham has seven municipalities: Alto, Baldwin, Clarkesville, Cornelia, Demorest, Mount Airy and Tallulah Falls. Clarkesville, Demorest, Mount Airy and Tallulah Falls each publish their own building permit applications, and Cornelia has its own Building and Zoning Official (706-894-3075). Habersham County applications and forms
There is no online portal. Building permits are requested in person at the Building Department or by emailing the permit staff named on the County’s Building Permits page, using the PDF applications in the County’s document center. The residential application packet covers single-family homes, additions, remodels and utility buildings and includes:
- Construction permit application for Group R3 structures, with setbacks, heated and unheated square footage, and the power company and water supply. A detached garage needs its own application.
- Sub-contractor affidavit, signed by each electrical, plumbing, mechanical and fuel gas contractor, with copies of their state and business licences.
- Land development requirements sheet with the setbacks for the lot.
- Order of inspections, signed to show you received it.
- Construction Site Noise Compliance Form: work is allowed from 7:00 a.m. to 7:00 p.m. on weekdays and from 10:00 a.m. to 7:00 p.m. on weekends and holidays.

- Preliminary driveway access permit, reviewed by Public Works.

Electrical, plumbing, mechanical and fire permits
The Building Department issues electrical, plumbing, mechanical and fuel gas permits in unincorporated Habersham County. On a new home, the trade contractors sign the sub-contractor affidavit in the building permit packet; on commercial work each trade applies separately. When there is no building permit, the FY2027 trade fees are:

The trade application asks for the service size in amps and the number of breakers, and contractors must attach copies of their contractor and business licences. Septic systems are permitted separately by Environmental Health.

Inspections and closeout
Call 706-839-0140 to request an inspection, giving the permit number, job address, inspection needed, and your name and phone number. Every inspection needs 24 hours’ notice, and the job card must be posted in plain view of the road or the inspection will not take place.
The County’s order of inspections for a new home is: foundation (before concrete, checking setbacks, footings, the 20 ft by 50 ft construction pad, portable toilet and erosion controls), foundation wall steel, temporary power pole, under-slab rough-ins, slab, framing and trade rough-ins, insulation, temporary-to-permanent power, and final. The driveway access permit should be finalised with the Road Department and the septic system inspected and approved before you schedule the final, and proof of septic approval must be filed to receive the Certificate of Occupancy. The building must be unlocked for the final.

Local Habersham County details
New development ordinance: the County approved a Unified Development Ordinance and a new zoning map on July 20, 2026. It sets the zoning, subdivision and building permit rules for unincorporated land.
Land disturbance: fees are $20 per acre up to 10 acres and $200 plus $10 per acre over 10.1 acres, with a $1,000 maximum.
Homeowner permits: owners may do all the work on their own residence after signing the notarised Homeowners Affidavit, which says the owner and family must live on the premises. Work that needs a state licence still cannot be done under contract by an unlicensed person, and the homeowner must personally supervise any hourly workers.
Poultry houses: before a permit is issued for a dwelling within 300 feet of a commercial poultry or livestock building, the applicant must sign a waiver acknowledging the odour, noise and dust from the neighbouring use.
