Fees follow the City’s Fiscal Year 2027 schedule, where a house pays half the valuation-based table, and complete applications are processed within about 14 working days.

What requires a permit in Green River?

The City requires a permit to erect, enlarge, alter, repair, move, improve or convert a building or structure, including plumbing, electrical and mechanical changes. Its “Work Requiring a Building Permit” sheet lists:

Building permit

  • New buildings, garages and decks (two sets of plans and a site plan)
  • Additions, remodels and interior remodeling
  • Replacement windows or doors, roofing and re-roofing, siding or stucco
  • Water heater or furnace replacement
  • Retaining walls over 4 ft or holding back earth or a building
  • Irrigation systems
  • Fences (no charge; scaled site plan)
  • Manufactured homes in a park or on a single-family lot

No building permit

  • Shed structures meeting the City’s criteria (a zoning permit instead)
  • Sidewalks and driveways
  • Painting, papering, tiling, carpeting, cabinets and counter tops
  • Prefabricated pools less than 24 inches deep, and playground equipment
  • Low decks: no more than 200 sq ft and 30 inches above grade, not attached, not serving the required exit door
  • Ordinary repairs that do not touch structure, egress, piping or wiring

Work in the City right-of-way needs a separate excavation permit. A shed that does not meet the City’s shed criteria is treated as an accessory structure and needs a building permit after zoning approval.

Who issues building permits in Green River?

The Building Division of the City’s Development Services Department issues construction permits, reviews plans and inspects building, gas, plumbing and mechanical work inside city limits. Ken Yager is the Chief Building Official. Planning staff in the same department handle zoning, including shed zoning permits and fence waivers.

Electrical permits come from the state: City code says that where the electrical permit comes from the State of Wyoming, as it does in Green River, it must be a guaranteed-inspection permit (service, before-cover and final inspections), and a copy goes in the project file before the City issues the building permit. The state’s jurisdiction chart also lists Green River building inspection as local and electrical as state.

Outside city limits, unincorporated Sweetwater County issues no building permit; its Land Use office issues a zoning Construction & Address permit instead.

Green River permit types and filing

Building permits and contractor licences are applied for online in MGO Connect, and the City also posts PDF versions of the Building Permit Application, Commercial Plan Review Application, Contractor License Application and Demolition Permit Application. Planning applications include the Shed Waiver, Fence Waiver, Home Occupation, Conditional Use and Special Use permits. The City notes that some forms do not show newly adopted fees.

Contractor licence: contractors need a City licence before any permit is issued for their work: $100 to start, renewed each February for $50, with proof of at least $250,000 liability coverage and a company vehicle sign. Owners may work on their own home or business without one if the work does not touch structural elements, and an owner may build one home for personal use in any one-year period.

A permit may be issued to the owner or the owner’s authorized agent, and it expires one year after issuance unless the Building Inspector extends it on written request.

Green River permit fees

The City Council adopted the Fiscal Year 2027 Schedule of Fees (Resolution R26-06) on June 16, 2026, for July 1, 2026 to June 30, 2027. The fee schedule posted on the Development Services page is still the 2018–2019 version, so use the FY2027 figures. Permit fees are based on the valuation of the work, materials and labor included: commercial and multifamily projects pay 100% of the table, and residential projects within the IRC, including garages, pay 50%.

Starting without a permit adds an investigation fee. The FY2027 schedule sets it equal to the permit fee, while City code section 7-120 says $100 or twice the permit fee, whichever is greater. Up to 80% of permit fees is refunded if the application is withdrawn before work starts; plan review fees are not refunded once the review is done. The state wiring permit is a separate state fee.

Electrical, plumbing, mechanical and fire work

Electrical: buy a guaranteed-inspection wiring permit from the State of Wyoming, which inspects the service, rough wiring before cover and final. Electrical contractors need a Wyoming electrical contractor licence, and a homeowner may wire his or her own primary residence.

Plumbing, gas and mechanical: permitted and inspected by the City under the 2024 International Plumbing, Mechanical and Fuel Gas Codes. City amendments require exterior water piping at least 72 inches below grade and building sewers at least 42 inches deep unless insulated or heated.

Fire and state review: certain commercial projects must also be reviewed by the State Fire Marshal’s office, and the state chart lists fire inspection in Green River as a state function. City code requires sprinklers in Group R buildings, with an exception for houses and townhouses built under the IRC with a main floor under 5,000 sq ft.

What to submit

For new construction, remodeling or added floor area, the Building Inspector needs the Building Permit Application and two sets of scaled, legible plans:

  • Plot or site plan with property lines, setbacks and easements
  • Foundation plan (City footings at least 8 by 16 inches with three #4 bars, and 8-inch reinforced foundation walls for houses unless engineered)
  • Floor plans, with plumbing and mechanical details on residential plans
  • Roof framing plan, elevations, and sections and details
  • For commercial buildings, an energy analysis showing compliance with the adopted IECC (some storage, factory and utility occupancies are exempt)

Plans must use the City’s design values: 30 psf ground snow load, 115 mph wind, Seismic Design Category C and a 42-inch frost depth. A complete application that clearly meets the codes is processed within 14 working days.

How to apply: 6-step Green River process

1. Confirm city limits and zoning

Check the zone and setbacks; outside city limits, Sweetwater County’s Land Use office applies instead.

2. Hire a licensed contractor

Make sure the contractor holds a current City of Green River licence, unless you qualify as an owner-builder.

3. Apply in MGO Connect

Upload the application and two sets of plans, and pay the $125 plan review deposit for a new home.

4. Get the state electrical permit

Provide a copy of the guaranteed-inspection state wiring permit so it can go in the project file.

5. Collect the permit

After approval, pick up the permit, approved plans and orange inspection record card, and keep them on site.

6. Inspect and occupy

Call inspections in a working day ahead and get the final inspection and Certificate of Occupancy before moving in.

Green River inspections

Call Development Services at 307-872-6140 at least one working day before each inspection. The approved plans and the orange inspection record card must be on the job, and the street address and property corners must be posted. The City asks for residential rough-in plumbing, mechanical and framing inspections to be ready on the same call where possible.

Before anyone moves in, call for a final inspection; a passing final brings the Certificate of Occupancy. Electrical inspections are done by the state under the wiring permit.

Local Green River details

Sheds and accessory buildings: a qualifying shed needs only a zoning permit and a scaled site plan, with 3 ft side and rear setbacks. Other accessory structures need a building permit, sit at least 10 ft from the house and 7.5 ft from side and rear lines, and no accessory building may go in the front yard. A lot may have up to two storage buildings, each no more than 30 ft in either direction and 1,200 sq ft combined.

Membrane structures: City code exempts one factory-made membrane structure of up to 250 sq ft per residential lot from a building permit, after zoning review, if it is anchored as the code requires.
