Building permits inside Ottawa come from the City’s Community Development Department at 101 S. Hickory, 2nd floor (785-229-3620), using the City’s building permit application. Fees follow Resolution 1863-21 and are based on project value, so a $250,000 house pays $1,833.75 with no residential plan review fee. Unincorporated land around the city is permitted by Franklin County.

Permit costs and fees in Ottawa
Fees come from Resolution 1863-21, adopted May 19, 2021 and in effect since July 1, 2021; the City’s 2026 budget still names it as the current fee schedule. Building permits are priced on valuation using the 1997 Uniform Building Code Table 1-A, and the Chief Building Official can set the valuation if the application understates it.
| Project valuation | Fee |
|---|---|
| $1–$500 | $23.50 |
| $501–$2,000 | $23.50 plus $3.05 for each additional $100 or fraction |
| $2,001–$25,000 | $69.25 plus $14 for each additional $1,000 or fraction |
| $25,001–$50,000 | $391.25 plus $10.10 for each additional $1,000 or fraction |
| $50,001–$100,000 | $643.75 plus $7 for each additional $1,000 or fraction |
| $100,001–$500,000 | $993.75 plus $5.60 for each additional $1,000 or fraction |
| $500,001–$1,000,000 | $3,233.75 plus $4.75 for each additional $1,000 or fraction |
| Over $1,000,000 | $5,608.75 plus $3.65 for each additional $1,000 or fraction |
For example, a house valued at $250,000 pays $993.75 plus 150 × $5.60, a $1,833.75 permit. Residential plan review is free. For commercial and industrial work reviewed by City staff, an estimated permit fee is worked out and a 20% staff review fee is charged when the permit is submitted; review by an outside consultant is billed at actual cost.

Electrical, plumbing and HVAC permits and contractor licences
Trade permits are issued by Community Development under the 2017 National Electrical Code and the 2018 International Plumbing, Mechanical, Fuel Gas and Energy Conservation Codes. A residential electrical, plumbing or HVAC permit is $45 and a commercial one $50; new equipment and new systems are priced on valuation, as are residential replacements over $12,000 and commercial replacements over $15,000. Private sewage systems inside the city follow the City’s own Private Sewage Disposal Code.

Annual licence fees are $225 (Class A general), $210 (B building), $190 (C residential), $125 (R roofing), $100 (S specialty) and $175 for an electrical, plumbing or HVAC company, plus $20 for each master or journeyman, and qualifying individuals need six hours of continuing education a year.

Local Ottawa rules
Owner-builders: an owner may do the work on a single-family home they live in or will live in, provided the Chief Building Official has approved the plans and the owner shows knowledge of the work, applies for the permit and requests the inspections. Owners may not work on utility connections, and a homeowner who builds a new residence for their own occupancy more than once in three years must be licensed as a contractor.
Land disturbance: clearing, grading, excavating, filling or storing materials needs a land disturbance permit under Chapter 14 of the city code, and any project that disturbs one acre or more also needs a stormwater pollution prevention (SWP2) plan; contact the stormwater coordinator at 785-229-3632 before starting.
Appeals: a seven-member Construction Board of Appeals hears appeals and requests for changes to the building codes; the application fee is $150.
