What requires a permit in Coffee County?
The County Land Development Code requires a building permit before any building or structure is built, erected, moved, demolished or altered, and a sign permit before a sign goes up. Farm accessory buildings are exempt.

Some projects also need an approved development plan before permits are issued. The code exempts repairs within an approved development, accessory structures (which still need their permits), bona fide farm development, one- and two-family homes on lots of record approved before the code was adopted, and alterations that do not change a building’s floor area or use.

The Code Enforcement Department calculates and writes County permits and helps with rezonings. Under the Land Development Code, the Zoning Administrator issues land-disturbing and driveway permits and holds pre-application conferences. The County’s 2024–2029 hazard mitigation plan says Coffee County has a Code Enforcement Officer and Building Inspector, who also handles flood prevention and the National Flood Insurance Program for the cities of Ambrose, Broxton and Nicholls.
The City of Douglas has its own Building Inspections & Permits Division, which reviews plans, issues permits and inspects all residential and commercial building work inside city limits. Broxton, Douglas and Nicholls have their own zoning regulations; Ambrose has none.
What a Coffee County building permit application needs
The County does not post a permit application form online. Section 10-25 of the Land Development Code lists what every building permit applicant must provide:

Lots in a subdivision whose plat has not been accepted by the Board of Commissioners and recorded cannot get a building permit until the plat and development documents are approved. A large project that meets the state’s Development of Regional Impact thresholds goes to the Southern Georgia Regional Commission for review before any County building or development permit.
Electrical, plumbing and mechanical work
The building permit application names the state-licensed electrical, air conditioning and plumbing contractors, and the Code Enforcement Department writes meter base permits for electrical service. The County does not publish separate trade permit fees.
New homes and commercial buildings in the unincorporated county must use low-flow fixtures: toilets of no more than 1.6 gallons per flush, showerheads of 2.5 gallons per minute, lavatory faucets of 2.0 and kitchen faucets of 2.5 gallons per minute. The same applies to renovations that replace toilets or showers, with exemptions applied for at the County building official’s office. Public swimming pools are handled by the County Board of Health.

Inspections and permit expiry
A Coffee County building permit becomes void if work has not started within 6 months of issue, or if work stops for 6 months after it starts. The Administrator may grant extensions of up to 6 months at a time in writing. Land-disturbing permits expire on the same 6-month rule.
In a flood hazard area, the Building Inspector reviews permit applications to decide whether work is a substantial improvement or repair of substantial damage, inspects during construction and documents damage after floods. The County does not publish an inspection booking procedure.

Road condition map: at a pre-application conference, the Zoning Administrator rates the access road from the Board’s road condition map: red means development is restricted until road improvements are made, yellow means limited development subject to road improvements, and green means development may go ahead under the other rules.
Driveways: a new or rebuilt curb cut or driveway on a County road needs a driveway permit from Code Enforcement. The Zoning Administrator and Road Department check the application for completeness within 5 working days and decide within 15 working days of it being complete.
Fees: all application fees come from the fee schedule adopted by the Board of Commissioners, and an application is not complete until they are paid.
