Permit costs and fees in Junction City

Building permit fees are set by Section 500.560 and the table adopted on September 17, 2019, which sets a fee for each band of project value: $100 bands up to $2,000 and $1,000 bands from $2,001 to $5 million; larger projects pay a base fee plus a rate per $1,000. The City works out the value using the Building Safety Journal, and each application asks for the total project value.

$1–$500$23.50
$25,000$391.25

$100,000$993.75
$250,000$1,833.75

Commercial projects (triplexes and larger) also pay a plan review fee of 30% of the building permit fee, at least $500, when the plans are submitted; an incomplete or incorrect set adds a second plan review charge. For example, a commercial remodel valued at $100,000 pays $993.75 for the permit plus the $500 minimum review fee, $1,493.75 in all.

The Building Permits page sums up the late-permit rule more briefly, as double the permit fee up to $500; the penalty page and Section 500.475 give the offense-by-offense amounts above. Property taxes and special assessments on the applicant’s Junction City property must be paid before a permit is issued.

Trade permits and contractor licences

Electrical, plumbing, mechanical and fuel gas work uses the Professional Trade permit, which also covers new water and sewer taps outside new construction. The Professional Trade page says a licensed professional is required for all trade work, while the Building Permits page lets owners who live at the property do work themselves with a permit, and the trade application has an owner-occupant line; ask Building and Codes before doing your own electrical, plumbing or gas work.

The City licenses contractors and tradespeople working in Junction City and Geary County, including journeymen and apprentices. New licences need a certificate of competency, a driver’s licence copy, an ID photo, 6 hours of continuing education from the previous year and proof of liability and workers’ compensation insurance; renewals need 12 hours every 2 years.

Junction City licence fees (every 2 years)
LicenceFee
General Contractor A (all buildings) or B (under 3 floors)$200
General Contractor C (one- and two-family homes and townhouses)$100
Specialty contractor$200
Mechanical, electrical and plumbing combination contractor$200
Master / journeyman / apprentice$75 / $25 / $15

Roofers must be registered with the Kansas Attorney General. A residential roof uses a limited residential remodel permit that needs only that registration; a commercial roof also needs a General Contractor A, B or Specialty licence. Fence, excavation and concrete contractors are not licensed by the City.

What to submit

New home

  • New Construction application listing the licensed contractors and craftsmen
  • House plans
  • Site plan or survey signed by a registered Kansas design professional, showing finished floor elevations, lot and easement dimensions, the building location, water and sewer lines, drainage, erosion control, and fence and sidewalk locations
  • Setbacks under City Ordinance Section 405

Commercial (triplex and larger)

  • Permit application
  • Plan Check List, handed in with the plans
  • Four sets of plans, stamped by a professional (one wet-stamped original and 3 copies for remodels)
  • Site plan or survey, and civil, structural, MEP, sprinkler and erosion control plans as the checklist requires

Commercial plans are reviewed by Building and Codes, Engineering, the Fire Department, Planning and Zoning and Public Works, and the checklist warns that review may take up to 3 weeks. For a residential addition or accessory building, a drawing showing the lot, easements, utilities and existing and proposed buildings is enough unless staff ask for a signed site survey.

Junction City inspections

Call 785-210-2951 for inspections. The City’s roofing guidance asks for notice: for a morning inspection call the day before, and for an afternoon inspection call by 11:30 a.m. the same day. Work must stay uncovered until it passes, and on new construction no inspection is done if erosion control is missing or mud and debris are on the road.

The required sequence runs from any pre-inspection, footing and foundation, underground plumbing, slab and water or sewer taps, through rough electrical, plumbing, mechanical and gas and framing, to the trade finals and the final inspection when the job is finished, which leads to the certificate of occupancy. Roofs get at least two visits, a mid-roof check once the old covering is off and a final, and the 2012 codes require a full tear-off to the deck when a roof already has two or more layers. Evergy and Kansas Gas require a City inspection before restoring service in some cases, and commercial projects may need third-party special inspections.

Work within 10 ft of a municipal tap or in the right-of-way is inspected by Public Works (785-238-7142); driveway and sidewalk inspections are done by Kaw Valley Engineering (785-762-5040).

Local Junction City details

Fences: a $25 permit is needed for any new fence, extension or replacement section. Front-yard fences are limited to 4 ft and must be 50% opaque, and side and rear fences to 6 ft; corner lots have two front yards, and barbed wire and chicken wire are not allowed.

Floodplain: development in a flood zone needs the City’s Floodplain Development Permit, with elevation certificates for new construction, filling and substantial improvements.

Zoning appeals: variances and zoning applications go to the Junction City Zoning Commission/Board of Zoning Appeals, which meets on the first Wednesday of the month in 2026, with filing deadlines about a month ahead.

Signs, demolition and moving: signs in historic zones can wait up to 30 days for approval; demolition permits last 60 days; moving a building needs a $1,000 surety bond, a $5,000 mover’s bond, a route map and signed site drawings.

Online services: the City Commission approved the MyGov permitting, licensing and code enforcement system on May 20, 2025.
