Building Safety, on the first floor of Louisville City Hall at 749 Main Street, issues all permits inside the city and its own inspectors cover building, electrical, mechanical and plumbing work. Applications go through the CSS online portal; simple trade and re-roof permits are issued the same or next business day, new homes and commercial projects take 4 to 6 weeks to review, and the permit fee is set by valuation with a 65% plan review fee.
What requires a permit in Louisville?
Most construction in Louisville needs a permit, fences, sheds, re-roofing and re-siding included. The City publishes a project-by-project table, and these are its entries for common home and business projects.
Permit needed
- Fences, decks, pergolas, sheds and other accessory structures
- Re-roofing and re-siding
- Basement finishes, interior remodels, drywall and insulation
- Additions, sunrooms, studios and detached garages
- Air conditioners, furnaces, boilers, water heaters and swamp coolers
- Stand-alone electrical, mechanical or plumbing work
- Gas lines, fireplaces, hot tubs and irrigation systems
- Solar PV systems and rooftop units
- Pools, above or below ground
- New or resized window and door openings
- Foundation repair and demolition
- Dumpsters, roll-offs and storage units on private property
No permit needed
- Painting the outside of a house
- An uncovered concrete patio
- Replacing a window with one of the same size
- Landscaping
Some projects depend on location. Driveway and sidewalk repairs, sewer or water repairs in the street and dumpsters in the right-of-way go to Public Works first, and retaining walls and playsets may need a call to the Planning Department. A retaining wall under 48 inches from the bottom of the footing to the top, with no surcharge, does not need a building permit; taller walls and any wall with a surcharge need stamped engineered plans. New and upgraded elevators are handled by the Colorado Division of Oil and Public Safety.

In the CSS portal, choose Apply, then Permits, then All, and pick one of 6 application types: Residential, Commercial, Minor Permit, MEP Single Trade, Temporary Use or Elevator. Picking the wrong type means submitting again, so email Building Safety first if you are unsure. If the address does not come up, leave out the direction word and type “749 Main” rather than “749 N Main”. The portal was rebuilt on June 20, 2025, and accounts from before that date have to be created again with the same email address.

Contractor licences. A contractor or subcontractor has to hold a current Louisville licence before being listed on a permit. Class A, B and C building contractors submit passing ICC test results, electricians and plumbers their state master and contractor licences, and mechanical contractors an ICC journeyman mechanical result. Most licence applications are reviewed the same or next business day. An expired licence can be renewed within one year; after that a new application is needed.
| Licence | Fee |
|---|---|
| Building contractor, Class A | $175 |
| Building contractor, Class B | $116 |
| Building contractor, Class C or Class D (other) | $88 |
| Plumbing, mechanical, or combined plumbing and mechanical | $116 |
| Solar contractor | $88 |
| Electrical contractor registration | No fee |
Louisville permit fees and project charges
The building fee table in use is Exhibit A, Table 4 of the fee schedule City Council approved on December 3, 2024 for 2025. The valuation covers materials, labor and contractor profit, and the City uses its own valuation data per square foot when that gives a higher figure than the contract price.

Use tax is charged on 50% of the valuation: 3.775% for the City of Louisville and 1.185% for Boulder County. For example, a $75,000 project has a $900 permit fee and a $585 plan review fee, and at those rates $1,415.63 of city use tax and $444.38 of county use tax. The example table on the City’s fee page still prints $1,368.75 of city use tax and a $3,298.13 total, which works out at 3.65% of half the valuation rather than the 3.775% stated on the same page; at 3.775% the total is $3,345.01.
Rather talk it over?
Call 1-855-478-4290 →One residential exception is written into the municipal code (Sec. 15.05.050): an owner or occupant renovating or repairing an existing single-family home needs no building permit when labor and materials total $2,500 or less, the house is not enlarged, no structural member is altered and the work includes no electrical, plumbing or heating.
Impact fees for parks, transportation and library services apply to new homes and to basement finishes and additions that push the home’s finished area into a larger size category above 2,001 sq ft; the first 500 sq ft of an addition is usually exempt. Tap fees are owed only when a project needs a larger water or sewer tap, and a single-family sewer tap is $4,600. If you cancel a project and ask for a refund, the City keeps a $75 administrative fee.
Minor and same-day permits are paid at application. Reviewed permits are invoiced after approval, and the permit is issued about 1 business day after payment. Since September 30, 2026 commercial applicants pay the plan review fee before review starts, and an application is voided if that invoice is unpaid after 10 business days.
Electrical, plumbing, mechanical and gas permits in Louisville
Trade work that is not part of a larger building permit goes on an MEP Single Trade application, and the City’s inspectors inspect it. Louisville enforces the 2023 National Electrical Code, adopted without amendments by Ordinance 1866-2023 (Municipal Code Sec. 15.48.010), and requires GFCI protection on every new outdoor air conditioning unit.
The City’s rules for furnace, A/C, water heater and heat pump permits, dated April 1, 2026, are specific:
- Only one contractor is allowed on an MEP permit, and each company may pull only the work its licence covers.
- A furnace, A/C unit or heat pump needs a mechanical licence; a water heater or boiler needs a plumbing licence.
- Electrical work cannot go on this permit type. A new circuit for a heat pump needs a separate Minor Electrical permit unless the contractor holds a dual mechanical and electrical licence.
- The contractor, not the homeowner, requests the final inspection, and names the person who will be on site with a direct phone number.
- A contractor with more than 3 expired permits cannot pull new ones until those are closed out.
Documents and plan-review submissions in Louisville
The City lists the documents for every permit type in its Residential, Commercial, Minor Permit, MEP Single Trade and Temporary Use requirement sheets.

Louisville’s design criteria under the 2024 codes include a 145 mph wind speed (3-second gust), wind exposure C, a 36-inch frost line and ice and water shield at the eaves of every shingled roof. The same sheet states that all structures must be protected by fire suppression systems and wired to be electric ready.
How to apply: 6 steps in Louisville
Look up the job in “Does my project need a permit?” to see whether it needs a permit and which application type it falls under.
Every contractor and subcontractor needs a current Louisville licence and must be listed on the application.
Choose Apply, Permits, All, select the permit type and enter the address without directional words.
List the owner, applicant and contractor, then attach the plans, checklists and forms for the permit type.
Over-the-counter permits are paid at application; reviewed permits are paid after approval by card or eCheck in the portal, or by check at City Hall.
Both are issued through the portal and must be kept at the job site with the approved plans.
Louisville construction inspections
Request inspections in the CSS portal: View, My Permits, the permit record, then the Inspections tab. The cutoff for a next-business-day inspection is 4 p.m.; later requests roll to the following business day. Inspectors set their own daily routes, so look up the permit under Today’s Scheduled Inspections and contact the assigned inspector for an arrival window. To cancel, email Building Safety before 8:30 a.m.
A failed or missed inspection is charged a re-inspection fee, and no further inspection can be requested until it is paid. After a missed inspection, such as a mid-roof, the inspector calls the contractor to arrange the visit instead of it being booked online.
Want this handled start to finish?

Certificates of Occupancy and Completion are reviewed within 3 business days of a passed building final. A permit expires 180 days after the last approved inspection, and the City does not reactivate expired permits, although one that only lacks a final may be given a single final inspection at no charge.

Colorado building code
Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
