In unincorporated Meade County, building permits come from the Equalization and Planning Department in Sturgis (605-347-3818), which enforces the most current International Building and Residential Codes under Ordinance 34. Since June 2, 2026 applications can be filed online in the iWorQ Citizen Portal; a house costs $75 for the first $1,000 of building cost plus $4.50 per $1,000 after that, and the county asks for plans at least 72 business hours before a permit is issued.

What needs a Meade County building permit?

Ordinance 34 requires a separate permit before any building or structure in the unincorporated county is erected, enlarged, altered, repaired, moved, improved or converted. Agricultural buildings need one too: on land taxed as agricultural, a building for non-commercial farm use gets a permit with no fee and no inspections, but houses and commercial farm buildings pay the normal fees.

Permit needed

  • New houses, cabins and accessory dwelling units (up to 800 sq ft)
  • Garages, shops and accessory buildings of 200 sq ft or more, or any with utilities or a foundation
  • Additions, alterations and repairs
  • Decks over 100 sq ft, and concrete patios
  • Mobile and manufactured homes
  • Commercial buildings, wind and solar facilities, and demolition

No permit

  • Portable one-story sheds under 200 sq ft with no utilities or foundation
  • Fences and retaining walls
  • Sidewalks and driveways no more than 30 inches above grade
  • Re-roofing with shingles, and replacing siding or same-size windows and doors
  • Decks of 100 sq ft or less
  • Painting, flooring, cabinets and similar finish work

Building, septic, floodplain, approach and earth-disturbance permits are separate, and an accessory building of 200 sq ft or more, or any size used as a cabin or sleeping quarters, must be anchored to code.

Who issues permits in Meade County?

Ordinance 34 names the Equalization and Planning Office as the enforcement agency. Its planning staff review building plans, issue permits and enforce the subdivision, building, wastewater and sign ordinances, and its building inspector carries out the county inspections.

The county has no county zoning ordinance; Box Elder’s own guide notes that zoning does not apply on the Meade County side. Inside the incorporated cities, permits come from these offices:

Applications, forms and contractor licences

The iWorQ Citizen Portal, opened on June 2, 2026, takes residential and agricultural building permits, commercial building permits and septic (onsite wastewater) permits, with plans uploaded online; it also searches existing permits. The Equalization and Planning forms page still offers PDF versions alongside the approach permit, earth disturbance permit, floodplain development permit, demolition permit, stormwater, 911 address request, sign, planning and contractor licence applications, and a subcontractor list.

Commercial projects add the county’s commercial information sheet: buildings over 2,400 sq ft, restaurants and commercial kitchens, and buildings with public balconies must be professionally designed, and new commercial work needs sealed plans from a South Dakota registered architect or engineer.

Contractors working in the unincorporated county need a Meade County contractor’s licence, with proof of general liability and workers’ compensation insurance and a copy of the state excise tax licence. It costs $100 and lasts two years. Landowners working on their own property, and state-licensed electricians and plumbers, are exempt.

Meade County permit fees

Ordinance 34 lets the County Commission set fees by resolution; the current schedule is Resolution 2025-18, effective May 27, 2025, and the October 13, 2026 commission agenda carried no new fee resolution. The fee is based on the estimated building cost, including materials and labor, taken from a signed contractor’s bid or the office’s cost data.

Meade County building and related fees (Resolution 2025-18)
PermitFee
Residential building permit$75 for the first $1,000, plus $4.50 per $1,000 after that
Commercial building permit$150 for the first $1,000, plus $6.50 per $1,000 after that
Mobile home on owned land / in a park or rented lot75% of the residential fee / $250 application fee only
DemolitionNo fee for a residential structure; $150 for a commercial one
Re-inspection$150 each
Septic: new or replacement (non-commercial) / holding tank / drainfield extension / commercial ATU$150 / $125 / $150 / $250
Floodplain development application$250
Approach permit$125
Earth disturbance permit / stormwater plan review$150 / $25 per lot
Variance$300
Contractor licence, 2 years$100

For example, a house with an estimated building cost of $250,000 pays $75 plus 249 × $4.50, or $1,195.50. Building without a permit adds an administrative penalty of $250 to $650 on a house, depending on cost, and $250 for an accessory or farm building. The county’s older printed brochure quotes $125 for a septic permit and $85 for an approach permit; Resolution 2025-18 sets the current $150 and $125.

Electrical, plumbing and septic work

Under Ordinance 34 the electrical, plumbing, fuel gas and fire codes are administered by the State of South Dakota, so electrical permits come from the South Dakota Electrical Commission (605-773-3573) and plumbing permits from the South Dakota Plumbing Commission (605-773-3429). The county framing inspection waits for the state rough-in inspections, and the county final waits for the state finals.

Septic systems are the county’s job under Ordinance 33: a county septic permit is required before any system is installed, a percolation test goes in with the application (or with the septic application if the ground is frozen), and the county inspects the system after installation and before backfilling.

What to submit

  • A foundation plan with footing and wall cross-sections and rebar size and spacing (a post-hole diagram for post-frame buildings).
  • A floor plan and an elevation plan with framing and truss details.
  • A site plan with distances to property lines.
  • Engineered roof truss plans designed for a 40 psf ground snow load and 115 mph wind.
  • A written or typed cost estimate broken down into materials and labor.
  • When they apply: an owner statement if someone else applies, a stormwater site plan for work within 250 feet of a drainage ditch, stream or road ditch, a percolation test for a new septic system, and the warranty deed for property bought in the last 60 days.

Applications missing any of these are not accepted. The application says plan review takes at least two business days, while Ordinance 34 asks for plans at least 72 business hours before a permit is issued; permits are mailed when issued. Structures must sit at least 25 feet from the front and back property lines and 8 feet from the sides, with 25 feet from every right-of-way on a corner lot; setbacks are measured from property lines, section-line rights-of-way and easements.

How to get a Meade County building permit

1. Confirm the jurisdiction

Check that the parcel is outside Sturgis, Summerset, Piedmont, Box Elder and Faith; the Sturgis three-mile area stays with the county.

2. Handle septic and access first

Get the percolation test and septic permit, and an approach permit for a new or changed driveway.

3. Check the site rules

Confirm setbacks, the floodplain map and whether a stormwater site plan or earth disturbance permit is needed.

4. Apply in iWorQ

Choose the residential/agricultural or commercial permit and upload the plans, truss plans, site plan and cost estimate.

5. Pay and receive the permit

The fee is calculated from the cost estimate; allow at least two business days for review.

6. Inspect and occupy

Give 48 hours’ notice for each county inspection and get the certificate of occupancy before moving in.

Meade County inspections

Call the Planning Department at 605-347-3818 at least 48 hours before each inspection. The county requires a foundation inspection before any concrete is poured (footings, walls, mobile home piers and deck piers), a framing inspection after the state electrical and plumbing rough-ins and before insulation and drywall, a septic inspection before backfilling, and a final inspection after the state finals.

A certificate of occupancy is issued once the final passes, and the inspector can give written permission for temporary occupancy of finished parts of a building. A return visit for the same inspection because of poor scheduling or a violation costs $150. Small accessory buildings and non-commercial farm buildings on agricultural land are not inspected.

Local Meade County details

Floodplain: work in a mapped flood area needs a county Floodplain Development Permit before anything else. Flood maps can be seen at the Planning office and at the Sturgis and Piedmont public libraries, and the county’s GIS site shows digital flood maps and letters of map amendment.

Stormwater: disturbing an acre or more needs a state construction stormwater permit as well as the county’s earth disturbance permit.

Commercial demolition: the county issues the permit only after receiving a licensed asbestos inspection and the state demolition and renovation notification, and dates it at least 10 business days after that notice is mailed.

Whitewood Creek: building in the creek’s tailings area follows Ordinance 16.
