Inside Clarksdale, building and trade permits come from the City’s Public Works Department, whose Inspections Department reviews plans and inspects the work. You fill in the online application or the paper trade forms and send them, with any plans, in person, by email or by fax. A $200,000 project pays a $969 building permit fee under the schedule in section 6-1 of the City code, plus a $1 state filing fee.
Who issues building permits in Clarksdale?
The Public Works Department runs the City’s Inspections Department, alongside the street, sanitation and shop divisions, and handles a project from planning through occupancy. The zoning ordinance names the zoning administrator as the official who issues all building permits, and the building inspector is also the City’s floodplain administrator. The City’s code enforcement officers are listed under Public Works as well.

Clarksdale building permit fees
Fees are set in section 6-1 of the Code of Ordinances, the building code section last amended by Ordinance 2014-12 on November 24, 2014. The building permit fee is based on the total valuation of the work, and the application adds a $1 State of Mississippi document filing fee to every permit.

Electrical, plumbing, gas and mechanical permits in Clarksdale
Each trade has its own Inspections Department form, and section 6-1 sets the fees:
| Permit | Fee |
|---|---|
| Electrical, new residential service | $0.50 per amp ($50 for 100 A, $100 for 200 A) plus a $20 initial fee |
| Electrical, new commercial or industrial service | $1 per amp plus a $20 initial fee |
| Electrical additions and renovations | First 25 fixtures $4, each extra fixture $0.50, circuits $2 each, special circuits $3 each, motors $5 each |
| Plumbing | $4 per fixture; sewer or water line repair $10; new sewer or water line $15; sprinkler $5; $20 issue fee |
| Gas | Air test $10; first 4 outlets $10, each extra outlet $2; each furnace, boiler, central unit or water heater $10; $15 issue fee |
| Mechanical | $30 initial issue fee |
The City’s current electrical form shows a $25 residential initial fee instead of the $20 in section 6-1, and the mechanical form adds charges by equipment size (from $5 to $35) on top of the $30 issue fee, so the Inspections Department’s figure may differ from the code.
Who may do the work: electricians are licensed by the City’s electrical inspector after a sworn statement of at least one year’s experience, and must post a bond of $1,000 (jobs up to $1,000) or $2,000 and hold a City privilege licence. Plumbers and gas fitters must pass the City’s board of examiners. An owner may pull a permit to wire a dwelling he or she occupies, or to do the plumbing on his or her own premises, but the permits, inspections and fees still apply.

Inspections are carried out by the Public Works Inspections Department (662-621-8142). The first inspection is covered by the permit fee, and each re-inspection costs $25. Electrical wiring and raceways may not be covered until the inspector has approved them, and the code gives the electrical inspector 48 hours (excluding Sundays and holidays) after written notice that wiring is ready. A sewer or drain must not be covered until the plumbing inspector has seen it.
In a flood hazard area the floodplain administrator inspects at least three times: when the base flood elevation mark is set, when the footprint or lowest floor is set, and at completion. A surveyed certification of the lowest floor is due before framing continues.
Local Clarksdale rules that shape a project
Flood zones: under Chapter 8A, amended by Ordinance 1038 on December 21, 2011, a development permit is required before any work in a special flood hazard area or a community flood hazard area, including land within a buffer along blue-line streams. The City sets a freeboard of 18 inches, so new and substantially improved homes, commercial buildings and manufactured homes must have the lowest floor at least 18 inches above the base flood elevation, recorded on a FEMA elevation certificate by a Mississippi engineer or surveyor. A residence cannot get a floodplain permit until the owner has a Notice of Intent from the Mississippi State Department of Health for the sewage system or proof of a sewer connection.
Historic preservation: Chapter 11A requires a certificate of appropriateness before any exterior feature of a designated landmark or a resource in a historic district is altered, relocated or demolished. The Historic Preservation Commission makes a recommendation and the Board of Mayor and Commissioners decides. No building permit affecting a resource is issued without the certificate, and an approved certificate lapses after six months if the work has not been started and substantially completed.
Moving a building: moving a house or other structure into, out of or within the city needs a permit from the Board of Mayor and Commissioners and a $2,500 bond, which the board may waive if the mover carries the liability insurance set in section 6-9.

Ordinances adopted on November 24, 2014 put Clarksdale on the 2012 International Building, Residential, Mechanical, Plumbing and Swimming Pool and Spa Codes. The electrical chapter still adopts the 2005 National Electrical Code, and the existing building code is the 2003 edition. The online Code of Ordinances is codified through July 26, 2024. A rewritten zoning ordinance (draft of November 19, 2025) was posted on the City website in January 2026; it keeps the rules quoted here that the zoning administrator issues all building permits and that a permit expires if work has not begun within 90 days.
Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
