EP Consultants, Inc. (E.P.C.I.) provides building services for the City of Callaway under contract. It receives permit applications, reviews plans, issues permits, performs inspections and issues certificates of occupancy from its office at 205 W. 7th Street in Panama City. The City administers planning and development applications through City Hall at 6601 East Highway 22, Callaway, FL 32404.
What requires a permit in Callaway?
Callaway's building FAQ says to call building staff at 850-874-9347 with a description of the work to find out whether a permit is needed. The city publishes separate applications for pools, accessory structures, signs, land clearing, driveways and piping, residential individual-lot development orders and commercial development orders.
Because building and development approvals are separate, a project can need both an E.P.C.I. building permit and a City of Callaway planning or development application.

Permit costs and local fees
The E.P.C.I. fee schedule linked by the City (amended February 12, 2019) bases building fees on valuation. Residential new structures, remodels and additions are $4.10 per thousand up to $250,000, with a $40 minimum, and residential plan review is $0.40 per thousand. Commercial work is $5.50 per thousand up to $250,000, with plan review at half the permit fee.
The same schedule lists a $50 reinspection fee and a $50 fee for failing to call for an inspection, and it doubles the fee for work started before the permit is issued. Demolition charges depend on floor area and whether utilities are present.
Electrical, plumbing, mechanical and other trade permits
The fee schedule treats electrical, plumbing, HVAC and gas as separate permits. Plumbing, HVAC and electrical work on new structures, additions and alterations is $0.65 per thousand of total valuation, with a $40 minimum. Mobile-home setups add $40 each for electrical and split mechanical systems.
