Northborough’s Building Department, run by the Inspector of Buildings and Zoning Enforcement Officer, Robert Frederico, issues building, electrical, plumbing, gas and HVAC permits from the Town Offices at 63 Main Street, and the town says all of them should be pulled online. The building fee schedule effective January 1, 2026 charges $10 per $1,000 of the construction value the Building Inspector approves, with a $60 minimum, and new construction is valued from ICC valuation data.
Two local rules matter early: inspections are booked by phone call or text to (508) 393-5010, because the online portal does not take inspection requests, and a new building, an addition or an in-ground pool needs a certified plot plan from a Professional Engineer or Registered Land Surveyor.
The department covers all of Northborough; Westborough, Shrewsbury, Marlborough and Southborough each issue their own permits.
What requires a building permit in Northborough?
The January 2026 building fee schedule is the clearest local list. It gives a fee line, residential and non-residential alike, for each kind of work the department permits, and several lines carry a size threshold.
Work on the 2026 schedule
- New construction, additions, alterations and renovations
- Garages and foundation-only permits
- Solar, HVAC and energy storage systems
- Doors, roofing, siding and windows
- Decks, porches and gazebos
- In-ground and above-ground pools
- Chimneys, solid fuel stoves, insulation and weatherization
- Tents, trailers and other temporary structures
- Demolition and signs
- Changes of use
Thresholds printed on the schedule
- Barns, sheds and pool houses appear when their floor area is greater than 120 square feet
- Retaining walls appear at 4 feet or higher
- Fences appear at 7 feet and higher, on the same $60 line as pool safety barriers (pool fences)
- An in-ground pool is priced for multiple inspections
The department also issues annual Certificates of Inspection, at $100, for public and semi-public pools, bars, restaurants and private schools. A change of use costs $100, and if construction is needed for the new use, the building permit fee is added.
What the town decides and what the state holds
780 CMR, the state building code, comes from the Board of Building Regulations and Standards, and Northborough cannot rewrite it; the department links the board’s FAQs for code questions. What the town sets is its own fee schedules, revised effective January 1, 2026, and its zoning bylaw, which requires the certified plot plan in section 7-03-010 (D) and maps a Groundwater Protection Overlay District. Signs follow the town’s sign by-laws. The fee sheet puts it in one line: all work must meet the state building codes and the state and municipal zoning codes.
Northborough building department: who handles permitting
The Inspector of Buildings also serves as Zoning Enforcement Officer, so zoning questions and building questions go to the same office. Electrical inspections and plumbing and gas inspections each run in their own time slots, and gas fitters must register with the town’s Gas Department before they can get a permit.

Permit types
Residential permits
Northborough’s Online Permit Center, linked from the Building Department page, is where building, plumbing, gas, electrical and HVAC applications are filed. For a new building, an addition or an in-ground pool, start with the plot plan. Under zoning bylaw section 7-03-010 (D), any new building or structure, any addition and any in-ground pool that needs a building permit must come with a certified plot plan, except agricultural buildings, tents, sheds and on-ground or above-ground pools. The plan shows the lot lines, every existing building and easement, the new work with its perimeter dimensions and its front, side and rear setbacks. It also notes the street address, the Assessors map and parcel, the zoning district, any part of the lot in the Groundwater Protection Overlay District, the flood hazard determination from the FIRM, the scale, date and tolerance, and a certification that the work conforms to the zoning bylaw.
The department keeps pages on Construction Supervisor Licenses and Home Improvement Contractor registration and on swimming pools. Residential doors, roofing, siding and windows are a flat $60, but a permit that combines several of those items is charged $10 per $1,000 instead.

Commercial permits
Non-residential new buildings, additions and renovations pay the same $10 per $1,000 of approved value, and commercial roofing, siding, doors and windows are also charged by value, with the $60 minimum. The department posts the Architectural Access Board’s accessibility link and examples of commissioning matrices for designers. Commercial wiring is priced at $0.60 per amp with a $200 minimum, and each tenant space needs its own electrical permit.
For tenant improvements and new commercial builds, Alliance handles commercial building permits through issuance. More on this: commercial building permits explained.

- Zoning: the Inspector of Buildings enforces the zoning bylaw; the department posts a Zoning Interpretation Request Form for questions about how the bylaw applies, and ZBA applications and forms for variances and special permits.
- Plot plan: a plan prepared and certified by a Professional Engineer or Registered Land Surveyor, including the flood zone call and any Groundwater Protection Overlay area.
- Conservation Commission: work near wetlands is reviewed under the state Wetlands Protection Act before the permit.
- Board of Health: a lot on a septic system needs the board’s Title 5 approvals.
- Signs: sign permits follow the town’s sign by-laws.
Northborough permit costs and fees
All four Northborough fee sheets (building, electrical, gasfitting and plumbing) are dated effective January 1, 2026. The building sheet states that no refunds are given and that, except in emergencies as the Inspector decides, work without a permit pays twice the permit fee.
| Work | Fee |
|---|---|
| New construction, addition, alteration, renovation; garage; foundation only | $10 per $1,000 of approved construction value; $60 minimum |
| Barn, shed, pool house over 120 sq ft; retaining wall 4 ft or higher | $10 per $1,000; $60 minimum |
| Solar, HVAC, energy storage systems | $10 per $1,000; $60 minimum |
| Doors, roofing, siding, windows | Residential $60 ($10 per $1,000 for several items on one permit); commercial $10 per $1,000, $60 minimum |
| Deck, porch, gazebo; in-ground pool | $150 |
| Chimney; fence 7 ft and higher or pool barrier; above-ground pool; insulation; solid fuel stove; tent or trailer | $60 each |
| Change in use | $100, plus the building fee if construction is needed |
| Certificate of Inspection (annual: public or semi-public pools, bars, restaurants, private schools) | $100 |
| Demolition / signs, as the sheet’s rows read | $4.00 per sq ft / $50 minimum |
| Change of owner or builder; replacement permit | $60 each |
| Re-inspection or additional inspection | $60 |
| Work without a permit | 2 times the permit fee, except emergencies as the Inspector determines |
Worked example: if the Building Inspector approves a construction value of $400,000 for an addition, the building permit is 400 × $10 = $4,000. A new deck or porch is a flat $150 whatever its size, and a re-roof on a house is $60. For a new house the value comes from ICC valuation data, so the department sets the figure. On the printed sheet the demolition line reads $4.00 per square foot and the sign line $50 minimum; the two rows sit side by side, so confirm the demolition charge with the office before budgeting a teardown.

Call 1-855-478-4290 →Trade permits and who may pull them
The plumbing sheet says that only a licensed plumber or gas fitter may pull a permit, and the licensed plumber must be on site for the rough inspection. Gas fitters need a valid Massachusetts gas fitter license and insurance registered with the Town of Northborough Gas Department before any permit is issued, and they too must attend the rough inspection. Electrical work is done by a state-licensed electrician, and a separate electrical permit is filed for each dwelling unit or tenant space. On the building side, the town’s CSL and HIC page covers the construction supervisor license and home improvement contractor registration rules.
| Permit | Fee |
|---|---|
| Electrical, residential new construction (per unit) | $275 |
| Electrical, residential additions, alterations, renovations (per dwelling unit); solar or pools | $120 |
| Electrical, single fixture; fire alarm or security; A/C unit | $60 each |
| Electrical, commercial new construction or rewiring | $0.60 per amp, $200 minimum |
| Electrical, commercial temporary service / phone and data / fire alarm or security | $100 / $60 / $60 |
| Electrical, commercial A/C units | $60 + $10 per unit or location |
| Electrical emergency or after-hours call-out | $250 |
| Plumbing, new dwelling unit | $80 for the first 10 fixtures + $12 each additional |
| Plumbing, existing dwelling | $60 first fixture + $8 each additional |
| Plumbing, single fixture; sewer connection or conversion | $60 each |
| Plumbing, commercial new or alteration / repair with one inspection | $120 + $12 per additional fixture / $80 |
| Gas, new or existing dwelling unit | $80 for the first 4 fixtures + $12 each additional |
| Gas, single fixture, residential / commercial | $60 / $80 |
| Gas, commercial new or existing unit / rooftop unit | $120 + $12 per additional fixture / $80 per unit |
| Re-inspection, any trade | $60 |
Rather not deal with the building department?
Get a free quote →For a new house with 14 plumbing fixtures and 6 gas fixtures, the plumbing permit is $80 + 4 × $12 = $128, the gas permit $80 + 2 × $12 = $104, and the electrical permit $275. When an existing house is completely altered, plumbing is charged at the new-construction rate. An electrical permit lapses if no work starts within 60 days of issue, or if work starts but is not carried on, and the electrical and plumbing sheets double the fee when work begins without a permit.
How to apply for a Northborough building permit
Read the zoning bylaw, file a Zoning Interpretation Request if the answer is unclear, and go to the ZBA if the project needs relief.
Have a Professional Engineer or Registered Land Surveyor prepare and certify the plan for any new building, addition or in-ground pool.
Collect the construction supervisor license and HIC details, and make sure the gas fitter is registered with the Gas Department.
Submit the building application with plans and the plot plan; each trade files its own permit online.
Pay the fee assessed from the approved construction value; fees are not refunded.
Call or text (508) 393-5010 within each inspector’s request rules.
Review, corrections and what causes delay
Under 780 CMR 105.3.1 the building official must act on an application within 30 days of its filing. In Northborough the usual causes of delay sit in the paperwork the town asks for: a plot plan without one of the required notes (zoning district, overlay area, flood hazard determination, conformity certification), a construction value the Inspector does not accept, or zoning relief not yet granted. A change of builder or owner during the job means a $60 administration fee.
Inspections in Northborough
Inspections are not booked through the portal: call or text (508) 393-5010. Building inspections run Monday to Friday from 8 to 11 am and must be requested by 3 pm the day before. The wiring inspector works Monday to Thursday from 3 to 5 pm, and plumbing and gas inspections run Monday to Friday from 8:30 to 10:30 am with 24 hours’ notice.
Each trade fee covers a set number of visits. An electrical permit includes one rough and one finish inspection; a plumbing or gas permit includes one underground, one rough and one final inspection. Any further visit costs $60, as does a building re-inspection. Special wiring work after hours can be arranged at least 48 hours ahead for $250.
Building and energy code in Northborough
Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules

FEMA lists Northborough in the participating section of its Community Status Book for the National Flood Insurance Program; its first flood insurance rate map dates from November 15, 1979 and its current effective map from July 16, 2014; the certified plot plan must state the lot’s flood hazard determination from the FIRM.
