The City of Palatka states that all building permit applications must be submitted through Putnam County. Putnam County Building Department provides permitting, inspections and licensing from 2509 Crill Avenue in Palatka. The City Planning Department reviews zoning and site plans; its application is submitted after the county filing.

What requires permit review in Palatka?

Palatka publishes separate City applications for single-family or duplex site plans, small structures, commercial buildings, signs, tents, tree removal or site clearing and other land-use actions. Those City reviews determine whether the proposed use, placement and site configuration comply with local requirements before or alongside the construction permit.

For construction permits, the City instructs applicants to check with the Putnam County Building Department and submit building permit applications through the County. The City lists electrical, plumbing, mechanical, roof and gas work, solar panels, driveways, carports, porches and pools among jobs that need a permit. Painting, carpeting, flooring, replacing cabinets and fence installation do not, except in the Historic District.

Because the City and County roles are different, a project can require both a Palatka planning/site approval and a Putnam County construction permit. Do not treat approval of a City site-plan or zoning application as authorization to start construction.

Request inspections through the online permit portal; if the portal cannot be used, the Building Department accepts requests by email with the permit number, address, inspection type and requested date. For business occupancy inside Palatka, the City separately requires a fire safety inspection in connection with the local business tax process. That City fire inspection is not a substitute for County construction inspections.
