Vicksburg, Mississippi Building Permit Guide

Vicksburg’s Building & Inspection Department at 819 South Street reviews plans and issues building, electrical, plumbing, mechanical and gas permits for work inside the city limits.

Authority: Community Development, Building & InspectionCode: 2018 International Codes, 2017 NECPhone: 601-634-4528

In Vicksburg, building and trade permits come from the City’s Building & Inspection Department (part of Community Development) at 819 South Street, and zoning approval must come first. Building fees follow the valuation schedule adopted in Code section 6-1, so a $200,000 job pays a $760 permit fee, and the department says residential plans are usually reviewed in 1 to 2 days.

Who issues building permits in Vicksburg?

The City’s Community Development division, directed by Jeff Richardson, includes the Building & Inspection Department, which reviews construction plans, issues building, electrical, plumbing, mechanical and gas permits, inspects the work and issues Certificates of Occupancy. Its director also serves as the City’s floodplain administrator. Zoning approval is a separate sign-off that the City requires before any building permit is issued, and the Fire Department joins the final inspections for buildings other than one- and two-family homes.

What needs a permit in Vicksburg

The City requires a building permit to erect, modify, remove or repair any industrial, commercial or residential structure, from new buildings to fences, fireplaces and signs. Separate permits cover electrical, plumbing, gas, mechanical, fire sprinkler, hood and duct, demolition, site grading, house moving and manufactured home work.

Permit needed

  • New buildings, additions, alterations and repairs
  • Decks, and fences over 6 feet
  • Storage buildings over 120 sq ft
  • Pools and hot tubs over 24 inches deep and 5,000 gallons
  • Fireplaces and stoves
  • Any land disturbance that changes the grade (site grading permit)
  • Fire sprinkler systems (three sets of stamped drawings for new systems)

No building permit

  • One-story sheds and playhouses up to 120 sq ft (zoning approval still needed)
  • Fences up to 6 feet
  • Retaining walls up to 4 feet that hold back no surcharge
  • Walks and driveways no more than 30 inches above grade
  • Painting, papering, tiling, carpeting, cabinets and countertops
  • Above-ground prefabricated pools under 24 inches deep
  • Elevators (the City has no elevator permit)

The application asks whether the property is in a historic district, its zoning approval, flood zone, base flood elevation and lowest floor elevation, and the contractor’s Material Purchase Certificate number on jobs over $10,000. Plans are required with every application, every manufactured home and accessory building needs zoning approval regardless of size, and no shed may sit in a front setback. If a building is being enlarged or its use is changing, the form asks the applicant to meet the Zoning Administrator or the historic preservation staff.

Vicksburg permit fees

Section 6-1 of the Code of Ordinances, adopted by Ordinance 2019-17 on November 25, 2019, adopts the Standard Building Code’s recommended permit fee schedule, which the department publishes in its fee handout. The online code, updated through July 10, 2026, still carries that section unchanged.

For example, a $200,000 house pays $460 plus 100 × $3, or $760, for the building permit; the fee sheet also lists $60 for the four new-construction inspections. Work started before the permit is issued pays double the fee.

Trade permits and contractor licensing in Vicksburg

Electrical, plumbing, gas and mechanical permits are issued only to a contractor holding a current master licence registered with the City, or a residential licence for one- and two-family (R-3) work. Vicksburg gives no trade exams of its own: it accepts letters showing an International Code Council or State Board of Contractors exam was passed, or a transfer of a licence from another Mississippi jurisdiction. Licences are renewed by October 10 each year for $50, or $75 after that date, under Code section 6-55; the department’s licensing page still quotes $25, but the code is the adopted figure.

Vicksburg trade permit fees
PermitFee
Electrical$25 permit fee plus a charge per circuit, feeder or service by amperage
Plumbing$10 permit fee, $15 per inspection, plus $2.50 per fixture, drain or trap
Mechanical$10 permit fee, $15 per inspection, plus $10 for the first $1,000 of equipment value and $2 per added $1,000
Electrical, plumbing, mechanical inspections$15 per inspection

General contractors and home builders must show the state licence the State Board of Contractors requires for the job, and file a $5,000 surety bond with the City before a permit is issued (Code section 6-54). The department’s licensing page says plumbing, electrical and mechanical contractors also post a $5,000 surety bond before a permit is issued; the code section setting a trade bond amount was repealed in 2007. An owner may do plumbing, gas or appliance work on a home he owns and lives in without a licence or bond, but still needs the permit and inspections. Hood and duct fire suppression contractors must show a manufacturer’s certificate, and those systems are inspected by both Building & Inspection and the Fire Department.

Plans Vicksburg reviews

The department asks for three sets of construction documents for industrial and commercial projects and two sets for homes. Each set must include:

  • Front, rear and side elevations
  • A foundation plan and a framing plan, each with details
  • A floor plan with details
  • A plot plan with setbacks, drainage, finished floor elevations, the base flood elevation in a flood hazard area, erosion control and any fences, pools or antennas

Industrial, commercial and multi-family projects also need a site plan, which goes to the City’s Site Plan Review Committee. Where plans must be sealed, the architect or engineer must be registered in Mississippi. Review normally takes 1 to 2 days for residential work and 1 to 6 days for non-residential work if nothing has to be added, and the permit is issued once the plans are approved and fees are paid.

Getting a Vicksburg building permit: 6 steps

1. Check zoning, flood and historic status

Zoning approval comes first; in a historic district apply to the Board of Architectural Review, and in a flood zone get a development permit.

2. Line up licensed contractors

The general contractor needs the required state licence and a $5,000 bond; trade contractors need a Vicksburg master or residential licence.

3. Submit the application and plans

File the building permit application with two sets of plans for a house or three for commercial work at 819 South Street.

4. Pay and pick up the permit

After plan approval, pay the valuation fee and inspection fees; trade contractors pull their own permits.

5. Call for inspections

Phone 601-634-4528 at least 24 hours ahead with the permit number, inspection type, date and contractor name.

6. Final inspections and Certificate of Occupancy

Pay any open fees, pass the finals, and collect the certificate (a business licence comes first for commercial use).

Vicksburg inspections and Certificates of Occupancy

Depending on the job, the department carries out up to nine required inspections: setback and site, rough plumbing, sewer, foundation, framing, fireplace, electrical final, gas test and final. Electrical, mechanical and plumbing work each needs a rough-in and a final. Allow at least 24 hours from the request; the inspector marks the inspection card issued with the permit as passed or failed.

A Certificate of Occupancy is needed for any new or modified building and for any change of use. Except for one- and two-family homes, which Building & Inspection inspects alone, the final involves the Fire, Planning and Public Works departments as well. The City calls the applicant, usually within about 2 days, when the certificate is ready, and the Director can issue a temporary or partial certificate in cases of hardship when a performance guarantee is posted.

Vicksburg rules that affect a project

Historic districts: the Board of Architectural Review must issue a Certificate of Appropriateness before any action within a historic district or involving a landmark. Applications go to the Board’s secretary at 819 South Street by 5:00 p.m. on the cut-off date, and the applicant meets with the Board, which sits at 4:00 p.m. on the second and fourth Tuesday of the month in the Robert M. Walker Building, 1415 Walnut Street. Routine repair and painting carry no fee and the secretary can approve in-kind repairs; most other work costs $11 and demolition $51. The signed certificate goes to the Building Official, who then issues the permit.

Flood zones: Chapter 10 of the Code, adopted January 10, 2022, requires a development permit before any work in a flood hazard area and puts the lowest floor of new and substantially improved homes and commercial buildings at least 2 feet above the base flood elevation. Non-residential buildings may instead be floodproofed to the base flood elevation plus 2 feet.

Demolition: the owner shows a deed and a floor-plan sketch, written utility releases and an asbestos exemption where it applies; except for owner-occupied houses and sheds of 1,500 sq ft or less, the contractor needs liability insurance of $50,000 bodily injury and $25,000 property damage. Demolition must be finished within 30 days.

Codes Vicksburg enforces

Under Code section 6-1, Vicksburg enforces the 2018 International Building, Residential, Existing Building, Plumbing, Mechanical, Fuel Gas and Swimming Pool and Spa Codes and the 2017 National Electrical Code. It leaves out the residential energy chapter and the residential sprinkler requirement (section R313), and the building code excludes chapters 13 and 34.

Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
