The City of Minneola Building Division issues building permits for property in the city. Its plan review and inspections are carried out by SAFEbuilt.
What requires a permit
Minneola's Building Division conducts plan review and inspections for structures throughout the city. Building permits apply to construction and trade work regulated by the Florida Building Code, while certain site and property-layout questions require Planning & Zoning review before or alongside the building permit.
The city's fence instructions show how the two functions can overlap: a fence application requires zoning information and a scaled survey showing property lines, structures, driveways, streets, proposed fence location, gates, height, color and material, while a building permit is also required for the fence work.

Permit types
Some projects need only a building permit; others also need Planning & Zoning approval. The Zoning Department does not accept digital submittals.
- Building Division / SAFEbuilt — Plan review, building-code permitting and required construction inspections.
- Planning & Zoning — Site-layout and zoning review, including fence-location review and other land-development requirements.
For fence work, the city currently publishes a zoning fee of $25 for fences under 99 linear feet and $50 for fences over 100 linear feet, plus a published $58 building permit fee on the fence FAQ.

Trade permits
Building and trade permits go through the Building Division, with plan review and inspections by SAFEbuilt. Zoning review is separate when site placement or setbacks are involved.
