The Poinsett County government in Harrisburg lists no building department, and the budgets, appropriations and agreements on its 2025–2026 quorum court agendas do not create one. What the county does regulate is its roads: its 2023 road ordinance bars placing obstacles in, or cutting and digging into, a county right-of-way without the County Judge’s consent (870-578-0601). Rural addresses come from the 911 Addressing and OEM Coordinator, septic permits from the county health units, and building permits from the towns, led by Trumann’s online system.

Trumann details: trade work carries a flat fee that covers a set number of inspections: plumbing $60 for up to 3, HVAC $40 for up to 2 and electrical $60 for up to 3, with $10 for each re-inspection or extra trip (Ordinance 655, in effect since January 1, 2020). Under Ordinance 500, starting work before the permits are issued brings a penalty of 100% of the usual permit fee on top of that fee and/or a penalty of up to $500. The portal says applications are reviewed within 2–3 business days unless the Planning Commission must approve them, and it lists the 2021 Arkansas Fire Prevention Code, the 2020 National Electrical Code, the 2021 International Mechanical Code and the 2018 Arkansas Plumbing Code. A building application needs a site plan with setbacks plus the building plan, elevations, foundation detail and floor plans. Under the zoning code updated August 20, 2026, a building permit expires if work has not started within 9 months or is not finished within 1 year, and an accessory dwelling unit needs a building permit plus a $250 review fee unless the Council sets another. The City’s planning forms charge $100 for a site plan review (plus engineering review where streets, drainage or utilities are built), $100 plus $100 publication for a rezoning, variance or conditional use permit, $100 each for a sign permit, storage container or lot split, $150 for a construction plat and $100 for a record plat.

County roads, addresses, flood and septic

County roads: under Ordinance 2023-14 a county road’s right-of-way runs 25 feet on each side of the center line. Poles, lines, fences, cables or any other obstacle may be placed in it only with the County Judge’s written consent, and anyone cutting or digging into a road or right-of-way needs the Judge’s permission first, with a bond where the Judge requires one. Deliberately filling a road ditch or altering its drainage is also prohibited, and the 2023 text sets a $100 fine for each violation. The November 10, 2025 quorum court agenda carried Ordinance 2025-20 to amend these penalty provisions; its text is not among the county’s posted documents, so ask the County Judge’s office for the penalties now in force.

Commercial wind farms: the September 8, 2025 quorum court agenda listed Ordinance 2025-14, “Imposing a Temporary Moratorium on the Construction of Commercial Wind Facilities,” and the October 13, 2025 agenda lists a resident thanking the justices for its “recent passage.” The county has not posted the ordinance’s text or an end date; a wind project should start with the County Judge’s office.

911 addresses: the 911 Addressing and OEM Coordinator works from the Courthouse Annex, 110 N. East St., Harrisburg (870-578-4455).

Flood insurance: FEMA lists Poinsett County as participating in the National Flood Insurance Program with a current map dated February 4, 2011. Harrisburg, Lepanto, Marked Tree, Trumann, Tyronza, Waldenburg and Weiner also participate; Fisher is listed as not in the program.

Septic systems: the county lists health units at 119 North Main, Harrisburg (870-578-4480); 102 Liberty St., Marked Tree (870-358-3615); and 1204 West Main St., Trumann (870-483-5761). Department of Health specialists there take onsite wastewater permit applications.

Steps for building in Poinsett County

1. Confirm the town or county

In Trumann apply in iWorQ; in Tyronza go to City Hall; in the other towns, call City Hall first.

2. Plan the road connection

Get the County Judge’s written consent before placing a pole, line, fence or other obstacle in a county right-of-way, and the Judge’s permission before cutting into a road; ask the same office about driveway culverts.

3. Septic before construction

Without sewer, apply for the onsite wastewater permit at a county health unit.

4. Address the site

Ask the 911 Addressing and OEM Coordinator for the new address.
