City of Montrose Building Services, at City Hall, 400 E. Main Street, issues building, plumbing, gas, mechanical, roofing and solar permits inside the city, and applications are emailed as PDFs until the City’s Cloudpermit system takes over in early 2027. Building permit fees follow a valuation table with a 50% residential or 65% commercial plan review fee, plumbing, gas and mechanical permits are a flat $50 each, and electrical work is permitted and inspected by the State Electrical Inspector, not the City.

What requires a permit in Montrose?

Montrose applies the 2018 International Building and Residential Codes with its own list of exemptions in Section 4-1-3 of the municipal code. Building Services administers accessory structure, commercial building, demolition, fence, gas, mobile home park construction, plumbing, residential construction, roofing, solar, temporary structure and water/sewer connection permits.

Permit needed

  • New homes, additions and commercial buildings
  • Accessory structures over 200 sq ft, or a second shed on the same lot
  • Re-roofing of 200 sq ft or more
  • Every fence (a separate fence permit)
  • Plumbing, gas and mechanical work
  • Solar installations
  • Demolition
  • Mobile home set-ups and temporary structures

Exempt under the City code

  • Window and door replacement
  • Re-siding
  • Re-roofing less than 200 sq ft
  • Replacing sinks, faucets, showers, tubs, dishwashers, garbage disposals and lawn sprinkler systems
  • One single-story detached tool shed, storage shed or playhouse per property, up to 200 sq ft
  • Tents and fabric canopies up for less than 5 days, or with under 120 sq ft of roof area

Starting construction before the permit is issued brings an investigation fee equal to the building permit fee.

Who issues building permits in Montrose?

Building Services issues permits and provides plan checks and inspections for structural work, plumbing, heating and cooling, insulation and drywall, and issues certificates of occupancy, for property inside the Montrose city limits. Parcels outside the limits are under Montrose County’s Building Division, and the City’s GIS maps show where the boundary runs.

Montrose permit applications and the move to Cloudpermit

For now each permit has its own PDF application on the Building Services page, and the completed form with all attachments is emailed to Building Services. Paper submittals are not accepted. The City is moving to Cloudpermit, an online permit system. No adopted document fixes the start date, and the Building Services page states it two ways: its announcement says all permit applications go through Cloudpermit beginning March 1, 2027, the same date after which applications missing required information will be turned away, while a line under the list of application forms says January 1, 2027. March 1 is the date the page gives twice; anyone filing in January or February 2027 should be ready to use Cloudpermit.

Contractor licensing has already moved to Cloudpermit. The City licenses plumbers and gas fitters under Section 4-1-4 of the municipal code: a plumbing licence needs proof of a valid state plumber’s licence and the annual fee, every licence expires on December 31, and no plumbing permit is issued to anyone without a current-year registration. The fee schedule sets the plumber licence at $40 and the gas fitter licence and gas fitter test at $60 each.

Triplexes, fourplexes, townhomes and other multi-household buildings other than duplexes need a Site Development Application through Planning Services before the building permit.

Montrose permit fees and project charges

Fees are in the City’s Regulations Manual fee schedule, adopted by City Council as Resolution No. 2025-18 on November 4, 2025.

Electrical, plumbing, mechanical and gas permits in Montrose

Electrical: the City does not issue electrical permits. Section 4-1-1 of the municipal code states that the electrical code enforced by the State of Colorado applies to all electrical work in the city, and Section 4-1-2 leaves its administration to the State Electrical Inspector. Apply to the state for the electrical permit and inspections alongside the City building permit. The State Electrical Board’s current edition is the 2026 National Electrical Code, in force since August 1, 2026; the 2023 edition still shown in the City’s code list is not a City adoption.

Plumbing, gas and mechanical: these are City permits at $50 each, inspected by Building Services to the 2018 International Plumbing, Fuel Gas and Mechanical Codes. During plumbing inspections the inspectors may ask each person doing plumbing work for proof of licence and check the licensee-to-apprentice ratio. New construction with water service needs a pressure regulator that brings static pressure down to 80 psi or less, within 15 feet of a crawl space access.

Fire systems: sprinkler, alarm and hood suppression permits are issued by the Montrose Fire Protection District under its own fee schedule, effective January 1, 2026: for example $225 plus $2.25 per head for a new NFPA 13 or 13R sprinkler system and $200 plus $2.25 per device for a new commercial fire alarm.

Documents and plan-review submissions in Montrose

The City’s Residential Building Permit Submittal Requirements and Guidelines list what a house application has to contain, all in PDF.

Residential application

  • Completed application, signed and dated
  • Site plan with setbacks, easements, utility connections and building projections
  • Driveway location and material, and drainage patterns
  • Site-specific foundation plan stamped by a Colorado-registered engineer
  • Soils report, unless the engineer of record gives acceptable bearing assumptions
  • Floor and roof framing plans; engineered truss package
  • Header, window and door schedules
  • Elevations of all 4 sides and 2 cross sections from footing to roof peak
  • Energy compliance by the prescriptive method or REScheck
  • Radon mitigation method and location
  • Dimensioned floor plans showing smoke and carbon monoxide detectors

Fence or re-roof

  • Fence: site plan with property lines, buildings, setbacks, fence location, height and materials
  • Fence: an Improvement Location Certificate if the fence line is in question
  • Re-roof: the completed, signed reroofing application

Accessory buildings of less than 500 sq ft and one story, patio covers and carports are excused from the stamped site-specific foundation that habitable structures and additions need. One driveway is allowed per lot, at least 12 feet wide, and site drainage has to reach the street right-of-way or an approved drainage facility without discharging onto neighbors.

A site in a FEMA 100-year floodplain needs a FEMA Elevation Certificate and a City floodplain permit application. Most construction sites also need a state construction stormwater permit, with the plan sent to the City’s stormwater staff.

How to apply: 6 steps in Montrose

1. Check the city boundary and zoning

Use the City’s GIS maps for city limits, zoning, utilities and easements before drawing the site plan.

2. Download the right application

Pick the residential, commercial, accessory structure, fence, roofing, solar or demolition form from the Building Services page.

3. Email one complete PDF package

Send the signed application and every required attachment to Building Services; incomplete packages delay review.

4. Apply to the State for electrical

Electrical permits and inspections come from the state programme, so file that application separately.

5. Wait for the permit before building

Fence and re-roof fees are collected when the permit is issued. Work started before issuance draws an investigation fee equal to the permit fee.

6. Arrange the meter and inspections

Call 970-240-1407 when the site is ready for a water meter or E-1 pump, and 970-240-1445 to book inspections.

Montrose construction inspections

Inspections are scheduled by phone on 970-240-1445. Building Services inspects structural work, plumbing, heating and cooling, insulation and drywall and issues the final certificate of occupancy; electrical inspections are booked with the state inspector.

Foundations: over-excavation and structural fill are inspected by a third party approved by the Building Official or by the engineer of record, and the design engineer inspects the footing base and rebar. The foundation acceptance letter has to be in before the rough framing inspection.

Roofs: a re-roof gets a mid-roof inspection when more than 10% but less than 25% of the roof is complete, and a final when it is finished. When new shingles go over an existing layer, the existing shingles are inspected before the permit is issued. The City does not accept photos in place of an inspection, and safe roof access must be provided.

Any change from the approved plans needs the Building Official’s written approval first.

Local Montrose filing details that matter

Fences: no fence may go up without a fence permit. In residential districts fences and walls are limited to 4 feet inside the front yard setback and 6 feet elsewhere, with 8 feet allowed in back yards when visibility is not impeded. Commercial and industrial sites may go to 8 feet outside the front setback.

Wildfire Resiliency Code: the City adopted the state code on March 17, 2026 and it took effect on July 1, 2026. Only a small share of properties in the city are in a mapped wildfire hazard area.

Fire sprinklers in homes: Montrose amended the residential code so that automatic sprinkler systems in one- and two-family homes and townhouses are optional.

Driveways: the driveway has to be built of a similar material from the street to the garage apron, so a paved road means an asphalt or concrete driveway, and meter pits may not sit in it.

Monthly reports: the City publishes a list of building permits issued each month in its Archive Center.

Colorado building code

Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
