In Holden, the Building Department at Town Hall, 1196 Main Street (508-210-5540), issues building permits and the electrical, plumbing, gas and sheet metal permits, and all of them are filed online through the town’s SimpliCity permitting system. Under the fee schedules effective May 1, 2025, most building permits cost $10 per $1,000 of construction value, with a $100 minimum.
What requires a building permit in Holden?
Holden, a Worcester County town of about 20,500 people, prices nearly every building permit at $10 per $1,000 of construction value and lists the exceptions on its fee schedule. That schedule doubles as the town’s list of what needs a permit.
Permit required
- New homes, additions, alterations, garages and commercial buildings
- Accessory dwelling units, whether inside, attached to or detached from the house
- Roofing, insulation, vinyl siding and replacement windows or doors
- Above-ground and in-ground pools, wood, pellet and coal stoves and chimney liners
- Solar, sheet metal and fire alarm work, signs, tents and wireless equipment
- Demolition, after Board of Health sign-off
Lighter treatment
- Fences under 6 feet high: no permit on the town’s schedule; taller fences are $75
- Sheds under 200 square feet: a $100 permit for zoning compliance only
- Sign renewals: $50 per sign every two years, paid by the building owner
Holden’s accessory dwelling unit FAQ, revised January 31, 2025, sets the size limit at half the gross floor area of the main house or 900 square feet, whichever is smaller, and says neither the unit nor the main house has to be owner-occupied. An ADU application is reviewed for building code, zoning, fire, utility and conservation compliance, and may also need Fire, Public Works, Light Department, Conservation Commission or Board of Health permits.
What Holden decides and what the state holds
The Board of Building Regulations and Standards writes the State Building Code, 780 CMR, and Holden’s Office of the Building Inspector enforces it together with the town’s Zoning Bylaw, recodified in a version dated December 12, 2025. Local decisions are the fee schedules, the zoning bylaw, the Town Bylaws (including a wetland bylaw, a stormwater bylaw and an underground utilities bylaw) and Board of Health regulations. The Town Bylaws and the list of state laws the town has accepted, both updated June 8, 2026, contain no Stretch or Specialized energy code adoption.
Holden building department: who handles permitting
David Lindberg is the Building Commissioner and Zoning Enforcement Officer, and the office is the primary contact for the Zoning Board of Appeals. The department also has an electrical inspector and a plumbing and gas inspector, and two senior clerks, who also work for the Planning and Development Office.

Holden has its own electric utility, the Holden Municipal Light Department, and the online permitting page points building and trade applicants to the light department’s construction handbook, last issued in April 2024.
Holden permit types and forms
The online permitting page splits Holden’s systems by department: one link for building, electrical, plumbing, gas and sheet metal permits; one for Board of Health permits; one for water connection, sewer connection, street entry and sewer meter permits from Public Works; and one for a land disturbance permit. In each, applicants can apply, check the status of a permit, pay once it is approved and print the permit.
Residential permits
House projects are charged $10 per $1,000 of construction value or fraction of $1,000, with a $100 minimum. Roofing, insulation and vinyl siding are a flat $100, replacement windows $75 plus $5 for each window or door, a stove or chimney liner $100 and an above-ground pool $125. The department posts a paper on the risks homeowners take when they obtain their own building permit and a guide to hiring a contractor, along with radon, pool and solid-fuel appliance handouts.

Commercial permits
Commercial work pays the same $10 per $1,000 building rate, and the schedule lists a $300 plan review fee. Sheet metal and solar permits carry a $200 minimum, a certificate of inspection is $100, and wireless communication equipment is $350. Working without a permit costs a $350 penalty for commercial jobs on top of the permit fee.
For tenant improvements and new commercial builds, Alliance handles commercial permit applications through issuance. More on this: commercial building permits explained.

- Zoning. The Zoning Board of Appeals, which meets on the third Thursday and follows the rules in Section 7.4 of the town’s bylaws, hears variances and special permits, with the Building Commissioner as its staff contact. The department links the town’s area, height and bulk regulations and the 2024 zoning map.
- Conservation Commission. The Commission meets on the first Wednesday and administers the state Wetlands Protection Act and Holden’s wetland bylaw. The bylaw presumes that land within 200 feet of rivers, ponds and lakes, and within 100 feet of other resource areas, is important to protecting them, and the Commission may require a strip of continuous, undisturbed vegetation in that zone unless the applicant shows it can be disturbed without harm. Local filing fees took effect September 15, 2025: a Request for Determination of Applicability is $100 for a single-family lot and $150 for other projects, and an amendment, extension or certificate of compliance is $100 each.
- Board of Health. Septic systems follow Title 5 and Holden’s own supplemental rules of January 25, 1999, which are stricter in several places: a lot with groundwater within 4 feet of the surface is deemed unsuitable for building, the leaching field needs 6 feet of separation above the weeping water mark, and it must stay 25 feet from any failed percolation test. Holden is a member of the Leicester Regional Public Health Coalition.
- Historic District Commission. Facade changes in the Holden Center and Boyden Road historic districts need the Commission’s approval; it meets on the second Wednesday and posts an application and procedure.
- Public Works. Water and sewer connections, street openings and sewer meters are separate online permits, and a homeowner installing a second water meter must notify the Department of Public Works.

Call 1-855-478-4290 →For example, a kitchen and bath renovation valued at $45,500 is counted as 46 thousands, so the building permit is $460. The Board of Health charges separately under its schedule for permits issued from July 1, 2025: $300 for Title 5 soil testing, $400 for septic plan review and the disposal system construction permit, and $100 to install or abandon a well.
Trade permits and who may pull them
Electrical, plumbing and gas permits are filed by the licensed electrician, plumber or gas fitter in the same SimpliCity system, and each schedule carries its own penalty for skipping the permit: $200 for residential work and $350 for commercial, plus the fee.
- Electrical: a new single-family or modular home is $250, covering the temporary service, meter service, rough and final inspections. Additions, remodeling and garages are $150 for two inspections; service changes and temporary services $100; solar and energy storage systems $125; EV chargers, smoke and heat detectors and burglar alarms $75. New commercial space is $300 and a refit $200, and commercial services run $200 for 100 to 400 amps and $400 for 600 to 1,000 amps.
- Plumbing: the residential basic permit is $300 for up to 13 fixtures in a house of no more than 2.5 baths, including the rough and final inspections, with $75 for the underground inspection of a new residence. A renovation or addition with a full bath (three fixtures) is $175, each extra fixture $15 and each extra inspection $60. An electric water heater or boiler replacement is $100 and also needs an electrical permit.
- Gas: the residential basic permit is $200 for up to five fixtures or units and two inspections, with $15 for each additional fixture; a new or replacement gas boiler or water heater, including the plumbing, is $175.

Under 780 CMR 105.3.1 the building official has 30 days from filing to issue or refuse a permit. For an addition, a detached building or an ADU, the town expects a plot plan showing the property lines and every structure on the parcel, and the work must meet the setback, height and lot coverage rules. On septic lots, the town’s stricter groundwater rules can rule out a building lot entirely, and percolation tests can be run only during the open season the Board of Health sets from monitoring wells.
Inspections in Holden
The Building Department lists one main number, 508-210-5540, for questions about permits and inspections. The trade fees build in a set number of visits: two for an electrical addition, rough and final for the basic plumbing permit and two for the basic gas permit. A failed or not-ready building inspection costs $100, an electrical re-inspection $75 and an extra plumbing inspection $60.
Demolition has an added step that predates the current code. Under Board of Health rules adopted May 1, 1975, a structure may not be razed until a qualified pest control operator certifies it free of rodents, and the Board’s agent signs the building-demolition permit to show that approval. The agent tells the owner what is needed within seven days of inspecting, and the owner can appeal to the Board.
Building code and local bylaws in Holden
Holden enforces 780 CMR, 10th edition. Its Historic District By-law, adopted in 1973 and amended in 1990 and 1991, creates the Holden Center and Boyden Road historic districts under Chapter 40C and a seven-member Historic District Commission appointed by the Board of Selectmen. Article XVIII of the Town Bylaws covers licenses and permits for delinquent taxpayers. Article XXI, the underground utilities bylaw, bars new poles and overhead wires on new public ways in approved subdivisions and on any way whose wires were already underground, with fines of $1,000 to $5,000. FEMA lists Holden as a participating community in the National Flood Insurance Program, with flood maps effective July 2, 1981.
Massachusetts has one State Building Code, 780 CMR, for every city and town; towns cannot rewrite it, though many opt into a stricter energy code. The trades run under their own state codes. Massachusetts rules
