Building permits in Canton come from the City’s Building & Zoning Department (the Building & Development Department in the City’s code), led by Director Ed Jones at 226 East Peace Street. Its Building Official approves residential plans, takes applications for architectural review of commercial and multifamily buildings and administers the flood rules, and issued permits can be looked up in the City’s iWorQ citizen portal.

Who issues building permits in Canton?

The Building & Zoning Department enforces the City’s building standards and its Unified Development Code, which covers zoning, land disturbance, subdivisions, architectural review, signs, landscaping, flood damage prevention, storm water and historic preservation. Under the code, building permits are obtained from the Building Official, and the Building & Development Director issues site grading permits.

Canton permits and approvals

The Unified Development Code ties several approvals to the building permit. A building permit or change of use permit is needed for new structures and changes of use, including a home occupation. Site plans for multifamily, commercial and other developments the code lists go through City staff, the Planning Commission and the Mayor and Board of Aldermen, which approves them by resolution.

Canton permit fees

Section 7-17 of Canton’s Code of Ordinances adopts the recommended schedule of permit fees in Appendix B of the 1997 Standard Building Code, covering building permit, moving, demolition and penalty fees. The Code does not print the amounts, so Building & Zoning (601-859-4331) gives the fee for a project; the mechanical, plumbing and gas codes likewise adopt their own appendix fee schedules. The fees the City’s codes do print are:

Fees printed in Canton’s codes
ItemFee
Electrical permit (sec. 11-51)$10 to issue the permit, plus $1.50 per 100-volt circuit, $3 per single-phase or $4.50 per three-phase 230-volt circuit
Larger electrical circuits (sec. 11-51)$4.50 each for 100–200 amp circuits, rising by size to $45 each over 2,000 amps
Site grading permit (UDC)At least $50 plus at least $25 per acre disturbed
Temporary sign / temporary banner (UDC)$10 / $35
Appeal of a grading decision (UDC)$50, refunded if the appeal is upheld

Repainting a commercial building a new color counts as an alteration needing architectural approval, but only paint samples are required and the administrative fee is waived. The permit fee is paid to the building official once the application is ready to issue. Board of Aldermen agendas from July to October 2026 include no change to permit fees.

Trade work and contractor licensing in Canton

Canton licenses electricians, plumbers, gas fitters and air conditioning contractors through its own mechanical licensing board, made up of an air conditioning contractor, two master electricians, two master plumbers and health office and utility representatives. A master licence needs five years’ experience in the trade, or a trade school, technical school or college plus one year of practice, and five letters attesting to experience and character; applicants pay a $50 examination fee and must score at least 70%. Before the licence is delivered, the contractor posts a bond and files liability insurance of at least $25,000 for injury to one person and $50,000 for property damage. Licences not renewed before February 1 may require a new examination, and all electrical, plumbing, gas and air conditioning work must be supervised by a licensed master.

An electrical permit is needed before any wiring is installed or altered, and wiring must be inspected before it is covered and before it is connected to service; the inspector can allow temporary service for up to 30 days. Installing an air conditioning unit on the City’s electric system needs a permit from the utilities department superintendent, who checks that the transformer can carry the load. The City’s mechanical inspector works under the Canton Municipal Utility Commission Board alongside Building & Zoning. Contractors also need any licence the Mississippi State Board of Contractors requires for the size of the job.

What Canton reviews before issuing a permit

Under section 7-4 of the City Code, the property owner signs the building permit application and files it with the building official, with two complete sets of plans for residential work or three sets of plans and specifications for commercial work. A residential application includes a plot plan with setbacks; a commercial one needs a site plan by a Mississippi-registered engineer or land surveyor and building plans by a registered architect or engineer, and both show the zoning and flood zone of the site and its neighbors. The building official circulates each application to the city clerk, utilities manager, public works director, fire inspector, city engineer and city attorney (and to the Historic Preservation Commission chair in the historic district), and the issued permit must be posted where it can be seen from the street.

All zoned land in Canton is an architectural control district. Commercial, industrial, multifamily and public buildings outside the historic districts need the exterior elevations approved by the Canton Architectural Review Board before they are built, rebuilt or altered; the application to the Building Official includes:

  • An architectural rendering and plans showing the style, with all colors, materials and finishes noted
  • A site plan meeting the City’s site plan rules, including a landscaping plan
  • A vicinity map

The Board records its decision no later than its next regular meeting after the hearing and issues a Certificate of Approval; a rejected applicant can return within 90 days after meeting the Board’s recommendations. In residential, manufactured home and agricultural districts, the Building Official approves the plans instead. A site grading permit needs a Land Disturbance Plan, and the Mississippi Department of Environmental Quality must approve that plan first when more than 5 acres are disturbed or the work is part of a commercial site plan.

How to get a building permit in Canton

1. Confirm the parcel is in Canton

Land outside the city limits goes to Madison County Planning and Zoning.

2. Check zoning and districts

Use the City’s zoning map to see whether the site is in a historic district, a flood zone or a district needing architectural review.

3. Get the board approvals first

Commercial and multifamily exteriors need a Canton Architectural Review Board certificate; historic district work needs a Certificate of Appropriateness; listed developments need site plan approval by the Mayor and Board of Aldermen.

4. Apply at Building & Zoning

File the building permit application and plans at 226 East Peace Street and ask for the fee.

5. Add grading or flood permits

Land disturbance needs a site grading permit; work in a flood hazard area needs a floodplain development permit.

6. Track the permit

Look up the permit status in the iWorQ citizen portal with the permit number.

Inspections in Canton

Building & Zoning enforces the City’s minimum building code standards; call the department at 601-859-4331 about inspections. In a flood hazard area, the permit holder must give the floodplain administrator a surveyor’s or engineer’s certification of the lowest floor elevation as soon as the floor is placed, and work done before that certification is submitted is at the permit holder’s risk.

Canton rules that shape a project

Historic districts: the Unified Development Code creates a Historic Residential District (HR) and a Historic Commercial District (HC-1). Under Chapter 9, no exterior feature of a landmark or of a building in a historic district, including walls, fences, steps, paving, trees and signs, may be built, altered, moved or demolished until the Historic Preservation Commission has reviewed an application for a Certificate of Appropriateness and the City has approved it. Ordinary maintenance that does not change the design, material, color or appearance needs no certificate.

Flood zones: the Building Official is the floodplain administrator under Chapter 7 of the 2018 Unified Development Code (the older Chapter 12½ of the City Code, from 1998, names the City Engineer). A development permit is required before work in a special flood hazard area, and new or substantially improved homes and commercial buildings must have the lowest floor at least 1 foot above the base flood elevation.

Land disturbance: clearing, stripping, grading, excavating or filling that changes the grade or may cause erosion needs a site grading permit and a Land Disturbance Plan.

Codes Canton enforces

Canton’s Code of Ordinances, codified through April 2019, still adopts the 1997 Standard Building, Mechanical, Plumbing and Gas Codes and the 1996 National Electrical Code (sections 7-17, 7-26, 26-16, 26-45 and 11-51), and its development rules are in the Unified Development Code, the October 2007 edition as amended in February 2018. Ask Building & Zoning (601-859-4331) whether a later code edition applies to a project.

Some work is exempt statewide: farm structures once the owner files an affidavit (Mississippi Code §17-2-7), and manufactured housing built to federal standards, certain industrial and utility facilities, buildings on non-public fairgrounds and hunting or fishing camps with an owner’s affidavit (§17-2-9). None of these exemptions reaches floodplain rules. The state minimum codes are the Mississippi Building Code and Mississippi Residential Code, the residential code drawn from the 2021 International Residential Code.
