Needham’s Building Department, in the Public Services Administration Building at 500 Dedham Avenue, issues building, electrical, plumbing, gas and mechanical permits, and every application goes through the Town’s OpenGov (ViewPoint Cloud) portal. Permits cost $10 per $1,000 of estimated construction cost, with a $150 minimum for a one- or two-family home, and new construction has been under the Specialized Energy Code since July 1, 2024.

What requires a building permit in Needham?

The Building Department’s answer is broad: a permit is needed whenever a project involves construction, reconstruction, alteration, repair, removal or demolition of a structure, any change of use, or installing or altering equipment the State Building Code regulates. Its “Process Resources” pages walk through the common jobs in this town of about 32,900 people (Census estimate, 2025): new houses, demolition, additions, remodeling, sheds, decks, siding and roofing, pools, solar panels, fireplaces and woodstoves, septic work and street openings.

Shed needs a permit

  • Ground coverage of 100 square feet or more
  • Fixed permanently to the ground or to a structure
  • A height of 8 feet or more
  • A certified plot plan as well if it is over 15 feet tall on a permanent foundation

Shed without a permit

  • A shed that meets none of those tests
  • It must still sit at least 5 feet from the side and rear lot lines
  • Zoning Bylaw section 1.3 defines what counts as a structure

What Needham decides and what the state holds

The construction standards are 780 CMR, written by the Board of Building Regulations and Standards, and Needham cannot change them. The Town’s part is the fee schedule, the online-only filing rule, the Zoning Bylaw, the wetlands and stormwater by-laws, three designated scenic roads, the demolition delay for buildings in the Historical Commission’s inventory, and the energy code. On the energy code, the October 2023 Special Town Meeting adopted Article 15, replacing the Stretch Energy Code the Town had used since 2020 with the Municipal Opt-in Specialized Energy Code from July 1, 2024. The General By-Laws compilation posted on the Town site is dated July 2023 and still prints the older Stretch section.

Needham building department: who handles permitting

The Building Department administers the state building and specialty codes and the local Zoning By-Law, reviews plans, issues permits, inspects construction and makes periodic safety inspections of multi-family buildings, restaurants, schools, places of worship, museums and other assembly uses. Two local building inspectors, two wiring inspectors and two plumbing and gas inspectors work under Building Commissioner James Sullivan.

Septic permits are not issued here: they come from the Public Health Division at 178 Rosemary Street. Sewer connections go to the DPW Sewer Division at 500 Dedham Avenue (781-455-7534), and second or irrigation water meters are installed only by the Water Department after a paid plumbing permit.

Needham permit types and the approvals that come first

Every application and attachment is uploaded to OpenGov; the department no longer accepts paper permits, and a change to an active permit needs a new application rather than an amendment. Pay attention to the plot plan: Needham requires a boundary plot plan prepared and certified by a Massachusetts Registered Land Surveyor, on the Town’s own plot plan form, for new houses, additions, decks and demolitions.

Residential permits

A new house or addition needs the application, the workers’ compensation affidavit, a debris removal form, proof of ownership, the certified plot plan (showing topography, setbacks, lot coverage and zoning district), two sets of construction drawings with a design professional’s stamp where engineered materials are used, and the Energy Conservation Form. Energy compliance can be shown three ways: the prescriptive IECC path, REScheck, or a HERS rating. An as-built plan is required before framing starts.

Homeowners can take out a permit only for a single- or two-family home they live in, using the Homeowners Exemption Eligibility Affidavit. The department warns that a homeowner permit can leave the owner liable for contracted work and outside the Home Improvement Contractor arbitration program and Guaranty Fund.

Commercial permits

Commercial and three-family-and-up work starts at a $200 minimum and is valued at $70 per square foot for alterations and $100 for new space on the department’s cost table. Places of assembly need a certificate of inspection under the State Building Code, and the department carries out the periodic safety inspections of multi-family, restaurant, school and assembly buildings.

Demolishing a building in Needham

Demolition has the longest checklist. Before the building application is filed, the Health Department approves a Notification of Demolition, which is then hand-delivered to the Fire Department at 88 Chestnut Street so a fire inspector can confirm hazardous materials are gone and issue a letter. The packet also needs disconnection letters from the Town water and sewer departments, the Fire Department and the electric, gas, telephone and cable companies, proof of ownership, Conservation Commission approval, the HVAC contractor’s record of Freon recovery and a Notice of Demolition Affidavit confirming that abutters were told the demolition date. Owners of non-conforming lots or buildings are advised to meet a building inspector first.

If the building is in the Needham Historical Commission Inventory, the department sends the application to the commission within five business days. The commission decides within 21 days whether the building is historically significant; if it is, the owner files a demolition plan, a hearing follows within 45 days, and a building found preferably preserved can be held for up to six months.

What comes before the building permit

  • Zoning: plans must meet the Needham Zoning By-Law; the Building Department checks zoning compliance as part of its review and gives written zoning opinions for $100.
  • Conservation Commission: work within or near wetlands, a floodplain or any river or stream needs its sign-off, and decks and demolitions list Conservation as a reviewing department.
  • Public Health Division (Title 5): a new septic system needs a soil test application and a sewage disposal system construction permit, and the system cannot be used until the Public Health Division issues a certificate of compliance.
  • Historical Commission: demolition of a building listed in the Needham Historical Commission Inventory goes to the commission first.
  • Scenic roads and trees: work on Charles River Street, South Street or Central Avenue between Nehoiden Street and Marked Tree Road, or removal of trees along a public way, needs Planning Board and Tree Warden consent after a hearing.
  • Stormwater: the Town’s updated Stormwater By-Law took effect in May 2026.

Needham building permit fees

Needham’s Building Department fee schedule took effect on August 15, 2017. Every permit is $10 per $1,000 of estimated construction cost, rounded up to the nearest thousand, but never less than the minimum for its permit type. A separate table from February 13, 2018 sets the square-foot costs the department uses to check estimates.

Online payments can take two to three business days to post, and no inspection is done on a permit that is not paid in full, so pay early when an inspection is close.

Trade permits and who may pull them

Electrical, plumbing, gas, mechanical and sheet metal permits are filed in the same OpenGov portal and charged at the same $10 per $1,000 rate, with sprinkler and alarm permits for commercial work on that basis too. Needham’s two wiring inspectors and two plumbing and gas inspectors carry out those inspections. The license holder has to be at the inspection: if not, the inspection can be cancelled and a re-inspection fee charged. Building permits themselves go to state-licensed construction supervisors, and contractors working on an existing home need Home Improvement Contractor registration.

Review, corrections and what causes delay

The State Building Code (780 CMR 105.3.1) requires a decision on an application within 30 days. Needham says permits are usually issued within a couple of weeks and that the time depends mostly on how complete and accurate the application is. Because several departments must sign off before issue, a missing Conservation approval, a plot plan without the required dimensions or utilities, or a demolition packet still waiting on utility letters is what holds most files. Work must start within six months of issue or the permit lapses.

Inspections in Needham

Call 781-455-7550, extension 1, at least three business days before you need an inspection; voicemail requests are not taken, and nothing is inspected until the permit is paid in full. Inspections run every day, and the daily schedule is posted online.

For a new house, framing waits for the foundation as-built. Before the final building inspection the builder submits the Grades Card Circulation Form, three copies of the final as-built with the Height Record and Survey Record, the final HERS rating where one applies, and the blower door and duct leakage test results. Deck jobs add an excavation inspection before concrete where sonotubes hide the footing, the surveyor’s as-built after framing, a rough frame inspection and a final.

Building and energy code in Needham

Needham enforces the 10th edition of 780 CMR and the Specialized Energy Code adopted under Article 15 of the October 2023 Special Town Meeting and in force from July 1, 2024. FEMA’s Community Status Book lists Needham as a participating National Flood Insurance Program community, with flood maps effective July 8, 2025. Before the Specialized code, the Stretch Energy Code had applied in Needham from January 1, 2020, under Article 49 of the May 2019 Annual Town Meeting.
