The City of Brooksville Building Division handles permit applications, plan review and inspections for property inside City jurisdiction. The Division operates under the Community Development Department.

What requires a permit in Brooksville?

Brooksville requires building permits for regulated construction and publishes an online permit process for work within City jurisdiction. The Building Division's permit guidance identifies plans and supporting documents that may be required for structural, electrical, plumbing and mechanical work, including floor plans, fixture locations, mechanical details, elevations, electrical service information, wall sections, roof framing and energy calculations when applicable.

Brooksville exempts the owner of a single-family dwelling, or the owner's contractor, from a building permit for work valued under $7,500. The exemption does not cover work in a flood hazard area or any electrical, plumbing, structural, mechanical or gas work, and the owner must send the Building Division a written request with the contract or other proof of the work and its value.

Before applying, verify the property is actually in Brooksville. The City tells applicants to check the Hernando County Property Appraiser levy code: CWBE indicates City jurisdiction, while CWES indicates the property is outside City jurisdiction and should be permitted through Hernando County.

Brooksville permit types and online filing

The City directs applicants to its Permits Portal for permit submission and inspection scheduling. Plans are uploaded with the application when required, and the Permit Coordinator processes the application and directs the applicant to pay the required upfront fee.

Brooksville also keeps a registration roster for private providers offering plan review or inspection services. Firms must register with the Building Division before contracting in the City and update their registration within 5 business days after any change to contact information, licensure or insurance.

Project documents should match the exact scope. Structural, electrical, gas, mechanical and plumbing work cannot begin before the required City approval or permits are obtained.

Permit fees in Brooksville

Brooksville publishes an amended FY25 fee schedule. Any permit issued after December 1, 2024 includes the new Hernando County impact fee rate.

The fee schedule lists inspections and reinspections at $54 per inspection and an emergency non-scheduled inspection at $108. It also lists fees for permit extensions and for reactivating an invalid permit.

If you bring plans to City Hall for staff to process, the Building Division charges a $54 flat fee plus $3 per application page and $3 per page to scan documents, or $6 per page for construction plans.

Electrical, plumbing and mechanical work

Brooksville's Building Division explicitly includes electrical, gas, mechanical and plumbing systems in its permit enforcement. The permit process asks applicants to provide discipline-specific plan information where applicable, including fixture layouts, mechanical details and electrical service data.

The City also warns that starting work before required permit issuance can trigger a penalty equal to 100% of the usual permit fee in addition to the required permit fees under the cited Florida Building Code provision.

Application documents and plan review

Brooksville lists common plan attachments including site plans, surveys, floor plans showing plumbing and electrical fixtures, mechanical details, elevations, electrical service panels, wall cross-sections, roof framing and energy calculations for applicable new or conditioned additions.

After a complete application and plans are submitted, the Permit Coordinator processes the record and directs the applicant to pay the upfront fee. The City then performs plan review and sends the permit card by email after approvals are complete.

Local Brooksville details that matter

The Building Division says residential and commercial permits take approximately 10 working days for the initial review. That estimate covers the initial review only, not correction cycles.

After approvals, the City emails the permit card. Print it and place it in the window of the property.

Building permits for a single-family dwelling now expire 1 year after issuance or on the effective date of the next Florida Building Code edition, whichever is later, instead of after 6 months. The City can still extend permits beyond that date.
