Building permits outside city limits are handled by the San Joaquin County Community Development Department (Building Inspection). Its Building Division does plan review and permitting of new construction, additions and remodels for commercial and residential properties, and inspects electrical, plumbing and mechanical installations. The main office, 1810 East Hazelton Ave, Stockton, (209) 468-3121, is open in person Monday-Thursday 8:00 AM - 12:00 PM and 1:00 PM - 5:00 PM, and Friday 8:00 AM - 12:00 PM.
This guide covers the County Building Division and Stockton, the county seat. The County fee schedule is dated effective September 30, 2024, so confirm it is still current.
What requires a building permit in San Joaquin County?
Under the County’s 2025 building code ordinance (Ordinance 4686), one-story detached accessory structures and agricultural buildings are exempt from a building permit only if they are no more than 120 square feet, no more than 12 feet high and have roof projections of no more than 24 inches.
The residential checklist notes that structures in flood zones are handled by the Public Works Department, so confirm flood elevation requirements before submitting, and that metal buildings need drawings and calculations stamped by a California engineer.
