Cecil County's Permits and Inspections Division at 200 Chesapeake Boulevard in Elkton permits and inspects construction at the head of the Chesapeake, and it opens its process with a warning worth repeating: at the time of submittal an applicant is given a permit number, and that does not mean the permit is approved. The application is then processed and filed electronically with all the other approving agencies simultaneously, and which agencies review depends on the permit type.
Two other local facts shape a Cecil County file. If the property lies within the town limits of Cecilton, Chesapeake City, Charlestown, North East, Perryville or Port Deposit, that town's approval is required before a county building permit application is made. And since August 2025 the division has enforced the 2023 National Electrical Code, published with its own county addendum.
This guide covers Cecil County. Inside the Town of Elkton and the Town of Rising Sun the county sends applicants to the town hall for the entire permitting process, so those towns are not covered here. In Cecilton, Chesapeake City, Charlestown, North East, Perryville and Port Deposit the town’s approval comes first and the county then issues the building permit.

What is actually local, and what is not
The code editions are the state's. In Cecil County the Chesapeake Bay Critical Area reaches the head-of-bay shoreline and the Susquehanna, Northeast and Elk river corridors, the Cecil Soil Conservation District reviews sediment control, and the State Fire Marshal reviews fire protection design. Maryland sets no deadline for deciding a building permit (though since 1 October 2026 the office must decide within 30 days whether a housing application is complete) — Cecil County publishes its own targets, and they are the number to plan against.

Any pool over 2 feet of water. The division's rule is simple and catches summer buyers every year: permits are required for the installation of any pool, whether vinyl or inflatable, that is 24 inches or more. The temporary above-ground pool bought in June is a permitted structure in Cecil County.

Cecil County files to every approving agency simultaneously, which is its own answer to sequential review. What delays a file here is a town approval not obtained first in one of the six towns, a contractor applying from an unapproved permit number, and electrical work designed to an earlier code edition than the county now enforces.
