Lamar County is one of the fastest-growing counties in Mississippi at about 67,000 residents, the suburban west side of the Hattiesburg metro. The county seat is Purvis. The county has adopted no structural building code, does no structural inspections and issues no certificates of occupancy; its Planning Department issues a $50 residential construction permit, flood permits and site plan approvals in unincorporated areas, while Purvis, Lumberton, Sumrall and Hattiesburg run their own programmes.
This guide covers what the county handles in unincorporated areas, the Hattiesburg-metro growth context, the statewide opt-out framework, and where city-limit work goes instead.
This guide covers unincorporated Lamar County. Purvis, Lumberton, Sumrall and the Hattiesburg city area within the county run their own programmes.
Much of Lamar County’s growth is unincorporated suburb, including the Oak Grove area, so confirming the parcel’s status comes first. About four in five residents live outside any city. Unincorporated work goes to the Lamar County Planning Department; part of the City of Hattiesburg extends into Lamar County and files with the city, not the county.
What requires a building permit in Lamar County?
Mississippi is a local-option state: the Mississippi Building Codes Council designates recent editions of the International Codes as statewide minimum codes, and under Senate Bill 2378 of 2014 counties and municipalities must adopt them unless they opted out before 30 November 2014 (Mississippi Code §17-2-4; the five coastal counties have separate wind and flood requirements under §17-2-1). So the first question on any project here is not what the code says — it is whether the county enforces a building code at all, and what it requires where it does.
Permit required
- New residential and commercial construction, additions, alterations and conversions
- Structural and load-bearing work, foundations, decks, porches, ramps and stairs

- Plumbing alterations, repipes, water heaters, backflow and sewer or gas connections

Typically exempt
- Painting, wallpapering, tiling, carpeting and cabinet installation
- Minor repairs and finish work replacing materials in kind
- Small accessory structures below the local size threshold, where zoning allows
- Farm structures and manufactured housing, which the code chapter exempts

Which code applies — and whether one applies
Lamar County has not adopted structural building codes for its unincorporated areas. The Board of Supervisors has implemented no code-based inspections and does not issue certificates of occupancy; the county publishes a verification letter saying so, and the Planning Department will provide a site-specific letter on request. State law still requires every county to require permitting as a condition of construction (Miss. Code § 19-5-9(11), amended by House Bill 1163 of 2022), so the county adopted a Residential Construction Permitting Ordinance on 5 July 2022, in force from 5 August 2022.
Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code. Permit types
Residential permits
Unincorporated residential work is mostly subdivision and suburban construction on the west side of the metro. The county requires its $50 Residential Construction Permit before work starts on any residential project large enough to need a state-licensed contractor, including remodels or expansions over $10,000 (each contractor or subcontractor hired needs one), and for solar projects not installed by the landowner. An owner may build one house a year without a contractor’s licence, but any project manager, gas, HVAC, electrical or plumbing contractor the owner hires needs a permit. The application records the contractor’s material purchase certificate number or taxpayer ID with a W-9, and the MSBOC licence or certificate of responsibility. A Flood Permit is required for any structure that needs a utility.
Commercial permits
Commercial development in unincorporated areas goes through the county’s site plan review, zoning, storm water and flood permit rules; there is no structural code review. Since 2019 the county inspects site-plan-approved developments for site plan and storm water compliance. Commercial work of $50,000 or more needs an MSBOC certificate of responsibility.
Mississippi licenses contractors through the Mississippi State Board of Contractors: a commercial certificate of responsibility for commercial and public work of $50,000 or more, a residential builder licence for a new home costing more than $50,000, and a residential remodeling licence for improvements to an existing home costing more than $10,000. Below those amounts Lamar County’s own permit, inspection and registration rules still apply where it enforces the code. Contractor licensing in Mississippi
Lamar County permit costs and fees
The Residential Construction Permit costs $50, paid at application. Budget separately for any flood permit, site plan and storm water requirements, and for city fees inside Purvis, Lumberton, Sumrall or Hattiesburg. There is no separate state permit fee.

Trade permits and who may pull them
Trade permits are generally separate from the building permit and are issued to the licensed installer where a jurisdiction enforces the code. State licensing through the Mississippi State Board of Contractors starts at $50,000 on commercial work and above $10,000 on residential remodeling, and the Board states that residential electrical, plumbing or HVAC work under $10,000 needs no state licence; a jurisdiction may add its own registration, so the credential check depends on both the project value and the jurisdiction. Confirm each before filing rather than after the first correction notice.
Permit required
- Service installations, panel upgrades, new circuits, solar PV and EV chargers
- New plumbing, repipes, water heater change-outs, fixtures, backflow and gas piping
- HVAC installation and change-out, ductwork, venting and commercial kitchen exhaust
- Sprinkler, standpipe and fire alarm work on commercial and multi-family structures
Typically exempt
- Replacing a fixture, switch, receptacle or light with no alteration to wiring or piping
- Clearing a stoppage without replacing or rearranging concealed piping
- Filter, thermostat and routine component service
- Appliance repair that does not alter the gas, electrical or venting connection

How to apply for a Lamar County building permit
The Hattiesburg city area and the towns file with their own offices.
New homes, remodels over $10,000, contractor-installed solar; flood permit for any structure with a utility.
Commercial certificate at $50,000; residential builder above $50,000, remodeling or roofing above $10,000.
MSBOC classifications on commercial; local registration where required.
Ask which sets and forms the office needs.
Confirm receipt and check status at intervals.
In Mississippi, correction cycles turn mostly on the local layer: which code edition Lamar County enforces, whether a coastal or flood-zone parcel triggers wind and elevation requirements, whether the project value crosses a state licensing threshold, and whether the submittal has the sets and forms the office requires. Permits also carry a validity period set by the issuing jurisdiction, so confirm the expiry on phased or delayed work. Review and corrections in Mississippi
Inspections in Lamar County
Lamar County does no single-family or structural inspections in unincorporated areas and issues no certificate of occupancy. It does inspect site-plan-approved developments for site plan and storm water compliance, and sites of 1 to 5 acres must keep a storm water self-inspection form on site. Inside Purvis, Lumberton, Sumrall and Hattiesburg, the city inspects.
Confirm bookings rather than assuming them, and give the notice the office asks for — an unconfirmed inspection request is a scheduling risk you can remove with one call or visit.

Lamar County permit search and official resources
Permit records in Mississippi sit with the local authority that issued them. For unincorporated Lamar County, the Planning Department holds residential construction, flood and site plan permits; there are no building-code inspection records or certificates of occupancy, and the department can issue a site-specific letter confirming that. If you are buying, refinancing or renovating, ask what it holds for the parcel.
Confirm whether a code is enforced, then confirm the local layer. Mississippi’s opt-out framework means the answer varies by jurisdiction; the fee schedule, submittal list, review turnaround and any coastal or flood requirements are the local authority’s to set. Confirm current requirements, fees and review turnaround for your filing date.
These are the primary sources behind this guide. Codes, fee schedules and portal procedures change, and a jurisdiction’s own published packet can lag — the adopted ordinance governs, not an un-updated handout. Confirm the position for your filing date.

Frequently asked questions
Where do I get a Lamar County building permit?
From the Lamar County Planning Department (601-794-1024) for unincorporated areas: a $50 Residential Construction Permit, plus flood and site plan permits where they apply. Purvis, Lumberton, Sumrall and the Hattiesburg city area run their own programmes.
Inspections are where schedules slip.
Get a free quote →Does part of Hattiesburg lie in Lamar County?
Yes. The City of Hattiesburg extends across the Lamar-Forrest line; work in the city area files with the city, not the county.
Does the state building code apply automatically?
No. Lamar County has not adopted structural codes for its unincorporated areas, so there are no county code inspections or certificates of occupancy; the cities inside the county set their own rules.
Do I need a contractor licence for a small county job?
A state residential builder licence is required above $50,000 for a new home, and a remodeling or roofing licence above $10,000, but a local permit and inspection may still apply where the code is enforced.
Who handles septic and wells?
The Mississippi State Department of Health regulates on-site wastewater; a rural build usually needs a permitted system before occupancy.
How do I run a Lamar County permit search?
Ask the county what it holds for the parcel; city work sits with the city that issued it.
