Building permits in Pearl come from the Community Development Department, 2420 Old Brandon Road (601-932-3526), and applications are filed online in the City’s iWorQ portal. Under the fee schedule adopted on September 15, 2026, a house is valued at $150 per square foot of heated and cooled space, so a 2,000 sq ft home pays a $1,300 building permit fee.
Who issues building permits in Pearl?
The City code makes the Community Development Department responsible for every permit for building, electrical work, repairs, gas, sewer, plumbing and mechanical work, and it defines the City’s building official as the Director of Community Development, currently Brad Robertson. The department also licenses plumbing, electrical, gas and air-conditioning contractors, approves erosion control plans and handles rental registration, privilege licences, sign permits, rezoning and conditional use applications.

Pearl permit fees (adopted September 15, 2026)
The building permit fee is based on the project’s value. For a house, the value is set at $150 per square foot of heated and cooled living space; for commercial work it is the signed contract amount; and for an accessory building it is $50 per square foot.
| Project value | Fee |
|---|---|
| $1,000 or less | $100 |
| $1,000 to $49,999 | $100 for the first $1,000, plus $5 per additional $1,000 |
| $50,000 to $99,999 | $410 for the first $50,000, plus $4 per additional $1,000 |
| $100,000 to $499,999 | $700 for the first $100,000, plus $3 per additional $1,000 |
| $500,000 and up | $1,830 for the first $500,000, plus $2 per additional $1,000 |
For example, a 2,000 sq ft house is valued at $300,000, so its building permit fee is $700 plus 200 × $3, or $1,300, before trade permits.

Pearl requires anyone in the plumbing, electrical, gas fitting, mechanical or air-conditioning business to hold a licence from the City’s building and permit department, and the work must be supervised by a licensed master. The code sets master electrician classes A-1 (all buildings), A-2 (residential wiring in nonmetallic sheathed cable), B (maintenance electricians) and C (short circuits for air-conditioning, heating or sign equipment). Licences from another recognized jurisdiction can be transferred for $100. Master licences renew for $75 before February 1, $100 during February and $150 from March 1; journeyman licences renew for $25 before February 1 and $50 after.
Each subcontractor must be licensed and bonded with the City and either obtain its own permit or sign off on the job’s permit before starting. A residential trade permit costs $100; a commercial one costs $50 per $1,000 of the work. Before a commercial building gets gas or electric service, the building must pass a City inspection, and only Community Development may tell the utility to connect it.

How to apply for a Pearl building permit
Check that the site is inside the city rather than unincorporated Rankin County or a neighboring city.
Apply in the contractor portal so the general contractor and every trade subcontractor are licensed and bonded with the City.
Submit the erosion control application with the site plan; commercial projects get the colored rendering and any architectural review approved first.
File the permit application in the iWorQ portal and attach the plans and supporting documents.
Pay the building permit fee, and the commercial plan review fee where it applies, before work starts.
Supply the compaction test and pre-treat certificate before the foundation work, and the flood elevation certificates where required.
Pearl inspections
The City’s building inspector can be reached at 601-932-3528. Pearl will not do a foundation inspection until it has the compaction test, and the pre-treat certification must be in before the foundation is poured. Pearl’s Official Development Ordinance, adopted July 2, 2024, requires the floor of any building on a lot in a flood-prone area to be at least 18 inches above the 100-year flood level, and building slab and finished grades at least 18 inches above that flood elevation. On a lot in a flood zone, the builder also supplies three elevation certificates: one before the foundation is poured, one after it is poured showing the actual elevations, and one when the job is finished.

Local Pearl rules to know
Architectural control districts: every part of Pearl not zoned R-1, and any R-1 lot used for something other than a detached single-family house, is an architectural control district. There, new buildings, work costing more than $10,000 and exterior changes, including a full repaint in a new color, need approval from the architectural review board, which is made up of the planning commission members; the decision becomes final only after the Mayor and Board of Aldermen approve it. The City also publishes Architectural Design Guidelines.
Design review of every permit: under the Architectural Review Ordinance adopted in October 2023, a building permit application for a new building, addition or alteration must include plans by a licensed architect or qualified designer showing the building from all sides, its materials, colors, roof, openings, grades, parking and drainage. The Community Development Director checks that the design is not excessively similar or dissimilar to buildings within 500 feet. A house application that is not disapproved within 30 days (15 days for revised plans) must be issued, revised commercial and multi-family plans within 60 days, and a refusal on a house can be appealed to the Mayor and Board within 10 days.
Site development and stormwater: grading and site work need a site development permit, and the Official Development Ordinance adopted on July 2, 2024 governs subdivisions and site plans.
Utilities: new single-family sewer connections cost $600, and the West Rankin Regional treatment charge appears on City sewer bills.
Codes adopted by Pearl
Section 8-19 of the Pearl Code of Ordinances adopts the 2018 editions of the International Building, Existing Building, Residential, Plumbing, Mechanical, Fuel Gas, Fire, Swimming Pool and Spa, and Property Maintenance Codes, together with a 2018 electrical code. Where the codes, City ordinances and state or federal rules differ, the most restrictive requirement governs.

None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
