Cañon City, Colorado Building Permit Guide

Cañon City’s Building Department issues building and mechanical permits through the City’s online services portal and charges a permit fee of 1% of the project’s value, with plan review listed at a further 15% of that fee for new homes.

Inside the city limits, the City of Cañon City Building Department issues building and mechanical permits, and every application goes through the City’s online services portal. The permit fee is 1% of the valuation, worked out either from the ICC square-foot table or from your construction contract; the City Fee Schedule adds plan review at 15% of that fee for a new home and 22% for commercial work. A residential permit takes about 14 business days. Electrical and plumbing permits come from the State, and land outside the city belongs to the Fremont County Building Department.

What needs a building permit in Cañon City?

The Building Department publishes two lists for residential work. Neither is complete: the City says any project not on the exempt list may need a permit, and asks owners to call 719-276-5253 when unsure.

Permit needed

  • Remodeling a house, finishing a basement, converting a garage to living space
  • Detached garages, carports, covered porches and gazebos
  • Sheds over 200 sq ft
  • Decks, new and replacement
  • Fences, new and replacement
  • Roofing, siding, windows and exterior doors, new and replacement
  • Replacing drywall or covering old drywall with new
  • Furnaces, air conditioners and mini splits
  • Wood-burning and pellet stoves
  • Swimming pools, including prefabricated pools over 24 inches deep
  • Demolition

No permit

  • One-story detached tool and storage sheds and playhouses up to 200 sq ft
  • Retaining walls not over 4 feet, unless supporting a surcharge
  • Water tanks on grade up to 5,000 gallons
  • Painting, papering, tiling, carpeting, cabinets and countertops
  • Swings and playground equipment
  • Window awnings projecting no more than 54 inches
  • Sidewalks and driveways
  • Prefabricated pools less than 24 inches deep
  • Detached decks up to 200 sq ft, no more than 30 inches above grade and not serving the required exit door

Sidewalk and driveway work in the public right-of-way still needs a Right-of-Way Permit from Public Works, and a shed over 200 sq ft, a carport or a fence needs a site plan with the application.

Who issues permits in Cañon City?

The Building Department accepts and reviews building and mechanical permit applications, issues the permits and carries out the inspections. It is staffed by a Building Official, one building inspector and a part-time permit technician. Kathy Ulsh, C.B.O., is the Certified Building Official.

The City permits only property inside its limits. The Fremont County Building Department (719-276-7460) serves all unincorporated parts of Fremont County, and it sends owners inside Cañon City, Florence, Williamsburg, Rockvale, Coal Creek and Brookside back to their own city or town.

Permit types, packets and the online portal

The City asks for all permits to be submitted through its online services portal, where you can also look up permits on a property and find licensed contractors. The forms page supplies a packet for each kind of job; download the one that matches and upload it completed.

  • Residential Packet (dated June 22, 2026): new homes, with the submittal checklist, building and mechanical applications, routing sheet, energy information and water tap application.
  • Residential Alterations, Basement, Decks and Detached Structures packets.
  • Patio Cover, Solar, Foundation Repair and Demolition packets.
  • Foundation only for Manufactured Home Packet.
  • Commercial Packet, Commercial Alterations and Commercial Decks packets.
  • Building Permit applications in two versions, with and without a site plan, plus a separate Mechanical Permit application.
  • Dumpster Permit and the Required Approvals Routing Sheet.

General and limited contractors are licensed by the Building Department, through the portal or on a paper application. A licence costs $125, and the City posts a list of currently licensed contractors.

Cañon City building permit fees

Resolution No. 20, Series of 2024 sets the fees, and the City’s permit fee multiplier is 1.0%. For new construction the applicant chooses one of two methods:

  • Square-foot method: gross area × the ICC Building Valuation Data cost per square foot for the occupancy and construction type × 1%.
  • Contract method: the permit value in a fully executed construction contract × 1%. You give the Building Official a copy of the contract, report any change in the contract price in writing within 10 days, and the fee is recalculated. No Certificate of Occupancy is issued until the recalculated fee is paid.

Work with no rate in the ICC table, such as window replacement, siding and re-roofing, is charged 1% of a good-faith cost estimate approved by the Building Official.

The City’s own square-foot example uses the August 2026 ICC figures for a house (Group R-3, Type VB construction): 2,000 sq ft finished at $177.63, a 1,000 sq ft unfinished basement at $31.50 and an 800 sq ft garage at $71.79 give a valuation of $444,192 and a permit fee of $4,441.92. Its contract example is a $180,000 contract and a $1,800 permit fee. Each example adds a $110 mechanical permit.

The fee schedule lists plan review for a new home at 15% of the permit fee, which on the City’s example would be $666.29; the worked examples on the City’s fee page do not show that line. For commercial projects, the Building Department page says the applicant pays the review fees directly to the City’s third-party plan reviewer.

Since September 1, 2021 the City has not collected city or county use tax up front on building permits. A fire impact fee (set by the fire district) and a storm water impact fee (Public Works) may also apply.

Electrical, plumbing and mechanical permits

Electrical and plumbing: the City does not issue these. Permits and inspections for both are issued and scheduled by the State of Colorado through the Department of Regulatory Agencies, so they are booked with the State and not on the City’s inspection line.

Mechanical: the City issues mechanical permits under the 2018 International Mechanical and Fuel Gas Codes. A new home needs the Mechanical Permit Application and a mechanical plan showing equipment locations, the BTU input and output of each appliance, vent sizes, combustion air openings and ACCA Manual J, D and S calculations. Furnaces, air conditioners, mini splits and wood or pellet stoves in existing homes need a permit too.

Fire: the fire district’s Life Safety office (719-275-8666) is one of the sign-offs on the City’s routing sheet. Under the 2018 codes as adopted, one- and two-family dwellings do not need fire sprinklers; anything larger than a two-family dwelling does.

Sewer and septic: proof of sewer is a paid receipt from the Fremont Sanitation District. Where a septic system is used, Fremont County reviews and approves it (719-276-7460).

Application documents and plan review

Incomplete applications are not accepted. The residential checklist in the June 22, 2026 packet lists the minimum for a new home.

Paperwork

  • Completed submittal checklist and signed Building Permit Application
  • Required Approvals Routing Sheet, with the outside sign-offs you have collected
  • Warranty deed, title commitment or other proof of ownership
  • Improvement Location Certificate or surveyed site plan stamped by a Colorado licensed surveyor
  • Proof of water: a paid receipt from Cañon City or the Park Center Water District, obtained before applying
  • Proof of sewer or septic approval
  • Mechanical Permit Application and mechanical plan
  • Energy code compliance documents

Plans

  • Site plan with lot lines, easements, setbacks, utilities, drainage arrows, driveways and structure footprints
  • Floor plan to scale with room uses, window and door sizes, stairs and smoke and carbon monoxide detectors
  • Floor framing and roof framing plans, with wet-stamped truss details
  • Elevations of all four sides
  • Structural details for connections, stairs, guardrails and handrails
  • Site-specific engineered foundation plan with a soils investigation and lab report
  • Floodplain Development Permit, if the structure is in the Special Flood Hazard Area

An engineered foundation is required for every new structure and addition, except a one-story detached residential garage of up to 800 sq ft outside the flood hazard area. The top of the foundation must be at least 1 foot above the highest adjacent edge of pavement or back of curb, and the lot must be pinned by a licensed surveyor before the first inspection.

The routing sheet gives the timing: a residential permit takes approximately 14 business days, and commercial plans typically take 24 to 30 working days for initial review and routing. Commercial plans go first to Shums Coda Associates, the City’s third-party reviewer. Each of its reviews usually takes 10 to 14 working days, and the City puts the whole commercial process at 45 to 60 days from a complete application.

How to apply: 6 steps in Cañon City

1. Pick the packet

Download the packet for your project from the City’s application forms page and check that your contractor holds a City licence.

2. Secure water and sewer first

Pay the water tap with Cañon City or Park Center Water District and get the Fremont Sanitation District receipt or the County’s septic approval.

3. Collect the routing sign-offs

Take the plans to Public Works, Planning & Zoning and the fire district; commercial jobs also need County Health and the Water Department.

4. Submit in the online portal

Upload the application, checklist, stamped plans and routing sheet. Commercial applicants send plans to Shums Coda Associates first and upload the approved, stamped set.

5. Pay the fee

The Building Official calculates the 1% permit fee and the mechanical fee, and the permit is issued once they are paid.

6. Call in inspections

Use the 24-hour line, 719-276-5292, for City inspections and book electrical and plumbing inspections with the State.

Inspections and Certificate of Occupancy

City inspections cover construction methods, materials, mechanical systems and location on the lot. Contractors and owners request them at any hour on the inspection line, 719-276-5292. Electrical and plumbing inspections are scheduled with the State.

The energy code attachment in the residential packet tells builders what the inspector checks:

  • Rough frame: sealing of all plates and penetrations, air barrier assemblies and the window stickers.
  • Insulation: insulation installation and the vapor retarder.
  • Before final: a permanent energy certificate posted near the furnace, in a utility room or another approved location.

Before a final or Certificate of Occupancy, the City Engineer’s checklist must be signed off: site grading and drainage, culvert, foundation height above the street, water meter, sidewalk and curb work, and any right-of-way, drainage and erosion (DESC) or floodplain permit closed out with fees paid. Commercial projects repeat the routing sign-offs at completion.

The property may not be occupied until the final inspection is done and the Certificate of Occupancy is issued; the routing sheet warns that occupying early can lead to a misdemeanor citation under section 15.02.040 of the Municipal Code. The fee schedule bills re-inspections from the fourth inspection on at $50 per hour.

Local Cañon City details that matter

Design criteria: ground snow load 30 psf, design wind speed 100 mph in a special wind region, frost line 27 inches, Seismic Design Category B. Ice barrier underlayment is not required. For commercial buildings the 30 psf snow load may not be reduced.

Floodplain: a structure in the Special Flood Hazard Area needs a Floodplain Development Permit prepared by a Colorado registered engineer and approved by the City Engineer. Public Works (719-276-5291) decides whether it applies.

Drainage and right-of-way: the same Public Works number handles the Drainage, Erosion, Sediment & Control (DESC) Permit, stormwater drainage easements, access agreements on designated thoroughfares and the Right-of-Way Permit needed for sidewalks, driveways, culverts and dumpsters in the street.

Pre-application meeting: the City encourages one for every commercial application except minor interior changes.

Water providers: depending on the address, water comes from the City or from the Park Center Water District, and the paid tap receipt has to be in hand before the building permit application.

Public sidewalks: the site plan must show a public sidewalk at least 5 feet wide.

Colorado building code

Colorado has no statewide building code for private buildings: each city and county decides whether a code applies and which edition, while the state sets electrical and plumbing rules, a minimum energy code on any update, and a wildfire code for the mapped wildland-urban interface.
