Inside Sheridan city limits, the City of Sheridan Building Division reviews plans, issues building, electrical, plumbing and mechanical permits and inspects the work, and all applications go through the City’s online Permits & Licensing Portal. A permit is needed for any project costing over $3,000 or any new building over 200 sq ft, and a complete residential application is reviewed in about 10 working days.
What requires a permit in Sheridan?
The City requires a building permit for work with building costs over $3,000 or for any new building over 200 sq ft. Some electrical, mechanical and plumbing work needs a permit whatever it costs, any electrical project over $1,000 needs one, and every sign needs one.
Detailed permit (plan review)
- New homes and commercial buildings
- Remodels and additions
- Decks
- Any other work involving structural changes
Simple permit (online only)
- Re-roofing, siding and window replacement
- Water heater, furnace, boiler and air conditioner replacement
- Gas piping in an existing building
- Electrical service upgrades and solar panels
- Wood, coal or pellet stoves
- Demolition and water or sewer line repairs
Fences: the Building Division does not require a permit for a new or repaired fence, but heights are limited to 6 ft in back yards and 4 ft in front yards.
Who issues building permits in Sheridan?
The Building Division provides plan review and construction inspection for homes and commercial buildings inside the city. Sheridan keeps “home rule” for building review, permitting and inspection, and the state’s jurisdiction chart (updated September 11, 2026) lists the City, not the state, for building and electrical inspection and plan review.

Outside the city: the land around Sheridan falls under Sheridan County, whose Public Works Department issues a combined building and zoning permit and enforces the county’s Building Standards inside a mapped area around the city.
Applying online and contractor licences
Permit applications and contractor licences moved online and are filed in the Permits & Licensing Portal. Use a Detailed Building Permit for anything that needs plan review and a Simple Building Permit for the listed replacement jobs, which are online-only permits.
Who may do the work: a homeowner may legally work on their own home. Doing residential work for someone else requires a City licence, and only a licensed General Contractor may work on commercial projects. Work done by someone without the right City licence can be stopped with a stop order.
| Licence | Fee |
|---|---|
| General, residential, electrical, plumbing, roofing, siding/glazing, drywall, masonry and other contractor licences | $200 a year |
| Journeyman or master-of-record | $50 a year |
| Reciprocal Wyoming contractor licence | $100 first year, $200 renewal |
| Reciprocal master or journeyman licence | $25 first year, $50 renewal |
The City honors qualifying licences from other Wyoming jurisdictions under the state’s contractor reciprocity act (Enrolled Act 37); the Building Division confirms eligibility.
Sheridan building permit fees
Fees come from the City’s FY27 Master Fee Schedule, approved July 6, 2026. Building permit fees are a percentage of the project valuation, multiplied by 0.8.

Rather talk it over?
Call 1-855-478-4290 →The fee schedule also carries a square-foot construction cost table used for valuations, for example $113.85 per sq ft for a wood-frame (Type VB) one- or two-family home and $21 per sq ft for an unfinished basement. These are valuation figures, not fees. Water and sewer permits are handled by the Utility Department.
Electrical, plumbing, mechanical and fire
The Building Division permits and inspects electrical, plumbing, mechanical and gas work inside the city under the 2023 National Electrical Code and the 2024 plumbing, mechanical and fuel gas codes. Electricians, plumbers and other trades need City licences.
Fire systems go to the state. The City has no certified fire plans examiner or fire inspector for this work, so all fire sprinkler, fire alarm and related fire inspections, and their fees, are handled by the State Fire Marshal. The state chart notes that Sheridan carries out other fire inspections, while the state reviews new and remodeled life safety systems.
Codes and plan review
Ordinance 2290 (recorded January 2025) adopts the 2024 International Residential, Building, Mechanical, Plumbing, Fire (with Appendices D, E, F, G and I), Existing Building, Swimming Pool and Spa and Fuel Gas Codes, the 2023 National Electrical Code and the 2021 International Property Maintenance Code, with City amendments. To keep its home-rule status, the City must adopt the state’s building codes within 6 months of state adoption.
Plans for a Detailed permit should show the structure, its location on the lot, utilities and the full scope. Applications are checked for completeness first, and detailed review can turn up missing items that must be supplied before the permit is issued. With everything submitted, review takes 10 working days for residential and 20 working days for commercial projects.

The approved plans must be on site during the work. Each re-inspection costs $58.75. A permit expires 180 days after issuance if no work is being done, although the Building Division can grant an extension, and it does not expire while work is moving forward. A new house cannot be lived in until the Certificate of Occupancy is issued.
Wyoming building code
Wyoming’s state-adopted codes are the 2024 International Fire, Building, Fuel Gas, Mechanical and Existing Building Codes and the 2026 National Electrical Code, applied through the State Fire Marshal’s plan review and electrical program; cities and counties add their own building, zoning and floodplain rules.
