Building permits in Eloy come from the City’s Building Safety Division in the Community Development Department, 595 N. C Street, Suite 102, and are filed on the City’s electronic permit application portal. Under the 2026-2027 fee schedule that took effect on July 1, 2026, permit fees follow a valuation table that starts at $70, and plan review is 65% of the permit fee, paid when you submit.
What requires a building permit in Eloy?
The Building Official asks owners to visit Building Safety before starting any construction, from a minor remodel upward. The City’s building permit application lists the kinds of work it permits, and a 2020 handout lists residential work that is exempt. The 6 ft separation for sheds comes from the City Code’s amendment to the residential code.
Permit types on the application
- New residential and single-family additions
- Commercial and industrial buildings
- Electrical, mechanical and plumbing
- Solar
- Pool or spa
- Porch or patio
- Accessory structures
- Stucco and lath
- Rehabilitation
- Demolition
- Signage
Residential work exempt from permits
- One-storey detached tool or storage sheds and playhouses up to 200 sq ft, at least 6 ft from any other structure, with no electrical, plumbing or mechanical connection; Planning and Zoning still approves the location
- Fences not over 6 ft high
- Retaining walls not over 4 ft from the bottom of the footing, unless supporting a surcharge
- Sidewalks, driveways and non-structural slabs not more than 30 inches above grade
- Painting, papering, tiling, carpeting, cabinets and countertops
- Prefabricated pools less than 18 inches deep
- Detached decks up to 200 sq ft that are no more than 30 inches above grade
- Free-standing ramadas and gazebos up to 200 sq ft that meet setbacks
Exempt work can still need Planning and Zoning approval. The City’s May 2026 wall and fence checklist asks for a site plan for single-family and duplex fences and non-retaining walls of 7 ft and under, and for sealed structural plans for retaining walls of 30 inches and over, so check with Community Development before building any fence. For re-roofing a one- or two-dwelling structure, the fee schedule notes that a permit is required if 100% of the roof sheathing is being replaced.
Who issues building permits in Eloy?
Building Safety is the Community Development division that reviews plans, issues building, mechanical, plumbing, electrical, pool and sign permits and inspects construction. Code Compliance and Planning and Zoning are its sister divisions, and right-of-way and on-site civil permits are filed through the same portal as building permits.

Eloy building permit fees
Use the City’s Adopted 2026-2027 Consolidated Rate and Fee Schedule, enacted on July 1, 2026 and posted with the City’s budget documents. It replaces the August 2024 building fees announced on the Updated Building Permit Fees page. Valuation for buildings, additions, porches, carports, garages and patio covers comes from the most recent ICC Building Valuation Table; other improvements, including solar, are valued from a signed construction contract.
| Valuation | Fee |
|---|---|
| $1 to $500 | $70 |
| $500.01 to $2,000 | $70 for the first $500 plus $4.50 per additional $100 |
| $2,000.01 to $40,000 | $137.50 for the first $2,000 plus $15 per additional $1,000 |
| $40,000.01 to $100,000 | $707.50 for the first $40,000 plus $12 per additional $1,000 |
| $100,000.01 to $500,000 | $1,427.50 for the first $100,000 plus $8 per additional $1,000 |
| $500,000.01 to $1,000,000 | $4,627.50 for the first $500,000 plus $6.60 per additional $1,000 |
| $1,000,000.01 to $5,000,000 | $7,927.50 for the first $1,000,000 plus $5.25 per additional $1,000 |

| Expedited plan review | Double the plan review fees |
| Residential covered patio, gazebo or carport, over 200 and up to 500 sq ft | $140 |
| Residential covered patio, gazebo or carport, over 500 sq ft | $280 |
| Re-roof, one- and two-dwelling structures | $210 |
| Swimming pool | $140 above ground, $210 residential in-ground, $350 non-residential or multi-family in-ground |
| Demolition | $35 residential accessory building or garage, $105 single- or two-family home, $280 other structures |
| Zoning clearance permit | $70 |
| Re-inspection after the second inspection | $140 per hour, 1-hour minimum, paid before the re-inspection |
| Inspection outside normal business hours | $420, plus $140 for each hour after 3 hours |
| Certificate of occupancy | $35 per home, $70 per non-residential or multi-family building |
The patio cover, pool and demolition amounts in that table are permit fees, and the schedule charges plan review on top of them: $175 for the first hour plus $140 for each additional hour, per review cycle, for a residential covered patio, gazebo, carport or in-ground pool; $140 for an above-ground pool; $315 for the first 2 hours plus $140 for each additional hour for a non-residential in-ground pool; and $105 for a demolition.
For example, work valued at $200,000 carries a permit fee of $2,227.50 and a plan review fee of about $1,448. A shell building is valued at 80% of the ICC table figure. Where the City incurs outside costs it may add a 10% administration fee. When it sends plan review to an outside consultant, the charge is the plan review fee, or the City’s actual cost for the consultant plus a 30% administrative fee, whichever is greater.
Development impact fees for a single housing unit are $1,852 for parks and recreation, $526 for police and $1,671 for streets, $4,049 in total. Water and wastewater capacity fees and the water meter fee are itemized separately on the permit application.
Electrical, plumbing and mechanical permits in Eloy
One combined form, the Mechanical, Plumbing and Electrical (MPE) Permit Application, covers stand-alone trade work, and the City has a short “minimal” checklist for each trade. Trade fees follow the same valuation table as building permits, with these set amounts for small jobs:

|---|---|
| Electrical, mechanical or plumbing permit, valuation under $500 | $70 |
| Combination permit, valuation under $1,000 | $92.50 |
| Residential panel upgrade, 200 amp maximum | $70 |
| Temporary electrical service, including the pole | $70 |
| Residential photovoltaic system, 10 kW or less, on an existing home | $140 permit plus $70 plan review |
| Temporary generator | $105 each |
Fire review runs through the Eloy Fire District. A new home application needs a copy of the approved District permit, and the District also sets fire access requirements such as an emergency vehicle turn-around.
Documents and electronic file rules
Eloy reviews plans electronically and returns a submittal as administratively incomplete if the files do not meet its standards. Only PDF is accepted, with layers flattened, no password or lock, no file of 50 MB or more, black and white plans on 11 by 17 or 24 by 36 inch sheets (a larger 30 by 42 inch size is also listed for building permits), and completed checklists and energy forms as separate PDFs. Resubmit the whole plan set in the original page order.
New one- or two-family home
- Building Permit Application, and the owner’s authorization if an agent applies
- Water Availability Letter from Public Works (520-466-3082)
- Plan sheet index and site plan at a minimum scale of 1 inch to 20 ft, with grading and drainage and the lowest floor elevation
- Foundation plan, floor plan, elevations, building sections and roof plan
- Mechanical plan with Manual J and S calculations
- Electrical plan with load calculations
- Plumbing plan with fixture calculations
- REScheck energy compliance
- Structural calculations, and truss calculations or the deferred submittal form
- Copy of the approved Eloy Fire District permit
- Pinal County dust control permit where required
Site-dependent items
- A separate Right of Way / On-Site Civil Permit application and plans when the lot is within 400 ft of a public water or wastewater line, with an engineer’s estimate or contractor’s bid for the improvements
- The Pinal County approved septic system permit, before permit issuance, where Public Works allows a septic system
- Aviation Overlay noise certification for sites in the AO-1 and AO-2 areas
- Sealed structural plans and calculations for retaining walls of 30 inches and over
Rather not deal with the building department?
Get a free quote →The City publishes maximum review timeframes in staff review days, split into an administrative review and a substantive review, and the clock stops while a utility, county, state or federal approval is pending. Its two pages currently disagree: the Building Safety page shows 15 and 50 days for residential permits and 25 and 75 for non-residential, while the applications and checklists page shows 35 and 95 for residential and 45 and 120 for non-residential and subdivision permits.
How to apply in Eloy: 7 steps
Use the City’s water and sewer availability map and ask Public Works for a Water Availability Letter; a new house must connect to City water unless the lot has an existing well or grandfathered water rights, and to City sewer if a main is within 400 ft of the parcel.
Put the zoning designation and overlay zones on the site plan, and get the noise certification if the lot is in the AO-1 or AO-2 area.
The approved District permit number goes on the building permit application.
Flatten layers, keep each file under 50 MB and name files the way the electronic submittal standards require.
Upload the application, checklist and plans, and pay the plan review fee, which is due at submittal.
Answer review comments with a full replacement plan set; a third or later review is billed hourly.
The building permit fee is paid when the permit is issued; requests left by 3:30 p.m. are inspected the next business day.
Eloy inspections
Leave inspection requests on the City’s inspection voicemail line, 520-464-3179, or email Inspections@EloyAZ.gov. Give the permit number from the top right corner of the permit card, the inspection type as listed on the permit, and any message for the inspector such as a gate code. Requests received by 3:30 p.m., Monday to Friday, are inspected the next business day. All construction documents have to be on site.
The inspection sign-off card groups inspections under plumbing (under slab, soil drain pipe, water service, sewer tap), foundation (footing, stem and steel, interior footings, Ufer ground), masonry, wall cover and finals for building, plumbing, electrical and mechanical, plus smoke detectors and final grade. Inspections of work in the right of way are booked with Public Works on 520-466-3082, and that work must be done by an Arizona Class A licensed contractor.
After a second failed inspection, each further re-inspection is charged at $140 per hour and must be paid first. The certificate of occupancy fee is collected when the permit is issued.
Local Eloy details that matter
Aviation Overlay: around Eloy Municipal Airport, all construction, alteration or repair inside the overlay must achieve an exterior-to-interior noise level reduction of 25 decibels. An Arizona-registered engineer or architect certifies the design with the building permit application, and standard residential plans approved before October 1, 2025 need a revision before they can be used there. The City also publishes avigation easement and waiver forms for the overlay.
Want this handled start to finish?
Get a free quote →Sewer or septic: a new house connects to City sewer when a main is within 400 ft of the parcel, and the owner pays to bring the main or service to the lot. Beyond that distance, the City refers owners to Pinal County for septic requirements (520-866-6442) and wants the county-approved septic permit before it issues the building permit.
Dust control: Eloy is in the West Pinal nonattainment area. Pinal County requires a dust control permit for earthmoving that disturbs more than about 1,690 sq ft, counting a 25 ft worksite perimeter.
Unpaved frontage: where the street is not paved, the owner builds an all-weather roadway across the lot frontage to City standards, from engineered plans approved by Public Works and under a right-of-way permit.
Design criteria: 115 mph wind speed, Seismic Design Category B, no snow load, heavy termite exposure and a 12-inch minimum footing depth; flood hazards are handled by the Pinal County Flood Control District.
Summer hours: the City notes that state law now sets construction hours from May 1 to October 15 at 5:00 a.m. to 7:00 p.m. on weekdays and 7:00 a.m. to 7:00 p.m. on Saturdays for permitted work.
