Inside Rifle city limits, building permits come from the City’s Building Department in the Community Development suite at City Hall, and plans and applications are submitted through Cloudpermit. The permit fee comes from a valuation table, plan review adds 65% of it, and use tax is 4.25% of half the valuation. New homes and commercial remodels put down a non-refundable $500 deposit when they apply.
What requires a building permit in Rifle?
Rifle’s code applies its building codes to the design, construction, alteration, repair, moving and demolition of buildings, and to changes of occupancy. The City’s Residential Information page lists the home projects that need a permit, “including but not limited to” the following.
Structure
- New homes and additions
- New walls, whether structural or not
- Demolition
- Decks, including covered and elevated decks
- Re-roofs
- Fences
- Accessory dwelling units
Equipment and systems
- Heating and plumbing work
- Water heaters and furnaces
- Air conditioners and swamp coolers
- Fireplaces, gas fireplaces and wood stoves
- Solar panels
- Commercial sprinkler systems
Commercial signs have their own sign permit in Cloudpermit, and right-of-way and grading permits are applied for in a separate City portal. The Building Official keeps the table of which projects need which permit, and the Building Department answers “do I need a permit” questions at 970-665-6461.

Rifle permit types, Cloudpermit and contractor licences
Cloudpermit is the single entry point: residential new construction, residential remodel, commercial and sign applications each have their own application type, and contractor licences are issued there too. The City will not start reviewing until the minimum plan submittal listed on the application is met.
- Building guides: the City publishes fill-in handouts to upload with the application for basement finishes, detached garages, one-story additions, patio covers and carports, enclosed patio covers, pole barns, ramps, re-roofing, fences, and uncovered decks and porches.
- New commercial use: a business that needs a sales tax licence completes the Sales Tax Zoning Review Sheet and brings it to the Building Department, because a new use of an existing building can trigger extra code requirements.
- Contractor licences: every contractor and subcontractor working in the city must be licensed. The application needs liability and workers’ compensation insurance (or the exemption form), the affidavit on restrictions on public benefits, and the licence fee shown in the application.
- Owner-builders: the code exempts a homeowner building, remodeling or adding to their own residence or accessory structure from the licence, for no more than 1 property in any 12 consecutive months and with the help of no more than 2 other people. A separate limit applies to a whole house: an owner building their own home without a licensed contractor may take a permit for only 1 residence in any 3 years, and a second one inside that period is presumed to be for resale.
Rifle permit fees, plan review and use tax
The Building Department calculates fees during review and collects them when the permit is issued. Valuation comes from the ICC Building Valuation Data the City posts for 2026 (the February 2026 table), and the permit fee from the City’s Building Permit Fee Worksheet.
| Valuation | Building permit fee |
|---|---|
| $1 to $500 | $23.50 |
| $500.01 to $2,000 | $23.50 for the first $500, plus $3.05 for each additional $100 or fraction |
| $2,000.01 to $25,000 | $69.25 for the first $2,000, plus $14 for each additional $1,000 or fraction |
| $25,000.01 to $50,000 | $391.25 for the first $25,000, plus $10.10 for each additional $1,000 or fraction |
| $50,000.01 to $100,000 | $643.75 for the first $50,000, plus $7 for each additional $1,000 or fraction |
| $100,000.01 to $500,000 | $993.75 for the first $100,000, plus $5.60 for each additional $1,000 or fraction |
| $500,000.01 to $1,000,000 | $3,233.75 for the first $500,000, plus $4.75 for each additional $1,000 or fraction |
| Over $1,000,000 | $5,608.75 for the first $1,000,000, plus $3.15 for each additional $1,000 or fraction |

Get a free quote →Plan review is 65% of the permit fee, added on top. Use tax is the valuation divided by 2, multiplied by 4.25%. For a project valued at $300,000 that works out to a $2,113.75 permit fee, a $1,373.94 plan review fee and $6,375 of use tax.
A non-refundable deposit is due with the application: $500 for all new residential construction and for any commercial remodel or tenant finish, and $1,500 for new commercial construction. It is credited against the plan review fee when the permit is issued. Work started without a permit pays twice the fee.
| Fee | 2026 amount |
|---|---|
| Offsite street impact fee | $6,995.95 per unit |
| Parkland dedication fee | $4,120.36 per unit |
| Water system improvement fee | $6,857.44 per EQR |
| Sewer system improvement fee | $6,754.75 per EQR |
| Water rights dedication fee | $450 per EQR |
| NE Tank upper pressure zone impact fee | $1,860 per unit |
| Water meter, 3/4 inch | $830 |
| Water connection and inspection | $119.89 |
| Sewer connection inspection | $131.95 |
These are collected at building permit, most escalate every January 1, and they are cut by 20% in the Infill Fee Reduction Area. Subdivision and annexation agreements can change them, so the City tells builders to get the figure for their lot from the Building Department. Multi-family and non-residential projects have their own 2026 schedules.

Call 1-855-478-4290 →Electrical, plumbing and mechanical work in Rifle
Electrical: Garfield County is not on the State’s list of local electrical inspection areas, so electrical permits and inspections for a Rifle address come from the State of Colorado (303-894-7800).
Plumbing and mechanical: Rifle has adopted the 2015 International Plumbing, Mechanical and Fuel Gas Codes, and its own list of work needing a City permit includes plumbing, water heaters, furnaces, air conditioners, fireplaces and wood stoves. Section 18-5-30 of the code sets plumbing permit fees “as established by the City of Rifle”, and the State lists Garfield County as a local plumbing inspection area, where State plumbing permits are not used. The City’s final inspection checklist asks the contractor to upload the final plumbing inspection to Cloudpermit together with the State’s electrical final.
Both uploads have to be in before the City’s own final is called. Under the code, a building permit is issued only after the plumbing, electrical and mechanical drawings and fees have been submitted and approved.
For fire code purposes, the municipal code’s fire chief is the Chief of the Colorado River Fire Protection District.
Application documents
A complete set of plans, as listed on the Cloudpermit application, is required before review starts. The municipal code spells out what the plot plan must show.
Plot plan
- Property lines
- Outline of proposed and existing buildings with setbacks on all sides
- Easements and utility, water and sewer lines
- Driveway and its intersection with the public road, with grades, width, culverts and ditches
- Dimensioned, numbered parking spaces and snow removal areas
- How water drains away from the foundation
- Revegetation or landscape plan with erosion and sediment control
- Streams, ponds, dry washes and irrigation ditches
With the application
- Signed application stating the intended use of the building
- Scale drawings and specifications of the work
- The matching City building guide, filled in, for small projects
- Contractor licence details, or the owner-builder basis
- The $500 or $1,500 deposit
Design to the City’s published criteria: 40 psf roof snow load, 47 psf ground snow load, 120 mph ultimate wind speed, seismic design category C, a 36-inch frost line and ice shield underlayment. The energy code is the 2009 IECC, climate zone 5.

Rifle inspections and Certificate of Occupancy
Request inspections in Cloudpermit or on the Building Department line, 970-665-6461. The inspector signs the permit card on the site sign board at each visit.
Before calling for the final, the City’s checklist asks for four things: all earlier inspections passed, the ILC survey certificate uploaded, the final plumbing and electrical inspections uploaded, and the list of subcontractors who worked on the job. Staff then do a final review, and the Certificate of Occupancy can take up to 5 business days.
The code also holds the certificate until the development’s sidewalks, street paving with curb and gutter, street lighting, signs and required landscaping are in and approved by the Public Works Director. A permit is conditional on construction starting within 6 months of issue and not stopping for more than 1 year.
Local Rifle details that matter
Wildfire code: by Ordinance No. 8 of 2026 the City adopted the 2025 Colorado Wildfire Resiliency Code, effective July 1, 2026. The Building pages also carry fire mitigation landscaping guidance.
Institutional Control Boundary: inside the Rifle Institutional Control Boundary, any structure needing potable water must connect to the municipal water system, no groundwater may be used for drinking, and the Building Official cannot waive permit requirements. For mill tailings questions the City points builders to Garfield County Environmental Health at 970-625-5200.
Flood hazard: a site in a special flood hazard area, or one the Building Official finds exposed to earth movement, surface water or similar hazards, needs its special permits before the building permit is issued.

Sprinkler backflow: the City’s Cross Connection Control Program requires every sprinkler system to go through the sprinkler permit application process and have a backflow device, tested once a year by a certified backflow technician.
Exterior finish: every permit carries the condition that the building’s exterior is finished in durable, weather-resistant materials before it is put to use.
Colorado building code
Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
