In East Feliciana Parish, building permits are issued by the parish Building Department at 12064 Marston Street, Clinton (225-683-8577), with applications taken online through MyGovernmentOnline. A new house is charged $0.48 per square foot under roof with a $704 minimum, a single “umbrella” fee that covers the trade permits and inspections, and plan review takes at least two weeks. Projects inside Clinton, Jackson, Norwood, Slaughter or Wilson need town approval before the parish permit.
What needs a permit in East Feliciana Parish?
The parish code makes it unlawful to build, enlarge, alter, repair, move or demolish a building, change its occupancy, or install or change electrical, gas, mechanical or plumbing systems without a permit from the parish building official. The Building Department publishes permit sheets for:
Residential
- New site-built homes, additions and remodels
- Accessory buildings
- Mobile homes (a Louisiana licensed electrician is required)
- In-ground pools and generators
- Roofs (storm damage roofs carry no fee)
- Demolition and culverts
- Solar panels
Commercial and utilities
- New commercial buildings, additions, renovations and tenant fit-outs
- Commercial roofs
- Cell towers and equipment swaps
- Electrical service poles and gas pressure tests
- Meter releases: a name change, or power off six months or more (certificate of use)
State law (R.S. 37:3737(I), as re-enacted by Act 881 of 2026) requires every parish that issues permits to permit and inspect roofing, which matches the parish’s $150 residential and $200 commercial roof permits. Separately, R.S. 37:3738 keeps a parish from enforcing the code on a detached residential accessory structure of 200 sq ft or less unless it is in a hurricane-prone region with a design wind speed of at least 130 mph; the parish fee sheet does not set out a size limit, so ask the Building Department about a small shed.
Who issues building permits in East Feliciana Parish?
The Building Department, part of the parish government run by the East Feliciana Parish Police Jury, issues the permits and inspects the work. Jeff Williams is the Chief Building Official. The parish code names the building official as the code enforcement officer for unincorporated land, and the department’s own sheets also cover sites in town limits once the town has signed off.

Electrical, plumbing and mechanical work
On a new house or addition the parish permit is an “umbrella” permit: the electrical, plumbing and mechanical work and all inspections are included in the square-foot fee. Work outside an umbrella permit is permitted separately: an electrical permit costs $125 for a residence and $175 for a commercial building, an accessory building’s electrical and plumbing permits are $125 each, and a gas pressure test is $75.
Electrical, plumbing and mechanical contractors need a Louisiana residential licence for home work, and every contractor (building, electrical, plumbing, mechanical, pool, solar, generator or home improvement) registers with the parish each calendar year for $100. Commercial permits need State Fire Marshal approval before the parish will issue them.
East Feliciana Parish permit fees
The Building Department’s posted fee sheets base residential fees on the area under roof and treat each house or addition permit as an umbrella permit that includes all inspections.

For example, a 2,000 sq ft house under roof costs $960 ($0.48 × 2,000), which is above the $704 minimum and already includes the inspections. The permit is bought before plan review but only becomes valid once review is finished. Fees are paid by check, money order or cash.
Inside Jackson, the town’s own fee of $1 per 100 sq ft is charged on top of the parish fees.

Before plan review can begin, any land division and zoning must already be approved by the Police Jury or the town, the 911 address must be issued or confirmed (911 Call Center, 225-683-9007), and the parish must complete a floodplain determination. Bring to permitting:
Required at permitting
- 911 address
- Town approval, if the site is in town limits
- Floodplain elevation, where required
- Proof of ownership: cash sale, act of donation or succession
- Survey map of the property
- State-licensed, parish-registered contractor, or a notarized Affidavit Claiming Exemption from Licensure recorded at the Clerk of Court
Plans (two sets)
- Foundation and joist layouts
- Plumbing, electrical and HVAC layouts and roof design
- Front, rear and side elevations
- Floor plan with room sizes and uses, doors, windows and cabinets
- Living and total square footage, window and door schedules
- Plot plan from a legal plat or survey showing servitudes, building lines, setbacks to each property line and the driveway
Plan review takes at least two weeks. One approved set goes back to be kept at the job site, and the parish keeps the other for six months after the project is finished. A commercial project also needs the State Fire Marshal’s approval before the permit is issued.
How to get an East Feliciana Parish building permit
Any subdivision or zoning approval by the Police Jury or the town comes first; in Slaughter that means the town Planning & Zoning meeting.
The 911 Call Center issues the address and the parish makes the floodplain determination.
Each contractor files the parish’s annual registration ($100), or the owner records a licensure exemption affidavit.
Submit through MyGovernmentOnline or at the Marston Street office with two sets of plans, and pay the fee.
Allow at least two weeks; then collect the approved plans and the inspection board.
Post the board and the 911 number, and request each inspection as the work reaches it.

The Building Department carries out inspections within 48 hours of a request. The permit board must be visible from the street, the 911 address must be posted, and portable toilet and compaction test results must be on file before any work starts.
The residential sequence runs: base flood elevation (story pole marked and certified, where the site is in a flood zone), construction pole, pre-pour plumbing, pre-pour footings and foundation, an open-wall inspection of framing and electrical, plumbing and HVAC rough-ins, insulation (R-13 walls, R-30 ceilings), a TCI/final once the sanitation and water department approvals are in, and an occupancy inspection, which needs blower door test results on file and must be passed before the Certificate of Occupancy. The Elevation Certificate of Completion is due after the slab is poured and before framing starts, and termite certification and duct test results must be on file before the open-wall inspection.
Commercial buildings follow the same steps without the insulation inspection; their occupancy inspection needs the final State Fire Marshal approval and, for food or drink businesses, Department of Health approval.
Local East Feliciana details
Slaughter: the town Planning & Zoning Committee meets on the second Tuesday of each month at 6:30 p.m., and requests must be in by noon on the Friday before. A new home, shed or addition needs proof of ownership, building plans and a plat map (hand-drawn maps are not accepted); the application fee is $40 and a rezoning is $300. Zoning sets minimum home sizes of 1,900 sq ft in R-1, 1,600 sq ft in R-2 and 1,200 sq ft in R-3.
Jackson: of the town permit fee collected for a building in the town historic district, $0.25 of each $1 goes to the town’s historic district commission.
Septic and reconnections: individual sewage systems are permitted by the Louisiana Department of Health, and the parish sheets send septic approvals to the Health Unit (225-683-4148). A house left without power for two weeks or more that is not on a town sewer needs septic approval before the meter is released, and after six months it also needs a Building Official safety inspection.

Every Louisiana parish and municipality enforces the state’s Uniform Construction Code (R.S. 37:3737), adopted by the Louisiana Uniform Construction Code Commission: the 2021 International Codes with Louisiana amendments, in force since 1 January 2023, and the 2020 National Electrical Code, with the 2024 codes taking effect on 1 January 2027. A local government may set more stringent requirements only with the Commission’s approval, and the State Fire Marshal reviews plans for fire and life safety on all but one- and two-family dwellings.
