The Columbia County government runs no building permit or inspection office for unincorporated land. Its construction-related services come from the Road Department, which installs approved driveway culverts on county roads, and from the Office of Emergency Management, which also serves as the 911 coordinator and assigns addresses for new structures. Inside Magnolia, the county seat, the City Inspector issues building permits and handles electrical, plumbing and gas inspections.

Magnolia’s posted Subdivision and Development Code still mentions a planning area around the city. Arkansas Act 314 of 2025 repealed the state law that gave cities planning and subdivision powers over unincorporated land, so a lot outside the city limits is under county rules only.
Roads, addresses, flood maps and septic systems
Driveway culverts: the Road and Bridge Department, 203 U.S. Highway 371 South, Magnolia ((870) 234-1902), maintains more than 1,200 miles of county roads. The county’s only posted permit form is a Driveway Culvert Agreement: once the department installs a county-approved culvert, the owner must keep it clear of debris, the department may pull a clogged culvert out, and a replacement is at the owner’s expense. Forms can be mailed or taken to the Road Department.

The county’s online Request New 911 Address form asks for the type of structure (mobile home, new home, shop or outbuilding, commercial building), its approximate square footage, the number of stories and GPS coordinates.
Flood maps: FEMA’s Community Status Book lists Columbia County as a participating National Flood Insurance Program community, with its current flood map dated October 17, 2006. Magnolia, McNeil and Taylor also participate (Taylor has no mapped special flood hazard area); Emerson is in the not-participating section, and Waldo is not listed. The county’s website names no floodplain office, so ask the County Judge’s office (870-234-2542) about floodplain rules before building on county land in a mapped flood area.
Septic systems: the Columbia County Health Unit, 207 W. Calhoun, Magnolia (870-235-3798), is the local office of the Arkansas Department of Health, whose environmental specialists review onsite wastewater permit applications for systems under 1,500 gallons per day.
