Texas County issues no building permits; its permits cover floodplain work, through the Emergency Management Director, and lines crossing county roads, approved by the county commissioners.

Texas County does not issue building permits: the state’s Uniform Building Code Commission lists it as not issuing them. The county requires a floodplain permit, issued by the Emergency Management Director as floodplain administrator, and a commissioners’ permit for pipelines and utility lines in county road right-of-way ($500 for a bored or overhead crossing). Guymon permits construction inside its city limits, and Hooker’s code charges building permit fees.

What needs a permit outside the towns?

County permits

  • Building construction, excavating, grading or drilling in the floodplain
  • Road or driveway construction, or storing equipment, in the floodplain
  • Water, gas, oil, electric, telephone and sewer lines crossing or running along a county road

State permits

  • State Fire Marshal building permit for the use and occupancy classifications in the International Building Code, where no local permit is required
  • Septic system: DEQ Authorization to Construct

Who issues permits in Texas County?

There is no county building department. The Emergency Management Director is the county’s floodplain administrator and supplies flood maps; the Board of County Commissioners approves line crossings, filed through the County Clerk.

Electrical, plumbing, mechanical and septic work

The county issues no trade permits. Guymon issues its own electrical, mechanical and plumbing permits and registers trade contractors; elsewhere, trade contractors work under their Construction Industries Board licences.

  • Floodplain permit: call Emergency Management for the site’s flood map and permit requirements before any work in the floodplain.
  • State Fire Marshal permit: plans through the State Fire Marshal’s Accela Citizen Portal.

How to get permits in Texas County

1. Check town limits

Inside Guymon or Hooker, apply to the city; for other towns, see the table above.

2. Floodplain check

Call Emergency Management (580-338-0911) before building, grading or drilling where the land may be in a mapped floodplain.

3. Road crossings

Submit the crossing form, with a check payable to the Texas County Commissioners, to the County Clerk at least 5 days before a commissioners’ meeting.

4. State permits

Apply to the State Fire Marshal where no local building permit applies, and to DEQ for a septic system.

5. Finish and report

Tell the commissioners’ office when a crossing is complete so it can be inspected on site.

Inspections in Texas County

The county does not inspect buildings. For a road crossing, the contractor contacts the commissioners’ office when the crossing is finished for an on-site inspection. Crossings must be bored on all roads, buried at least 5 feet below the road centerline and 4 feet below the ditch bottom, and encased from right-of-way line to right-of-way line; overhead lines need at least 20 feet of clearance, and no line may cross within 50 feet of a quarter-section corner or 100 feet of a bridge. The commissioners may require a performance bond.
