  • Signs
  • Dumpsters
  • Boring, digging, excavating and trenching inside the city

Moving a building into, out of or within the city is prohibited except with a permit, a $500 deposit against damage to streets and drainage, and at least three hours of police escort pay. A boring or digging permit must stay with the crew, and an 811 locate is required first.

Petal permit fees

For example, a $200,000 project pays $473 plus 100 × $2.50, or $723, plus $361.50 for plan review and the $20 issuance fee, before inspection and trade permit fees. The City’s application packet adds that a minimum plan review fee of $350 is charged for each submission and that commercial review may cost more; the adopted ordinance sets the fee at half the permit fee, so ask which applies to a small job. The first two bands do not meet ($25 plus 13 × $6 is $103 at $15,000, while the next band starts at $98), so price a project from the band its value falls in. Registered tax-exempt churches and religious organizations pay no permit fee, only the actual cost of plan review.

Trade contractors in Petal

Every applicant submits a State Board of Contractors licence with the application, and a Contractor Verification form signed by each subcontractor: electrical, mechanical, plumbing, sprinkler, fire and hood. Electrical, mechanical and plumbing subcontractors must hold a City of Petal licence or obtain one.

The City Code requires applicants to be at least 21; a master’s licence needs five years’ experience (or trade school plus one year) and a passing score of 70 on the board’s exam. A new licence costs $150 and the annual renewal $50. The Electrical/Mechanical Board meets on the last Monday of each month and the Plumbing Board on the second Wednesday, both at 5:00 p.m., and both review licence transfer applications.

Plans and documents for a Petal permit

  • Two sets of plans for new construction or significant changes, three for commercial projects: hard copy, full size, to scale, meeting architectural graphic standards, stapled and bound (loose sheets and one-line drawings are not reviewed)
  • A site plan with every plan submission
  • For a typical house: at least a dimensioned floor plan, exterior elevations, roof plan and electrical plan
  • Engineered structural plans for buildings other than light wood frame or over two stories
  • Plans by a Mississippi licensed architect for buildings of 5,000 sq ft or more other than houses, or spaces within them
  • A full description of window, door or fixture replacements where no plans are needed
  • The flood map number, flood zone, lowest floor and base flood elevations, and an elevation certificate in a flood zone
  • The signed instruction sheets, permit acknowledgement and Contractor Verification form

Plan review can take up to 14 business days depending on workload, and a review fee is charged for the first submission and for each resubmission.

Steps to a Petal building permit

1. Check setbacks and flood zone

2. Prepare plans and site plan

Assemble two bound, full-size plan sets (three for commercial) and a site plan.

3. Gather contractor paperwork

Attach the state contractor licence and the Contractor Verification form signed by each licensed subcontractor.

4. Submit and pay for review

Turn in the application at 101 West Eighth Avenue or by mail; plan review takes up to 14 business days.

5. Pick up and display the permit

Pay the fees when you collect the permit and post it before work starts; you receive the inspector’s contact details then.

6. Inspections and Certificate of Occupancy

Book each inspection at least 24 hours ahead and occupy only after all finals and the Certificate of Occupancy.

Inspections in Petal

The City’s website says building, electrical, plumbing and heating and air inspections are scheduled through a third-party contract inspector whose details come with the permit. On September 1, 2026 the Board of Aldermen accepted its inspection contractor’s resignation, and no replacement appears in the Board’s minutes or agendas through October 20, 2026, so confirm who inspects when you pick up the permit. Give at least 24 hours’ notice, keep the field copy of the plans on site and have the contractor or a representative present. Work covered before the City’s inspection must be uncovered.

The permit acknowledgement also requires every site to have a construction entrance, a portable toilet, an on-site dumpster kept off the road and right-of-way, and erosion control. New construction needs a hard-surface driveway and must be built 12 inches above the crown of the road. A new building not on City water service needs a sewer cutoff valve, inspected through Clear Water Solutions. Mud and debris on public or private property must be cleaned up daily, and the building may not be used until a Certificate of Occupancy is issued.

Petal rules that shape a project

Flood zones: Chapter 16 of the City Code (Ordinance 2021 (144), September 7, 2021) requires a floodplain development permit before any development in a special or community flood hazard area. New and substantially improved homes, including manufactured homes, must have the lowest floor at least 1 foot above the base flood elevation, and so must non-residential buildings; heating, electrical and plumbing equipment must also sit at least 1 foot above it. Every new or substantially improved building needs its lowest floor at least 1 foot above the centerline of the street unless the lot’s topography does not allow it. Improvements over a 10-year period count together toward the 50% substantial improvement threshold. The 2024 codes Petal adopted defer to this local ordinance for flood-resistant construction.

Knox boxes: Ordinance 2026-153, adopted July 21, 2026, requires a Knox Box rapid entry key box on all new commercial, industrial, institutional, educational and multi-family buildings, bought and installed by the owner.

⚠️ Proposed flood-zone changes. On August 18, 2026 the Board of Aldermen voted to review two proposed amendments, on culvert requirements in flood zones and on floodwater and drainage plan requirements. No adoption appears on the Board’s agendas through October 20, 2026.

Codes Petal enforces

Ordinance 2026 (152), adopted May 19, 2026 and in force 30 days later, adopts the 2024 International Residential, Building, Existing Building, Mechanical, Plumbing, Fuel Gas, Fire and Property Maintenance Codes, the 2023 National Electrical Code and the 2018 International Energy Conservation Code, with local amendments; fire sprinklers are not required in one- and two-family homes. The online City Code had not yet been updated and still shows the 2018 codes and 2017 NEC.

Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
