In unincorporated Halifax County, building, electrical, plumbing, mechanical, insulation and mobile home set-up permits come from the County’s Building Inspection Department at 15 W. Pittsylvania Street in the town of Halifax, which takes applications online through Cloudpermit. The County will not issue one until the zoning compliance certificate and any septic or well permit are on file. A new house is charged $0.25 per square foot, with a $60 minimum, under the FY 26–27 fee schedule.

Who handles permitting in Halifax County?
Building Inspections became its own department on February 1, 2024, when William Flynn took over as Chief Building Inspector. It shares an office with Planning and Environmental Health. Its inspectors cover the unincorporated county, review building plans, keep records of licensed and unlicensed contractors, carry out fire inspections of schools, daycares and businesses, and enforce the County’s Minimum Housing Code.

For example, a 2,000 sq ft house costs $500 for the building permit plus $25 for plan review, before trade permits and the Certificate of Occupancy.

Every trade contractor takes out its own permit from Building Inspection; the County’s pier and boathouse checklist says so directly, and the zoning checklist lists each trade permit as obtained by the contractor doing the work.

County inspectors carry out routine inspections in the unincorporated area under the North Carolina State Building Code. For inspections, contact Building Inspection at 252-583-4891. Have the work ready when the inspector arrives: a locked site or unfinished work counts as a not-ready inspection at $60, and covering work before it is approved costs $150. Inspections outside business hours are available at $65 an hour.
The County also issues the Certificate of Occupancy ($50) or Certificate of Completion ($25) at the end of the job.
