Common residential jobs have flat fees (a re-roof is $200, a water heater or furnace $100), and larger projects are charged on valuation under the fee sheet effective July 1, 2026.

eProcess 360 and Murray permit forms

All permit applications go through eProcess 360. The City publishes a step-by-step guide and an FAQ for the system: you pick the one scope of work that best fits the project (staff may change it), add contacts, and upload the submittal. An address or contractor marked “unverified” does not stop the application; office staff check it.

Permit numbers tell you which system a permit lives in: numbers starting with “E” are in eProcess 360, while older seven-digit numbers are still in the City’s former Munis system, which is paid by phone or in person.

  • Plan submittal checklists: new commercial building, tenant improvement, detached garage, demolition, single-family dwelling, change of occupancy, residential remodel, basement finish, accessory dwelling unit, short-term rental, solar and a miscellaneous checklist.
  • Questionnaires: separate electrical permit and re-roof questionnaires.
  • Special Inspection and Testing Agreement, for work that needs special inspections.
  • Owner Builder Form, the State’s unsworn declaration, for owners doing their own work.
  • Change of Use Form, and a request form for revisions to approved plans (email it with your permit number to permits@murray.utah.gov).

Murray building permit fees

Fees come from the Building Division’s fee sheet effective July 1, 2026. Simple residential jobs have flat fees; other work is “based on valuation” (BOV) with a plan review fee (PRF) added as a percentage of the permit fee.

Murray valuation-based permit fee
Total valuationFee
$1–$500$100
$501–$2,000$100 + $3.05 per additional $100
$2,001–$25,000$150 + $14 per additional $1,000
$25,001–$50,000$391.75 + $10.10 per additional $1,000
$50,001–$100,000$643.75 + $7 per additional $1,000
$100,001–$500,000$993.75 + $5.60 per additional $1,000
$500,001–$1,000,000$3,233.75 + $4.75 per additional $1,000
Over $1,000,000$5,608.75 + $3.65 per additional $1,000

Each increment counts “or fraction thereof”. A project valued at $350,000 therefore carries a permit fee of $993.75 + 250 × $5.60 = $2,393.75, before any plan review percentage. The sheet attaches the ICC Building Valuation Data (February 2026) used to value buildings; for a wood-frame one- or two-family home (R-3, type VB) the valuation figure is $175.92 per sq ft.

Card payments in eProcess 360 are limited to $5,000; larger amounts are paid by check in person at the Building Division. Refunds are 50% of the permit fee, and permits of $100 or less are not refunded.

Electrical, plumbing, mechanical and fire permits

The Building Division permits and inspects electrical, plumbing and mechanical work. A stand-alone residential mechanical, plumbing or electrical/service-upgrade permit is $100, and the City publishes an electrical permit questionnaire and a gas line diagram form for those applications. Contractor names, phone numbers, addresses and state licence numbers for the general, electrical, plumbing and mechanical contractors are required before a new-home permit is issued.

The Murray City Fire Marshal (801-264-2780) reviews fire protection work under a separate Fire and Life Safety Fee Schedule: $150 for fire alarm or sprinkler plan review, $50 for each listed test or inspection, and $125 for kitchen hood review and inspection, tank installs and commercial energy storage system inspections.

Application documents and plan review

Murray will not accept an application for plan review until the submittal is complete. The single-family dwelling checklist asks for:

  • Planning & Zoning approval of the project, or a place on the next Planning Commission agenda for final approval
  • A site plan at 1” = 20’ or larger with easements, setbacks, driveways, foundation and lot-corner elevations, slopes steeper than 3:1 and any retaining walls
  • A geotechnical report
  • Floor plans at 1/4” = 1’ or larger, elevations, cross sections, and footing, foundation, framing and roof details
  • Engineer-stamped calculations where the home does not qualify for conventional braced-wall construction
  • Electrical, plumbing and mechanical plans, including Manual J heating and cooling loads and the gas line sizing form
  • The energy code compliance path chosen

The City’s design criteria for structures are Site Class D (or per the geotechnical report), Seismic Design Category D2 for IRC dwellings, a 28 psf ground snow load and a 30-inch frost depth. Applications filed on or after July 1, 2026 must meet the 2024 building, plumbing, mechanical, existing building and energy codes and the 2023 NEC; houses stay on the 2021 IRC.

Murray building inspections

For permits starting with “E”, you request inspections yourself in eProcess 360; the office will not book them for you. Requests for the next business day must be in before 3:00 p.m., and you can book up to 7 business days ahead. A confirmation email gives the date and the inspector’s name and number. On the morning of the inspection, call the inspector between 7:00 and 8:00 a.m. for a closer time; after 8:00 a.m. the window is 8:00 a.m. to 3:30 p.m.

For older permits in the Munis system, call the inspection line at 801-270-2431, option 1, between 8:00 a.m. and 3:00 p.m. on weekdays and leave the permit number, inspection type, date and a contact number; the office calls back to confirm.

The approved stamped plans must be on site in paper form for every inspection. Before occupancy, the general contractor of record collects the sign-offs on the Requirements for a Certificate of Occupancy sheet (building, engineering and stormwater, fire, planning and zoning, and others such as special inspections, the Salt Lake County Health Department or State elevator and boiler inspections where they apply). The City says the certificate or a temporary certificate is issued in 5 to 10 working days.

Local Murray details

Impact fees: the Building Division’s Fees page links Murray City’s own water, sewer, power and park impact fee schedules. The water impact fee for a single-family home is one equivalent residential unit, $3,303.32 in 2026 under the schedule in City Code 3.14.110, rising to $3,342.60 on January 1, 2027. The sewer impact fee (Ordinance 24-06) charges a detached house one ERU; other development pays by meter size or fixture count, for example $1,313 for a 1-inch meter from April 1, 2026.

⚠️ New power impact fees start November 2, 2026. The Municipal Council approved an updated power impact fee ordinance on August 4, 2026; the new fees apply to development submitted on or after November 2, 2026, so check the Power Impact Fee Schedule before budgeting a project filed after that date.

Smelter Site Overlay District: properties in the district need an SSOD permit, applied for in eProcess 360 on a signed and notarized application. Engineering reviews it, other departments sign off, and staff hold a short virtual pre-issuance meeting on the soil handling rules. The SSOD permit costs $500 and does not authorize construction; a building permit is still needed.

Public way: driveways, curb and gutter, drainage and sidewalk work in the public way need an Engineering sign-off (801-270-2454) before the Certificate of Occupancy.
