In Union Parish the Police Jury issues building permits from its office at 303 East Water Street in Farmerville (318-368-3296), and Lagniappe Inspection Services acts as the parish building official, reviewing new construction plans and doing inspections. The application form comes from the E-911 office in the courthouse, the parish sanitarian signs it, and at issue you pay the Police Jury $100 and bring a $150 check or money order for Lagniappe.
What needs a permit from the Police Jury?
Chapter 10 of the Union Parish Police Jury code requires a permit from the parish building official to build, alter or repair a building, or to install or change electrical, gas, mechanical or plumbing systems, on land outside the towns; farm structures and recreational camps are excluded from that requirement. The Police Jury’s posted instructions describe the steps for new construction and refer to mobile homes, third-party inspections and flood zone property. The E-911 office’s application fees show the kinds of jobs that start there:
- New homes and mobile homes needing a new 911 address
- Sewer system upgrades
- Recreational and agricultural structures
- Boat houses and electronic gates

Towns in Union Parish
The parish has seven incorporated towns and villages. The parish code limits the Police Jury permit (section 10-1) and the parish building official (section 10-31) to land outside the corporate limits of the municipalities, so a site inside a town is a matter for that town.
- Farmerville: the town code (section 5-3) requires a permit from the town’s general manager of public services before any home, business or utility structure is built, extended or altered. The code, last codified in 2016, sets house fees by heated area from $40 (up to 1,000 sq ft) to $100 (over 2,000 sq ft) and commercial fees at one-fifth of 1% of the contract price, $50 minimum. Town office: 318-368-9242.
- Marion: the published sources do not say how the town handles building permits; ask Town Hall, 398 Main Street, 318-292-4715.
- Bernice, Lillie and Spearsville: the published sources do not say how these places handle building permits; ask the town or village clerk.
- Downsville and Junction City: only part of each village lies in Union Parish (the rest is in Lincoln and Claiborne Parishes); the published sources do not say how they handle permits, so ask the village clerk.

Every Louisiana parish and municipality enforces the state’s Uniform Construction Code (R.S. 37:3737), adopted by the Louisiana Uniform Construction Code Commission: the 2021 International Codes with Louisiana amendments, in force since 1 January 2023, and the 2020 National Electrical Code, with the 2024 codes taking effect on 1 January 2027. A local government may set more stringent requirements only with the Commission’s approval, and the State Fire Marshal reviews plans for fire and life safety on all but one- and two-family dwellings.
