Building permits in Hayward are handled by the City’s Building Division at the Permit Center, 777 B Street, 1st floor lobby, Hayward, CA 94541. The Hayward e-Permits Portal takes applications, adds contractors to a project, collects fees, issues permit downloads and schedules inspections, and it shows the inspector’s estimated arrival time and the results.

This guide covers the City of Hayward’s Building Division, its FY 2027 fees and its inspections. Review times, the inspection cut-off and the over-the-counter list come from the City’s Current Codes & Permit Process handout, revised 10-6-21, which is still linked from the Building Division page.

What requires a building permit in Hayward?

The 10-6-21 handout says most Hayward permits are issued over the counter, the same day or within 24 hours: re-roofing, water heaters, like-for-like window replacements, stucco or siding replacement, minor non-structural repairs, emergency repairs and minor electrical work. Residential additions and alterations and new buildings go through plan review; see the review times below.

Since July 2nd, 2019 a City ordinance requires mandatory screening of potential soft-story buildings, typically wood-framed multi-story buildings permitted before January 1, 1979.

California builds on one statewide code, Title 24, whose 2025 edition took effect on 1 January 2026; the editions in effect when the application is submitted apply, and cities and counties may adopt local amendments only with findings filed with the state (new residential amendments are largely frozen until June 2031).
